AN ORDINANCE APPROVING THE EXERCISE BY THE HOUSING AUTHORITY OF THE CITY OF
JEFFERSON OF THE POWERS AND FUNCTIONS OF A COMMUNITY DEVELOPMENT AGENCY AS
SET FORTH IN THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974, PUBLIC LAW
NUMBER 93-383 AND LIMITING THE EXTENT OF APPROVAL.
WHEREAS, it is the desire of this City Council to implement the Housing
and Community Development Act of 1974, Public Law 93-383, and
WHEREAS, this Council may designate the local agency or department that
administers the program on behalf of this Council and the City, and
WHEREAS, the Housing Authority of the City of Jefferson was established
by Resolution on October 21, 1957 to carry out the functions of a Housing
Authority as prescribed in Sections 99.010 to 99.230 of the Revised Statutes
of Missouri, and
WHEREAS, the Housing Authority of the City of Jefferson was by ordinance
number 6615 passed on June 2, 1958 authorized to exercise the powers of a
Land Clearance for Redevelopment Authority as prescribed in Sections 99.300
to 99.660 of the Revised Statutes of Missouri, and
WHEREAS, the present and past functions of the Housing Authority are
comparable to those set forth in all the various titles of Public Law 93-383
excepting Title IV, Comprehensive Planning and VI, Mobile Home Construction
and Safety Standards.
NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI,
AS FOLLOWS:
Section 1. That the Housing Authority of the City of Jefferson is hereby
designated as the Community Development Agency for the City of Jefferson.
Section 2. That the Housing Authority shall exercise on behalf of the
City of Jefferson all the functions set forth in the various titles of Public
Law 93.383 excepting Sections IV, Comprehensive Planning and Section VI,
Mobile Home Construction and Safety Standards.
Section 3. That the specific titles of Public Law 93-383 as they may
apply to the City of Jefferson and in which the Housing Authority as the
Community Development Agency shall function on behalf of the City of Jefferson
are:

Title I - Community Development
Title II - Assisted Housing
Title III - Mortgage Credit Assistance
Title V - Rural Housing
Title VII - Consumer Home Mortgage Assistance
Title VIII - Miscellaneous
Section 4. That the Housing Authority is hereby authorized to revise,
amend, delete or add to its functions as Public Law 93-383 may in the future
be revised or, the Statutes of the State of Missouri may be amended particularly
with regard to enabling legislation in Chapter 99 or other laws that may be
enacted by the State of Missouri to implement Public Law 93-383.
Section 5. That all ordinances or parts of ordinances in conflict with
this ordinance shall be, and the same are hereby repealed excepting those
ordinances mentioned in the preamble of this ordinance.
Section 6. That this ordinance shall be in full force and effect from
and after its passage and approval.
