MINUTES OF THE BOARD OF ASSESSORS
Date: November 15, 2023- Regular Session
Time: 4:30pm
Location: 2198 Main Street Town Hall Room B & REMOTE PARTICIPATION
In Person Participants: Chair* Susan Barker (arrived in person at 4:44pm), Vice Chair*
Marjorie McGinnis, Clerk Howard Hayes, Deputy Assessor James Gallagher,
Senior Department Assistant Sara Acheson
Remote Participants: Chair Susan Barker* (remote participant until arrival in person at
4:44pm)
*Vice Chair Marjorie McGinnis was acting chair while Chair Susan Barker participated
remotely.
Call to Order: Ms. McGinnis called the meeting to order at 4:42pm.
Declaration of a Quorum: A quorum was present in person. Two members were participating
in person and one remotely and all confirmed that they could hear each other.
Meeting Participation Statement: Mr. Gallagher read the following meeting participation
statement: As a courtesy only, access to the meeting is also being provided via remote means in
accordance with applicable law. Please note that while an option for remote attendance and/or
participation is being provided as a courtesy to the public, the meeting/hearing will not be
suspended or terminated if technological problems interrupt the virtual broadcast or affect remote
attendance or participation, unless otherwise required by law.
Recording Statement: Mr. Gallagher read the following meeting participation statement: As
required by law we are informing you that the Town will be video and audio taping as well as
broadcasting this public meeting. In addition, if anyone else intends to either video or audio tape
this meeting they are required to inform the chair.
Susan Barker arrived in person at 4:44pm, at this time she took over as Chair of the meeting. At
this time all members were participating in person.
Report of the Deputy Assessor: Mr. Gallagher reported that all real estate and personal
property abatements were due November 1, and have been received. Motor Vehicle Excise
Commitment #6 is being issued on November 17, 2023. Once these bills go out we will begin
working on issuing the FY2024 Boat Excise bills.
Review and approve Regular Session Meeting Minutes: November 1, 2023 — no action at this
time.

Classified Land Applications (Chapter 61, 61A, 6113): Mr. Gallagher presented the repeat
6 1 A application and recommended approval for SBD Realty Trust, off Jackson Road (45-34-0).
Ms. Barker made the motion to approve the Chater Land application. Ms. McGinnis seconded
the motion; motion approved unanimously.
Matters Not Reasonably Anticipated by the Chair: None.
Next Meeting: The next Board of Assessors meeting will be December 6, 2023 and December
20, 2023 if necessary.
Executive Session (To comply with or act under the authority of any general or special law or
federal grant-in-aid requirements: MGL Chap 59 Sec. 60 and MGL Chap. 214 Sec. 1B):
At 4:47pm Mr. Hayes moved to enter Executive Session for the reasons noted above, not to
return to regular session. Ms. Barker seconded the motion. Roll Call vote: Hayes- aye; Barker -
aye; McGinnis- aye; motion approved unanimously.
