t AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI , PRESCRIBING
A NATIONAL ELECTRICAL CODE, PROVIDING FOR THE ADMINISTRATION
AND ENFORCEMENT THEREOF, CREATING THE OFFICE OF ELECTRICAL
INSPECTOR, PROVIDING FOR THE APPOINTMENT, TERM OF OFFICE,
QUALIFICATIONS, BOND, POWERS, AND DUTIES THEREOF, THE ISSUANCE
OF LICENSES TO ELECTRICIANS, EXAMINATIONS THEREOF, CREATING AN
ELECTRICAL BOARD OF REVIEW, REGULATING ALL ELECTRICAL WORK
AND THE INSPECTION OF THE INSTALLATIO14 AND MAI14TENANCE IN
BUILDINGS OF ALL ELECTRICAL SYSTEMS, PROVIDING FEES TO BE
CHARGED, PROVIDING A PENALTY FOR VIOLATIONS, PROVIDING AN
APPEALS PROCESS AND PROVIDING A VALIDITY CLAUSE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI , AS FOLLOWS:
SECTION 1 . 0. ADOPTION OF AN ELECTRICAL CODE
There is hereby adopted by the City Council of the City
of Jefferson, Missouri, for the practical safeguarding of
persons and of buildings and their contents from hazards arising
from the use of electricity for light, heat, power, radio ,
signalling and for other purposes the 1971 Edition of the "
National Electrical Code (see attached booklet) . This code
covers the electric conductors and equipment installed within
or on public and private buildings and other premises , including
yards , carnival and parking lots , and industrial substations ;
also the conductors that connect the installations to a supply
of electricity, and other outside conductors adjacent to the
premises ; also mobile homes and recreational vehicles . This
ordinance shall be known as the electrical code of the City of
Jefferson, Missouri , may be cited, and will be referred to in
this ordinance as the electrical code.
i SECTION 2. 0. ELECTRICAL INSPECTION

The office of electrical inspector is hereby created.. The
administration and enforcement of this ordinance shall be the
duty of the Electrical Inspector , of the City of Jefferson,
{ who is hereby authorized to take such action as may be reason-
ably necessary to enforce the purpose of this ordinance. Such
person or persons may be appointed and. authorized as assistants
or agents of the Electrical Inspector as may be necessary to
carry out the provisions of this ordinance.
SECTION 2. 1. QUALIFICATIONS OF ELECTRICAL, INSPECTOR
The Electrical Inspector shall be over twenty-one (21)
years of age. He shall be a person of good moral character
and physically able to carry out all of the provisions of the
electrical code. The Electrical Inspector. shall have had six
(6) years of experience as a journeyman in his trade, or have
two (2) years training in a recognized college of electrical
engineering, and in addition thereto , shall have had at least
four (4) years of practical experience in electrical construc-
tion. The Electrical Inspector shall be a certified journey- I+
man electrician, but shall not be actively engaged in the
electrical business nor associated with the operation of any
person, firm or corporation engaged in the electrical business .
SECTION 2. 2 . APPOINTMENT OF THE ELECTRICAL INSPECTOR
The Electrical Inspector shall be appointed by the Mayor
with the consent of a majority of the members of the City Coun-
cil . He shall be appointed for a term of two (2) years or un-
til his successor is duly appointed and qualified.

