AN ORDINANCE BY WHICH THE CITY OF JEFFERSON, MISSOURI, CONTRACTS
WITH THE CITIES OF COLUMBIA, MEXICO, FULTON AND MOBERLY, ALL IN
THE STATE OF MISSOURI, SUBJECT TO THE ACCEPTANCE PROVISION HEREIN,
FOR THE OPERATION AND INTERCHANGE OF SERVICES OF THE RESPECTIVE
POLICE DEPARTMENTS OF SAID CITIES IN CASE OF EMERGENCY SITUATIONS
OR WHEN NECESSARY FOR CONTROL OF LARGE CROWDS OF PEOPLE IN SUCH
COMMUNITIES.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI,
AS FOLLOWS:
Section 1. Subject to the acceptance provision contained in
( Section 3 hereof, the City of Jefferson, Missouri, contracts with
(the Cities of Columbia, Mexico, Fulton and Moberly, all in the
State of Missouri, to create a pool of police equipment and police
personnel from the respective Police Departments of the contract-
ling cities, and to set up with said cities a plan of mutual
assistance in case of serious emergency in any of such cities, or
in cases when by reason of some special event or attraction, large
crowds of people and numerous motor vehicles are expected in any
of such cities ; said contract to be by authority of the Constitu-
tion of Missouri, Article VI, Section 16, and Section 70.210
(through 70.325, both inclusive, of the Revised Statutes of
Missouri, and in accordance with the opinion of the Attorney
General of Missouri, No. 258, dated November 4, 1963, and to be
words and figures as follows :
"CONTRACT"
"THIS AGREEMENT made by and between the Cities of Columbia,
Mexico, Fulton, Moberly and Jefferson City, all in the State of
Missouri, by Ordinances duly enacted by said Cities, witnesseth:
111. In consideration of the mutual benefits and objectives herein-
after stated and the services to be performed for one another by
the said respective cities, as stated herein, it is agreed between
said cities as follows :
"(a) A joint Police Department Committee consisting of one
member from each of said cities, which member shall be the Chief
of the Police Department of the City which he represents , shall be
created, and the said Committee is directed to make a survey of
the Police Departments of all of said cities and to arrange a pool
of such police equipment and personnel as could be safely 1•(
( spared by each of said Departments for responding to a call from
any of said cities for assistance, in case a major disorder or
disaster should occur therein.

" (b) The Joint Committee shall set up a plan of mutual j
assistance among the cities and shall correlate their police
facilities for the purpose of mutual safety. In the event of a
call for assistance from any of said cities, the Police Depart-
ments of all of the other cities of said group shall be alerted to
respond to such call if needed, and they shall remain on such alert
until the emergency shall have ended.
"(c) The police equipment and personnel contributed by each
of the member cities to the said pool for such mutual assistance
shall be stationed in the city contributing such equipment and
personnel, and the Chief of the Police Department in each of the
Member Cities shall be the judge of whether any part of his equip-
ment and personnel can safely be spared by his city under the
circumstances existing at the time of any such call for assistance.
"(d) The Joint Committee shall prescribe such rules and
regulations as are necessary and incidental to the efficient
operation of such plan of mutual assistance and shall set up
minimum requirements and standards of maintenance of police equip-
ment and personnel of each of the contracting cities, and if any
city of said group should fail to maintain its police equipment
and personnel up to the minimum requirements and standards fixed
by the Joint Committee, said Committee shall give to the delinquent
city notice, in writing, to bring said equipment and personnel up
to the required standards, and on failure of the city so notified
to comply with such requirements within six (6) months following
the date of such notice, the Joint Committee may eliminate such
city from the mutual assistance group until such time as require-
ments and standards have been met.
j� "(e) In case of loss or damage to the police equipment of
' any of the contracting cities while responding to the call for
assistance to any other city, pursuant to this agreement, such
loss or damage shall be borne by the city owning and operating
such equipment.
"2. In addition to the provisions above set forth, any one of the
Member Cities may require the assistance of one or more members of
the Police Department of the Member Cities to aid with special
occurrences or events in any such Member City which are likely to
attract large crowds of persons and motor vehicles . The Chief of
the Police Department of the city from whom such request is made
shall determine the number of police officers that can be spared
to aid with such crowd control and such member so designated by
the Chief of Police shall be considered as on duty with his own
Department during the period of time that they are assisting in
the other city. Each city requesting such additional. police
officer assistance agrees that it will designate such officer so
detailed as auxiliary members of their own Department during the
(period of time that they are on such duty and all such officers,
, while so serving, shall be considered with all the rights ,
I�authorities and privileges accorded members of the Police Depart-
ment in the cities in which they are then assisting.
113. This agreement shall become effective on the execution there-
of, and shall continue in effect from and after this date
indefinitely unless terminated by thirty (30) days notice in
writing to each of the Member Cities .
Section 2. The Chief of the Police Department of the City
of Jefferson, Missouri, is hereby appointed a member of the Joint

be spared from the City of Jefferson at the time and under the
circumstances specified under the terms of paragraphs 1 and 2 of
said contract above set forth, when any other member city should
call for assistance by the Police Department of the City of
Jefferson.
Section 3. This ordinance shall. be in effect from the time
of its passage, and the contract authorized herein shall be in
effect as soon as an ordinance similar to this ordinance and
making a like contract with the City of Jefferson, Missouri, shall
have been duly enacted by each of the other cities set forth in
the title of this ordinance.
Section 4. Upon passage of this ordinance the City Clerk of
the City of Jefferson, Missouri, shall mail a duly certified copy
of this ordinance to the Clerk of each of the cities of Columbia,
Mexico, Fulton and Moberly.
