That the proposal from Mott MacDonald for engineering services related to Sanitary Sewer Cleaning in various locations in the Borough in a total cost not to exceed $8,500.00 billable in accordance with Mott MacDonald's existing contract with the Borough is hereby approved. 2. That this action is approved as an award of a professional services contract pursuant to N.J.S.A. 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 4. Construction Phases of a potential Sanitary Sewer Cleaning project. It is our understanding that this project would be for the gravity sanitary sewer line from the intersection of Roosevelt Ave and Arthur Ave /Edwin St to the intersection of Roosevelt Ave and Industrial Highway. BACKGROUND The Borough's residents in the area near the Roosevelt Ave and Arthur Ave /Edwin St intersection have expressed their concerns about sewer odors in recent weeks. More recently, the Borough discovered an accumulation of grease which contributed to the backup of sanitary gravity sewer within the vicinity of this intersection and throughout the sewer pipeline to the intersection of Roosevelt Ave and Industrial Highway. 7:iar��iifP : _ . • TWO The sanitary sewer pipeline that spans between the Arthur Ave /Edwin St intersection with Roosevelt Ave and the Industrial Highway intersection with Roosevelt Ave has accumulated a large amount of grease from a currently unknown source. Mott MacDonald understands that the work to be performed would consist of a TV truck and jetting- vacuum truck to perform light cleaning (single pass) or heavy cleaning (multiple passes or mechanical) and inspection of this sanitary sewer mainline. Mott MacDonald understands that the Borough is seeking Engineering Support during the design, bidding, and construction phase of this potential sanitary sewer cleaning and CCTV inspection project. Mott MacDonald also notes that the scope of the work will include an Immediate cleaning as well as one repeat cleaning within the fiscal year 2021. M SCOPE OF WORK Mott MacDonald's anticipated Scope of Work related to the Design, Bid and MOTT Construction Phase Services for the potential Sanitary Sewer Cleaning project is as MACDONALD follows: Task 1 — Design Mott MacDonald will prepare limited design plans and technical specification as well as a written scope of work for the cleaning and inspection of the sanitary sewer line. From Mott MacDonald records, there is approximately 800' of 12 -inch sanitary sewer and 2750' of 15 -inch sanitary sewer that runs through the span of the Intersections noted previously. Mott MacDonald will prepare base maps from existing aerials depicting the area to be addressed. We will provide call -outs of the specific areas to be cleaned and televised. Limited specifications will also be provided which will include but will not be limited to directions on cleaning, water supply use, and disposal of material from pipelines. Task 2 — Bidding Mott MacDonald will assist the Borough with publicly advertising the Sanitary Sewer Cleaning project by providing the Borough with the Notice to Bidders for advertisement within local newspapers. Mott MacDonald will also advertise the project using bidset.com where contractors will obtain plans and specification directly and we will also prepare 2 -sets of contract plans and specifications for the Borough's use during bidding. Finally, Mott MacDonald will contact local cleaning companies to alert them of the potential work, During the bidding phase, we will attend the Bid opening at the Memorial Municipal Building. We do not anticipate attending any pre -bid meeting or issuing any addenda to prospective bidders. Accordingly, costs for these are not included. Following receipt of bids, Mott MacDonald will review the bids received and prepare a brief report on bids received. Our report upon bids received will be issued to list any bid discrepancies as well as highlight bid results and offer an award recommendation for consideration by the Borough and Borough Attorney. Task 3 - Engineering Services During Construction Mott MacDonald will provide the Borough with limited Engineering Services during Construction of the Sanitary Sewer Cleaning project, These services will include the following: Administrative Engineering Services Mott MacDonald will provide experienced office based staff and support during the duration of the Sanitary Sewer Cleaning project. Our senior staff will provide coordination and guidance to Borough field observers, assist in managing workflow and support resolution of construction challenges. We anticipated our office based staff will be responsible for providing the following Contract support: a. Throughout the progress of construction, Mott MacDonald March 25,2021 [Page 2of4 experienced senior staff will manage work on the Borough's behalf. We will assist in interpretation of the Contract plans and Specifications to help the Contractor meet the design intent. We trust that the Borough will be able to perform any field related activities as necessary to attend to Contractor's needs. b. Review Contract Submittals Mott MacDonald will review and process Contract submittals throughout the construction of these projects including, but not limited to, the following: 1. CCTV Inspection Footage. We will make any recommendations based on anomalies found. 2. Work Progress Schedule. 3. Payment Requests received from the Contractors. We will verify percentage complete and make corrections as appropriate, review Contractors' payment estimate forms and certify as to the amount payable to the Contractors. Resident Observation Services Molt MacDonald will not provide any on -site field inspection and we trust that the Borough staff can manage any field requirements. If Mott MacDonald is requested to attend any field related issues, our field services will be billed under 2021 General Engineering Services. ENGINEERING FEE PROPOSAL Pursuant to the Borough's request, we have prepared the following fee proposal for consideration. All fees are proposed as a Reimbursable, Not to Exceed cost. Task Description Cost Task 1 Design Services Sanitary Sewer Cleaning — Preparation of Plans & $5,000 Specifications Task 2 Bidding Services Sanitary Sewer Cleaning — Preparation of Bid Documents, Attending Bid Opening, and Recommendation of Award to $1,000 Borough Task 3 Engineering Services During Construction Sanitary Sewer Cleaning — Limited Construction Support and $2,500 Review of CCTV Footage Final Project Total $8,500 ................. .