He shall be appointed on or before the second regular meeting
j of the City Council after the general city elections in the 1
!! year 1974 and every two (2) years thereafter. In the event a
of his death, resignation or removal from office , the Mayor ,
i with the consent of a majority of the members of the City
i� Council , may make an interim appointment of a qualified per-
son to serve the balance of the two year term.
SECTION 2 . 3. ELECTRICAL INSPECTOR'S BOND
The Electrical Inspector shall be required to give bond
in the sum of One Thousand ($1 , 000 . 00) Dollars conditioned up-
on the faithful performance of his duties .
SECTION 2. 4. DUTIES OF THE ELECTRICAL INSPECTOR
It shall be the duty of the Electrical Inspector to en-
1 force the provisions of the electrical code and to make all
inspections that are required thereunder, and to issue all
permits, collect all fees and keep all records required under
this ordinance . The Electrical Inspector shall also have the
duty to perform all tasks and services delegated to him by
other ordinances , the Mayor , or other supervisory personnel .
SECTION 3 . 0 . BOARD OF ELECTRICAL EXAMINERS & REVIEW
AAML POINTMENT, TERM OF OFFICE
A Board of Electrical Examiners and Review hereby is created
The Board shall consist of five (5) members ; one of whom
shall be the Electrical Inspector of the City of Jefferson,
who shall ex-officio chairman of said Board of Electrical
Examiners and Review; one of whom shall be the chairman of
the Public Utilities Committee of the City Council ; one of
whom shall be a representative of the local Power & Light
Company; one of whom shall be an electrical contractor; and
one of whom shall be a journeyman electrician. The last three
mentioned members of the Board shall be appointed by the Mayor
with the consent of a majority of -the members of the City
Council , for a term of two (2) years and they shall serve until
their successors are duly appointed and shall have qualified.
The appointments of the Board of Electrical Examiners and Review i
shall be made on or before the second regular meeting of the j
City Council after the general city elections in the year
1974 and every two (2) years thereafter and they shall serve
without pay.
Ak SECTION 3. 1 . DUTIES OF THE BOARD OF REVIEW
3. 1 . 1. The Board of Review shall be charged with the
responsibility of acting on grivances referred to their Board
by an applicant for an electrical permit, the holder of an
electrical permit, or the owner, and/or agent of a building
or structure wherein electrical work is to be installed.
Such referral shall be an appeal from the decision of the
Electrical Inspector or his authorized agent or representative,
refusing to grant a modification of provisions of the electrical
code covering the installation or materials to be used in the
installation. Application for appeal will be received by the
Director of Public Works of the City of Jefferson, or his
authorized representative, when it is claimed. that:
(a) The true intent of the Electrical Code or the
rules adopted thereunder have been incorrectly inter-
preted.
(b) The provisions of the Electrical Code do not
fully apply .
At such time as the Board of Review meets to act on such an
appeal , the Electrical Inspector shall not have a vote. If
one of the members of said Board is the appellant, he shall
not have a vote . A simple majority of those voting members
of the Board shall constitute a qualified decision. In the
event the voting members of the Board are evenly divided, the
i decision of the Electrical Inspector shall be affirmed.

13. 1 . 2. The Board of Review and Examination shall review the
( Electrical Code at least once a year. They shall transmit to
ifthe City Council any and all recommendations and/or changes
;, that are necessary to update the Electrical Code.
AL ; SECTION 3. 2 . MEETINGS OF THE BOARD OF EXAMINERS & REVIEW

�I The Board of Examiners and Review shall meet at such inter-
1 vals as may be necessary for the proper performance of its duties ,
upon call of the Board Chairman, but in any case not less than
twice a year. Three members of the Electrical Board of Ex-
aminers must be present at every examination. Minutes of all
meetings will be kept on file .
SECTION 4 . 0 . LICENSES
No person, firm or corporation shall engage in the business
of electrical work in the City of Jefferson unless licensed as
an electrical contractor. Each person, firm or corporation en-
gaged in the business of electrical work shall be or have in
its employ at least one (1) Journeyman Electrician. The
business of electrical work shall mean the supplying of labor
and materials for the installation, alteration or repair of
electrical systems . No person, firm or corporation shall cause
any electrical work to be done, altered or repaired by an
apprentice electrician unless the apprentice electrician works
fdirectly under the supervision of a licensed journeyman
{ electrician, except as provided in section hereof.
SECTION 4 . 1. APPLICATION FOR LICENSES, CONTENTS
Every person desiring to be licensed as an electrical con-
` tractor shall make written application to the Board of Examiners
and Review. No examination is required. Any person desiring
to be licensed as a Journeyman Electrician shall make a written
request to the Board of Examiners and Review. Such appli-
cation shall contain the name, business name and address of
!' the applicant and be accompanied by an examination fee of
forty ($40 . 00) dollars .

