DEVELOPMENT REPORT: Village Planner Garrigan gave the status of cases that were pr esented to the Village Board at their meeting on Monday, November 17 , 2008 . There was a discussion between the Commissioner s and Village Planner Garrigan regarding the approval of the concept plan by the Village Board for the Boughton Farm project. OLD B USINESS: CASE: 1421 -082208.RZ 15124 S. ROUTE 59 Request: Rezoning to BTD Location: 15124 S. Route 59 Applicant: Rick Sexton TIME: 7:40 p.m. This case is to be continued to the next Plan Commission meeting on December 2, 2008 . Chairman Sobkoviak asked if this was at the request of the petitioner or staff. Planner Javoronok stated it was at the request of the petitioner. At 7:40 p.m. Commissioner Renzi made a motion that the Plan Commission continue the public hearing for Case: 1421 -082208.RZ (15 124 S. Route 59) to the December 2, 2008 Plan Commission meeting. Commissioner Kachel seconded the motion. Chairman Sobkoviak called for a vote by roll call. Aye: Sanders, Peck, Kachel, Renzi, Bonuchi, Chairman Sobkoviak Nay: 0 The motion is carried 6:0 Village of Plainfield Plan Commission Minutes November 18, 2008 Page 2 of 9 CASE: 1414B -101408.SU.SPR HERITAGE WOODS Request: Special Use for a supportive Living facility (Public Hearing) Site Plan Review Location: Drauden Road, south of IL 126 Applicant: Plainfield Supportive Living, LLC John Argoudelis TIME: 7:42 p.m. Planner Javoronok stated this was a continuation of the public hearing, which was previously held on November 4, 2008. She stated the petitioner has submitted revised plans. She stated the applicant had stated at the November 4 th Plan Commission meet ing that they agree to the stipulations requested in the staff report. She stated the staff report outlines the stipulations and the response from the applicant . She summarized those. She also summarized from the staff report t he Plan Commission’s recom mendations and changes that are shown on the revised plans. She stated there are some small issues with the plans.  Staff recommends that the shed reflect same materials, roof pitch, and roof materials as the principal structure.  Staff recommends screening of the transformer with evergreen shrubs  Staff requested cross access points on the parcel, but has concerns with the additional traffic traveling to the Gas City.  Staff recommends a cross access easement to the south to allow for future development. Sta ff suppor ts the special use and the site plan review for the Heritage Woods Supportive Living facility. The use is consistent with the Comprehensive Plan. She further noted that stipulations 3, 5, & 6 for the site plan review motion have been addressed s ince the writing of the staff report. Planner Javoronok concluded her staff report. Chairman Sobkoviak asked Village Engineer Eickholtz if he had anything to add to the engineering. Village Engineer Eickholtz stated they are moving forward as it relates to the final engineering for the project. There are some issues that need to be ironed out. They are working with the applicant to make sure the engineering issues are addressed as it proceeds through the approval process. Chairman Sobkoviak asked him if he foresees anything that is a deal breaker. Village Engineer Eickholtz stated he does not see anything that cannot be resolved. Chairman Sobkoviak asked if Village Engineer Eickholtz expected everything to be resolved by the time it goes to the Villa ge Board. Village Engineer Eickholtz stated that is up to the applicant. Chairman Sobkoviak wanted to make it clear that this does not go to the Village Board unless all engineering issues are settled. Chairman Sobkoviak asked the petitioner’s represent ative to come forward. John Argoudelis had been sworn in at a previous meeting. Petitioner Argoudelis spoke. He showed a slide depicting the overall site showing Gas City and Heritage Woods. He wanted to show how the entire 16 acre parcel fits together . He stated they have worked with staff and the Village Engineer and they have a design on how the access on Drauden will work. There are a few things they are working on that still need to be tweaked. He went on to say the detention has been designed. He showed a slide depicting a concept street and how that would wind through Lot 2, which is not being developed at this time, but they wanted to give a concept on how everything would be connected. He did caution the Commission that this was just a conc ept. He stated they will record a reciprocal easement agreement to give all the property end -users the right to have cross access from one to another. They are committed to resolving everything in finality prior to the Village Board meeting. He stated a s Planner Javoronok pointed out , many of the items that are still in the staff report were resolved between the writing of the staff report and the time of th e meeting. He deferred to his client, but he did not think the southern cross access would be a p roblem. Sven Jonsson, the architect, spoke next. He stated according to the landscape plan there is a 2’ high berm at the front of the site. He stated the material for the trash enclosure and gate is brick veneer that matches the building. The gate was shown as chain link; however, it is intended to be a vinyl gate the same color as the siding on the building. The Health Department requires a non -absorbent material so wood, or something like that, cannot be used. He stated there is a screened enclosur e, somewhat protected from the elements, with a roof where residents can