AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI , ESTABLISHING
MINIMUM INSULATION REQUIREMENTS FOR ALL NEW RESIDENTIAL CON-
STRUCTION AND ALL OTHER NEW HEATED BUILDINGS.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI , AS FOLLOWS:
SECTION 1 . 0, ADOPTION OF INSULATION STANDARDS
The City Council of the City of Jefferson hereby adopts
the following minimum standards for insulation in all new
residential and all other new heated buildings . The "R" values
referred to are Thermal Resistance Values as calculated by the
National Mineral Wool Insulation Association.
1 . 0. 1 . Minimum Insulation Requirements
(a) Ceilings - R-19
(b) Walls : R-11 for frame wall construction
R-5 for masonry wall construction
(c) Floors : R-7 for wood or steel. frame floors over
unheated basements , garages , or crawl spaces .
R-5 for concrete slab on grade. The
insulation shall isolate the slab from the
exterior wall and extend a minimum of two (2)
feet inside the exterior wall or grade beam.
1 . 0. 2. The Building Inspector shall enforce this ordinance.
SECTION 2. 0. PENALTIES
Any person convicted of any violation of any of the pro-
visions of this ordinance shall be deemed guilty of a mis-
demeanor, and upon conviction shall be punished by a fine of
not more than one hundred ($100 . 00) dollars .
SECTION 3. 0. EFFECTIVE DATE
This ordinance shall be in force and take effect from and
after its passage and approval.
