IBE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI , AS FOLLOWS: SECTION I. Director. The Director of the Personnel Department shall be appointed by the Mayor, with the advice and consent of the City Council, on the basis of his training, experience, qualifications , and fitness in personnel administration. SECTION 2. Duties and Powers of the Director. The Director of Personnel shall have authority and be required to: 1. Establish competitive selection procedures for appointment in the classified service. 2. Establish a position classification system for all ` employees in the classified service. 3. Establish training and educational programs for municipal employees as he considers appropriate. 4. Keep or supervise the keeping of such employee records as may be required by ordinance or other regulation. 5 . Appoint all employees in the Department of Personnel, I which are authorized by the Mayor and City Council, and direct qP i and control their work. 6. Prepare and recommend to the Mayor and City Council t f� such rules and regulations as he may consider appropriate to carry (Lout the provisions of this ordinance, and the general. personnel administration of the City Personnel Program. i 7. Advise and recommend to the Mayor, the creation or elimination of positions in the classified service, as frequently as changing work conditions seem to merit. i' S. Report at least annually to the Mayor on the work of the Department of Personnel, and the administration of the City i i Personnel Program. i 9. Do all things necessary to process Workmen's ' , Compensation claims for the City employees . 10. Perform other such duties as may be required by the i ( Mayor, or by ordinance. f� SECTION 3. Personnel Board. The Mayor shall appoint, with approval of the Council, a Personnel Board of five members , who shall designate one member as Chairman. Members shall serve with- out compensation. They shall be appointed for a term of three iyears , except that in the case of the members first appointed, two shall be appointed to serve for one year and three for two years . Members of the R card shall be qualified voters of the City and shall have resided in the City for at least two years immediately prior to their appointment. SECTION 4. Board; Powers and Duties . The Board shall have the i power and shall be required to: - (1) Hear appeals from disciplinary action involving permanent employees . (2) Perform such other duties , with reference to personnel administration, not inconsistent herewith, as the Council may ! require. SECTION 5. Classification of Employees . The employees of the City are hereby divided into Classified and Unclassified Services } as follows: !� (1) The Unclassified Service shall include all elected officials ; all heads of Departments ; members of advisory Commissions and Boards . (2) The Classified Service shall comprise all positions not specifically included in the Unclassified Service by this ordinance. SECTION 6. Present Employees Continued in Office. All persons who, at the time this Ordinance is adopted, are holding positions hereby placed in the classified service, shall, on the basis of qualification, meritorious service and necessity, continue to hold such positions as though appointed in accordance with the provisions hereof. ! s SECTION 7.
