Savannah Beach, Tybee Island,
March 16th, 1939.
A special meeting of Council was held to -day at 12:00, 'loon, in
the office of Bright and Brennan, and was attended by ":'ayor Bright,
Councilmen Logan, Solomon, Righton, Cann, and Lovell.
The meeting was Balled for the purpose of taking over the operation
of the Town government under a ruling of Judge Rourke of the Sup-
erior Court, dated Monday, March 6th, 1939 and transacti4g whatever
business that may come before the meeting.
Councilman Righton maoved that the Rules of Council that were in
effect on May 1st, 1938, be adopted by this Board, Councilman Sol-
omon seconded and the motion passed.
Councilman Cann moved that all paid employees be retained in office
and also that the'Mayoraaerve as Recorder without pay, Councilman
Logan seconded and the motion passed.
Councilman Righton moved that the Town /auquantity of oyster shells
located on the island at not over 5 cents per bushel, at the pile,
and that the Clerk be authorized to negotiate for the purchase of
same, Councilman Solomon seconded and the motion passed.
The Mayor informed Council that at a meeting with Mr. D. G. Nic hols -
he told the :a that Major A.U.Wallace was succedding him as Area
Supervisor and that the policies and plans in connection with the
construction of the sea -wall, parking sp:ees,ect., would be con-
tinued by Major Wallace. Councilman Righton moved that the plans and
policies as 1.nauguarated by the WPA for beach protection be adopted
Councilman Cann seconded and the motion.passed.
Mayor Bright stated. that he vas not a candidate for Mize, iee, and
would rather retire now and let Council elect its own Mayor, he
suggested that Councilman Righton serve. It was dbcided to,hold
another meeting next Friday, at 4:00 p.m.,•
Councilmen Logan stated that Mr. Spann had suggested building a
jail onto the To Hall now under construction, the size would
be about 20 x 40, would cost about N4000.00 of which the Towns
portion would be about $900.00, Councilman Cann mved that—the
matter be referred to the Public Works Committee and Fin e_:
Committee with power to act, Councilman Solomon seconded and
the motion passed.
It was the sense of the meeting that any matters pertaining to
the construction of the new Town Hall under construction, be
referred to Councilman Solomon.
Councilman Solomon moved that the following resolution be adopted,
Councilman Lovell seconded and the motion passed:
RESOLUTION.
BE IT RESOLVED by the '- ayor and Councilmen of the Town of
Savannah Beach, Tybee Island, in Council assembled,
'AREAS, on the llth day of March, 1939, Mayor James E.
McMillan and his board of Councilmen, pursuant to a Court Order of

the Honorable John Rourke, jr. , Judge of the Superior Court of the
Eastern Judicial Circuit of Georgia, dated March 6th, 1939, turned
over to O.E,Bright and his Board of Councilmen all books, papers,
moneys, and /or documents relating to the said offices of Mayor
and Councilmen of the Town of Savannah Beach, Tybee Island, and,
WHEREAS, there are moneys now on deposit in the several banks
of Savannah .and the only persons authorized to withdraw said moneys
are James E.McMillan and Henry M.Buckley, Treasurer.
NOW THEREFORE BE IT RESOLVED that the Savannah Bank and Trust
Company, the Liberty National Bank and Trust Company and the Citi-
zens Bank and Trust Company be and they are hereby authorized to °
recognize the signature of 0.E.Bright, countersigned by Henry Y.
-Buckley, Treasurer.

A special meeting of Council was held to-day at 4:00 p.m, , in the
offices of Bright and Brennan, and was attended by Mayor Bright
and Councilmen Sharpley, Solomon, Rion, Lovell, Cann, Logan and
F.P.McIntire.
It was moved and seconded and passed that the meeting be changed
to a general meeting.
Councilman Logan moved that the offices of Bri.ght : a nd Brennan
be used as the Council Chamber until further action, at 510
American Building, Councilmen Sharpley seconded end-the motion
passed.
Mayor Bright tendered his resignation as Mayor effective atlionce
and suggested that Councilman Righton accept the office, Councilman
Logan took the chair and called for a motion, Councilman Lovell
moved that the resignation be aceepted, Councilman Solomon seconded
and the motion passed.
Councilman Sharpley nominated Councilman Righton for Mayor and
moved that the nominations be closed, Council ^an Lovell seconded
and the motion passed. Mayor elect Righton thanked Council for
their action afterwhich the oath of office was administered to him
as follows;