,( SECTION 4 . 2 . FEES FOR LICENSES
i
A fee of seventy-five ($75. 00) dollars is required to
obtain an Electrical Contractors License . This license is
±� renewable annually for a fee of seventy-five ($75. 00) dollars
and said license shall be renewed during January of the
j� following calendar year. The calendar year of each licensing
period ends on December 31 . The Board of Examiners and Review
shall issue a Journeyman' s Electricians License to an appli-
cant after he successfully passes the required examination and
I the necessary payment of five ($5 . 00) dollars is paid to the
Electrical Inspector . Said license shall be a permanent license
subject only to the revocation section hereof. The Board of i
Electrical Examiners and Review may grant reciprocal certifi-
cates to a duly licensed electrician of another city of the
State of Missouri on the same terms and under the same con-
ditions as such city will grant reciprocal licenses to a duly
certified electrician of the City of Jefferson, Missouri ; pro-
vided the applicant has been licensed by a city having adopted
an electrical code and an electrical examination equivalent to
the electrical code and examination of the City of Jefferson, t
f� Missouri .
SECTION 4 . 3. ELECTRICAL SIGN CONTRACTOR' S LICENSE
An Electrical Contractor' s License shall authorize the
grantee to engage in the business of contracting for the fab-
rication, installation, repair, alteration and/or making
additions to electrical signs , and to make electrical connections
or disconnections thereto within five ( 5) feet of the work
authorized to be installed . Any electrical sign contractor
personally performing electrical sign work shall be a licensed
sign wireman. An electrical Sign Contractor shall be subject
to the same provisions and regulations as required for the
Electrical Contractor as established in this ordinance .

SECTION 4 .4 . LICENSES, SUSPENSION OR REVOCATION

'i The Board of Electrical Examiners may suspend or revoke
' the license of any Journeyman Electrician when charges are
preferred against them by the Electrical Inspector , and the
Board finds that the person charged is incompetent or has
j; willfully violated the provisions of this ordinance . Before
any action is taken by the Board, the person charged shall be
given at least ten (10) days notice of the time and place of
a formal hearing on said charges and the person charged shall
be appraised of the nature of the charges preferred against
him. The person charged shall be given the opportunity to
appear, in person or with an attorney of his choice, in order
that he may be heard, and he shall have the burden of showing
cause why his said license should not be suspended or revoked.
The Board shall render its decision within five (5) days . The
decision shall be final . No appeal shall be allowed therefrom.
The decision of the Board may permit the person charged to
continue his trade and act as a dismissal of said charges , .or
the Board may suspend the license of the person charged for
such period as to the Board, seems proper under all of the facts
and circumstance, or the Board may permanently revoke the
license of the person charged.
SECTION 4 . 5. ASSIGNMENT OF LICENSE
No person who has obtained a Electricians License shall
allow his name to be used by another person either for the
purpose of obtaining permits , or for doing business or work
under the license. Every person licensed shall notify the
Board of the address of his place o business , if any, and the
name under which such business is carried on and shall give
immediate notice to the board of any change in either.
SECTION 5. 0 . HOMEOWNERS PERMITS
After acquiring a permit and paying the fees for same
a qualified homeowner may perform work on his own residence.
SECTION 6 . 0. EXAMINATIONS FOR JOURNEYMAN ELECTRICIANS
Applications for examinations for a Journeyman Electrician' s
license shall be made in writing to the Electrical Inspector
and by him referred to the Board of Electrical Examiners . The
application shall state the name of the applicant, his business
residence and telephone number, and the type of license de-
sired. Each application for an examination or re-examination
shall be accompanied by a fee of $40. 00. Upon receipt of the j
written application requesting an examination for a Journey-
man Electrician' s License, the Board shall , within twenty (20)
days , give to the applicant an examination at a place and time
to be designated by the Board of which the applicant shall be
notified. The examination shall be in two parts : i
1 . A test of the knowledge of the theory of the trade .
2. A test of skill in the practice of the trade.
The examination shall be of a basic and elementary character
but sufficiently strict to test the qualifications of the
applicant . The Board shall grade said examinations and notify
each applicant. The Board shall grade said examinations and
notify each applicant of the grade he made within ten (10)
days of the taking of the same and issue the appropriate license
concurrently therewith. The grade shall be computed as follows :
Each part of the examination shall have a maximum grade of one i
hundred (100%) per cent. The grades on both parts of the
examination shall be added and then divided by two. A minimum
grade of seventy (70%) per cent shall be necessary to pass said
examination. Any person failing to pass said examination may
apply for and be given a re-examination after the expiration of
one hundred and eighty (180) days , under the conditions and
requirements applying to an original examination.

