This meeting took place remotely pursuant to the law signed by Governor Baker on June 16, 2021 — An Ac
Extending Certain COVID-1 9 Measures Adopted During the State of Emergency,which includes an extension, until
March 31, 2023, of the remote meeting provisions of his March 12,2020 Executive Order Suspending Certain
Provisions of the Open Meeting Law.
MEMBER ATTENDANCE: Greg Levasseur, Peter Wade, Tom Faris, Chris Easley,Bob Capurso, Jorge Cruz,
Patrick Clark, Jody Craven, Tom Fizgibbons, Griffin Ryder,Harry Terkanian, Giovanna Venditti, Brooke Clenchy,
Ron Collins and James Nowack

Kovacs, Jorge Cruz, Joe Sullivan, Larry Gill and Brian Hores
Call to Order& Declaration of a Quorum, Meeting ParticiRation Statement and Recording Sta a ent:
Chair Levasseur called the meeting to order at 4:20, declared a quorum present and read the meeting participation
and recording statements.
Citizens Speak:
None.
PRIORITY BUSINESS:
Review of General Contractor Bids
Chairman Levasseur opened the meeting by explaining that the General Contractor Bids had been opened at 2:30pm
today.
Ms. Chatani reported that the bids were opened and the summary is as follows:
Brait Builders Corporation
Base Bid: $134,384,000
With alternatives total: $137,080,254
J &J/O & G A Joint Venture
Base Bid: $149,807,000
With alternatives total: $153,257,000
Ms. Chatani continued to say these are just the summary figures, the bids still need to be reviewed for conformity to
be sure all required documentation is included. However, both contractors have been pre-qualified, so the apparent
low bidder is Brait Builders.An email was received from Brait Builders today(10.19.2022) indicating that they
would be willing to hold their bid for an additional 30 days.

The amount submitted to the MSBA was an estimated $104,700,000. The bids submitted run approximately $30
million dollars over that budget.
Ms. Chatani said over the next week, the professional team will be evaluating the bids to better understand how
much the project budget may be impacted by the bids and try to make the next steps clearer. They will also be
speaking with Town Administrator Beebe about the option of additional local funding.
Mr. Sullivan of CHA further explained that the costs associated with the project have been extremely volatile based
on the market and cost of materials. He does not feel there are any alternatives available other than going back to the
municipalities for additional funding.
Ms. Chatani explained the "alternates" included in the bid, are additional project wishes if the bid came in favorable,
these could have been added.
Chairman Levasseur noted that Town Administrator Beebe has been making inquires with the other towns as to
funding mechanisms and will be ready to report on the findings at next week's meeting.
Mr. Cruz further reported that Brait offered to hold their bid for an additional 30 days, however the committee will
have to send a letter, via the professional team,to all the general contractors and all the sub-contractors to see if they
will also hold their bids for an additional 30 days.
Mr. Terkanian explained the Town of Wellfleet cannot hold a special town meeting any sooner than 45 days after a
Selectman's vote to do so.
Mr. Cruz and Mr. Sullivan explained the general contractors will not give a further break out of their bids until after
the award is made, so it is not possible to know where the costs are higher than anticipated.
At the next meeting, Town Administrator Beebe will detail the timelines for the funding mechanisms of the four
towns and if there are potential funding alternatives. The funding agreement with the MSBA is complete, there are
not amendments to that agreement that can be done.
