ORDINANCE NO. v D Ij 11A.N ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, FIXING THE , SALARIES AND EXPENSE ACCOUNTS OF CITY ELECTIVE AND APPOINTIVE OFFICIALS AND EMPLOYEES, AND REPEALING ORDINANCE NO. 8503 OF THE { CITY, AND ALL OTHER ORDINANCES OF THE CITY, OR PARTS THEREOF, IN CONFLICT HEREWITH. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: i Section 1. Compensation of Elective Officials . The follow- ing named elective officers of the City of Jefferson, Missouri, ( shall receive the following compensation for the performance of ' their duties , and, as specifically allowed herein, the following expense accounts to defray expenses incurred by them in the performance of their official duties : (1) The May-or- shall receive the sum of $200.00 per d i month as salary, ann addition thereto, shall receive $75.00 per month as an expense account. (2) The City Attorney shall receive the sum of $550.00 '$er month as salary, and in addition thereto, shall receive 200.00 per month as an expense account. (3) The Police Judge shall receive the sum of $500.00 per month as salary. (4) The City Treasurer shall receive the sum of $100.00 U er month as salary, �n an i acdion thereto, shall receive 75.00 per month as an expense account. (5) The City Assessor shall receive the sum of $750.00 1' per month as salary, $75.O0 per month as an expense account, and 1in addition thereto, shall receive a sum not to exceed $2,400.00 annually for payment of such additional part time help as the City Assessor shall require in the efficient operation of his office. (6) The Ci�t Collector shall receive the sum of $900.00 per month as salary, and in addition thereto the City Collector shall receive, on the delinquent taxes , a sum equal to four (4%) per cent of the amount of all delinquent taxes plus the penalty thereon, which amount shall be added to the amount owed by the delinquent taxpayer and collected from the person paying said delinquent taxes . (7) Each City Councilman shall receive the sum of $75.00 per month as salary,antic in addition thereto, shall receive $100.00 per month as an expense account. 1` Section 2. With the exception of merit system employees , any Department Head of the City may, at any time, recommend to the Accounts , Claims and Personnel Committee that an employee be advanced to the next step. If the Council approves such recommendation, the employee shall be advanced accordingly and compensation shall thereafter be paid the rate set forth for that step. No employee shall advance more than one step in the pay schedule during any pay period. The City Clerk shall refuse payment of any advance until authorized by the Council, and no authorization shall be retroactive. Requests for raises for merit system employees shall be approved by the Police Personnel Board prior to being presented to the Council for its approval. No increase for merit system employees shall be effective until approved by the Council. Section 3. Each Department Head must secure Council approval prior to hiring any employee, regardless of the Department, and the salary is to be within the salary range established by steps within the bracket for which he is being hired, and the City Clerk shall refuse payment until authorized. Section 4. Compensation of Appointive Employees. Part-time Labor. The following rates shall be paid for part-time help: Weed Inspector $ 2,370.00 per year Assistant Vector Sanitarian 2.50 per hour (Max,$2,400 year) Temporary Policeman 3.00 per hour Fogging Equipment Operators 2.00 per hour Larviciding Equipment Operators 1. 75 per hour School Crosswalk Men 2.50 per hour Street Department Helpers 1 . 75 per hour up to $2.00 Parking Garage Helpers 1. 75 per hour Clinic Nurse 2,00 per hour (Max. $2,000 year) Airport Maintenance Man 2.82 per hour Payment for all other part-time help not listed above must first be approved by the City Council before remunerations are made. Section 6. Expense Accounts for Appointive Employees. The named appointive employees shall receive monthly the following expense accounts: Sewer Commissioner $ 75.00 Electrical Inspector 75.00 License Inspector/Cemetery Custodian 75.00 Building Inspector 75.00 Housing Inspector 75.00 Restaurant Inspector 75.00 Airport Manager 75.00 Building Commissioner 50.00 Police Chief 75.00 Director of Public Works 60.00 City Planner 50.00 Transit Authority Manager 75.00 Garage Mechanic 40.00 Civil Defense Director 100.00 Section 7. Clothing Allowances , Each member of the Police Department shall receive twenty-five ($25.00) dollars per month as a uniform allowance; each member of the Transit Authority, Parking Garage Attendants and the Parking Authority Meter Clerks, shall receive twenty ($20.00) dollars per month as a uniform allowance. The Animal Control Officers shall receive ten ($10.00) dollars per month as a uniform allowance. r: 7. .. 6 - rr Section 8. Holiday Pay. The Chief of Police and the Fire Chief shall receive, as holiday pay, an amount equal to their salary calculated on a daily basis for each and every holiday declared as such by Ordinance, and on which they work. Section 9. Municipally Ovmed Vehicles . All municipally owned vehicles shall be used in the performance of official City duties only. Section 10. Repeal Clause. Ordinance Number 8503, and such other Ordinances or parts of Ordinances as are in conflict with this Ordinance, are and are hereby declared to be repealed. Section 11, Effective Date, Upon its passage and approval this Ordinance shall take effect and be in force as of November 1, 1973.