SECTION 7.0. ELECTRICAL INSPECTOR, ADDITIONAL POWERS AND DUTIES.
The Electrical Inspector shall have the powers and duties
hereinafter stated:
7.1 Permits. He shall issue permits for the performance
of electrical work. Applications for such permits, describirg
the work to be done, shall be made by the person, firm or
corporation to perform said on such forms as may be prescribe
or approved by the Electrical Inspector.
7.2 Inspections . The Inspector shall have the right,
during all reasonable hours , to enter any building in the
discharge of his official duties , or, for the purpose of
making an inspection, or to test new installations of
electrical wiring, devices or materials contained therein.
7.3 Disconnection. The Electrical Inspector shall have
the authority to cause the turning off of all electrical
current, and he may cut or disconnect, in cases of emergency,
any wires where such electrical current is dangerous to life
or property or where said wires may interfere with the work
of the fire department.
7.4 Certificates of Inspection and Approval. Upon the
completion of the installation of the wiring and/or
electrical equipment, for which a permit is required, it
shall be the duty of the person, firm or corporation install-
ing the same to notify the electrical inspector who shall
inspect the installation within twenty-four (24) hours of
the time such notice is given; and if it is found to be fully
in compliance with this ordinance and does not constitute a
hazard to life and property;, then upon the payment of the
proper fees as hereinafter designated, the electrical
inspector shall issue to such person, firm or corporation for
delivery to the owner of the premises a Certificate of
Inspection and Approval that authorizes connection to the
electrical service and turning on the current. All wires
which are to be hidden from view shall be inspected before
concealment, and any person, firm or corporation installing
such wires will notify the electrical inspector, allowing
him twenty-four (24) hours in which to make the required
inspection, before such wires are concealed,
7.5 Commercial Buildings , Change of Occupancy, Procedure.
The Electrical Inspector shall make a thorough inspection or
re-inspection of the installation in any commercial building,
where a change of occupancy takes place, of all the electrical
wiring, devices, and/or materials and issue a Certificate of
Inspection and Approval to the new occupant(s) authorizing
connection to the electrical service and turning on of the
current. When the installation of any such wiring, devices,
and/or materials is found to be in an unsafe or dangerous
condition, the person, firm or corporation, using or operat-
ing. the same shall be notified and shall make the necessary -
repairs or changes required to place such wiring, devices,
and/or materials in a safe condition and they shall have such
work completed within fifteen (15) days or any longer period
that may be prescribed in the notice of the Electrical
Inspector. The Inspector is hereby empowered to disconnect
or order the discontinuance of electrical service to such
wiring, devices and/or materials until the installation of
such wiring, devices and/or materials has been made safe as
directed by the Electrical Inspector.
7.6 Records . TheElectrical Inspector shall keep complete
records of all permits issued and inspections made and other
official work performed under the terms of this ordinance.

1 Notices of violation shall be:
�1 1. be put in writing
2. include a statement of the reasons why it is being issued.
3. allow a reasonable (specified) period of time for the
performance of any act it requires .
4. be served upon the owner or his agent, or the occupant,
as the case may require: Provided that such notice shall
be deemed to be properly served upon such owner or agent, (
or upon such occupant, if a copy thereof is served upon
him personally; or if a copy thereof is sent by register-
ed mail to his last known address ; or if a copy thereof
is posted in a conspicuous place in or about the dwelling
affected by the notice; or if he is served with such
notice by any other method authorized or required under
&e laws of this state.
j 5. such notice may contain an outline of remedial action
which, if taken, will effect compliance with the provi-
sions of this ordinance and with rules and regulations
adopted pursuant thereto
7. 7 Fees . The Electrical Inspector shall collect such
fees for licenses , certificates and inspections as may be
pressribed by this ordinance. All fees are to be credited
to General Revenue.
SECTION 8. PERMITS. No alterations or additions shall be made in
the existing wiring of any building, nor shall any building be
wired for the placing of electric lights, motors, heating devices,
or any apparatus requiring the use of electrical current, nor shall
any alterations be made in the wiring of any building after
inspection, without first notifying the electrical inspector and
securing a permit therefor from said inspector, except minor
repair work such as repairing flush and snap switches, replacing
fuses , changing lamp sockets and receptacles, taping bare joints
and repairing drop cords .
SECTION 9. STANDARDS OF WORK. No Certificate of Inspection
and Approval shall be issued unless the electric light, power and
heating installations are in strict conformity with the provisions

National Electrical Code shall apply to installations made under
ithe provisions of this ordinance. i
,1SECTION 10. DISAPPROVAL OF WORK, PROCEDURE. When the Electrical
Inspector shall condemn all or part of any electrical instal'lati_onii
the owner thereof may, within five (5) days after receipt of , j
written notice thereof, from the inspector, file a petition in
writing for a review of said action with the Board of Electrical
Examiners of Jefferson City, upon receipt of which and after givi
notice to all of the interested parties, the .Board shall proceed
to determine at a hearing, at which all intere sted parties may be
present in person and with an attorney, if the said electrical
` installation does comply with the provisions of this ordinance.
1,The Board shall render its decision in writing within three (3)
days . Said decision shall be final and unappealable. When the
{action or decision of the Electrical Inspector is being reviewed,
the Inspector shall have no vote on the Board, and in the event
the remaining four members of the Board are evenly divided on the
tissue before them, the decision of the Inspector shall be deemed I
affirmed.

SECTION 11. RECIPROCAL CERTIFICATES. The Board of Electrical
Examiners may grant reciprocal certificates to a duly licensed
electrician of another city of the State of Missouri on the same
terms and under the same conditions as such other city will grant
reciprocal licenses to a duly certificated electrician of the
City of Jefferson, Missouri; provided the applicant has been
licensed by a city having adopted an electrical code and electric
examination equivalent to the electrical code and electrical

examination of the City of Jefferson, Missouri.
SECTION 12. FEES FOR INSPECTIONS. The City of Jefferson shall
receive the following fees for inspections made by the Electrical
Inspector:
Service Connectors:
Service connectors of any size $ 5.00
Circuits:
One Circuit $ 1.00
Each additional Circuit .50
Electric Fixtures:
One to Ten Fixtures $ 1.00 ea
Each Unit of ten fixtures or less , per Unit ,50
Motor Generator:
All size Generators $ 1.00
Motors :
All horse power $ 1.00
Furnaces 1.00
Air Conditioner, 2 tons and over 5.00
Electric Signs 1.00
Each Transformer in Sign 1.00
All fees required by this ordinance shall be made payable to the
City Collector and assigned to the General Revenue Fund of the
City.
SECTION 13. PENALTY CLAUSE. Any person, firm or corporation who
I shall violate any of the terms of this ordinance shall be deemed
guilty of a misdemeanor and upon conviction thereof shall be
J( punished b a fine not to exceed one hundred ($100.00) dollars or
ninety (90 days imprisonment in jail, or both such fine and
I imprisonment.
SECTION 14. EFFECTIVE DATE. This ordinance shall be in force and
take effect from and after its passage and approval.