enjoy the outdoors. There is an 8x10 utility shed which will be painted to match the building; the shingles will be of a similar color. The landscaping will be adjusted to cover up the transformer. He stated Nicor requires the landscaping typically be pulled a few feet away for safety concerns. Commissioner Kachel asked Sven about a garden area for the residents. Sven Jonsson stated there are some raised gardens. Village of Plainfield Plan Commission Minutes November 18, 2008 Page 3 of 9 Commissioner Renzi asked what material would be used for the gravel path. Petitioner Jonsson stated the intent is to be a prairie path with a very fine lime material that is relatively easy to walk on. It has some drainage properties. Commission er Kachel stated wh en limestone gets wet and damp it can be tracked. He thought possibly there was something else that could be used that wouldn’t track as easily. Petitioner Jonsson stated they could look at alternative materials. Chairman Sobkoviak asked if there was an yone in the audience who cared to ask a question or make a comment. There was no comment. Since he was not at the November 4 th meeting, Commissioner Sanders asked the Village Engineer if northbound Drauden would access the proposed gas station site thro ugh the front of Heritage Woods. Petitioner Argoudelis stated this was addressed. He stated the entryways on Drauden are one of the things they are considering tweaking, and that would be to “flip flop” the full access on the south with the right -in/righ t -out on the north. Commissioner Kachel reiterated that cuts should be put in on Drauden before any construction begins. Village Planner Garrigan stated there is a consensus that the developer will be entitled to one cut on Drauden, but with regards to the timing of the cut within the median that will have to be worked out with Public Works. Commissioner Kachel fel t it should be addressed early on before construction begins. Commissioner Sanders asked if there was a need for a stipulation regarding moving the full access further to the north because it will be included in the stipulation regarding compliance with the requirements of the Village Engineer . Village Planner Garrigan stated that was correct. Chairman Sobkoviak asked John Argoudelis if t he petitioner is agreeable to all of staff’s comments. John Argoudelis stated they are all agreeable. Commissioner Peck asked if the right -in/right -out and full access is moved how would that affect the safety of people entering and exiting the facility. Village Engineer Eickholtz stated it makes it safer . Commissioner Peck stated if it was safer and more convenient, and it is what the petitioner wants, he is all for it. At 8:05 p.m. Commissioner Kachel made a motion that the Plan Commission adopt st aff’s findings of fact as the findings of fact of the Plan Commission and recommend approval of the Special Use for the Heritage Woods Supportive Living Facility, an assisted living facility, located on Drauden Road south of the intersection of IL 126 and Drauden, subject to the following two stipulations: 1. Compliance with the requirements of the Village Engineer , 2. Compliance with the requirements of the Plainfield Fire Protection District. Commissioner Renzi seconded the motion. Chairman Sobkoviak c alled for a vote by roll call. Aye: Peck, Kachel, Renzi, Bonuchi, Sanders, Chairman Sobkoviak Nay: 0 The motion is carried 6:0 At 8:06 p.m. Commissioner Sanders made a motion that the Plan Commission recommend approval of the site plan review for the pr oposed Heritage Woods Supportive Living Facility, subject to the following nine (9) stipulations: 1. Compliance with the requirements of the Village Engineer, 2. Compliance with the requirements of the Plainfield Fire Protection District, 3. There shall b e a two -foot undulating berm or a two -foot grade drop within the front yard along Drauden Road. 4. The trash enclosure shall be wood or opaque material, 5. The light fixtures shall not be taller than the height of the principal structure, 6. Cut sheets sha ll be submitted for all proposed lighting, 7. The shed shall have the same exterior materials, roof pitch, and roof materials as the principal structure, Village of Plainfield Plan Commission Minutes November 18, 2008 Page 4 of 9 8. The transformer shall be screened with evergreen shrubs, 9. The applicant shall record a cross acc ess easement to the south. Commissioner Renzi seconded the motion. Aye: Kachel, Renzi, Bonuchi, Sanders, Peck, Chairman Sobkoviak Nay: 0 The motion is carried 6:0 CASE: 1430 -101408.AA.SU.SPR.PP/FP GAS CITY Request: Special Use for a Drive -through (Public Hearing) Annexation (Public Hearing) Site Plan Review Location: Southwest Corner of Drauden Road and Route 126 Applicant: Ionia Real Properties, LLC TIME 8:07 p.m. Village Planner Garrigan sum marized the staff report. He stated this is a public hearing, which has been continued from the November 4, 2008 Plan Commission meeting. He stated the proposed annexation is a logical extension of the Village’s boundaries and that the special use compli es with all required findings of fact. He stated staff is generally comfortable with the proposed architectural elevations as submitted. There are no issues with t he photometric plan. The trash enclosure plan does comply with Village Ordinance. He st ated there was some extensive discussion at the last meeting regarding the proposed outdoor storage. He added a stipulation in his staff report requesting that some landscaping be incorporated around the outdoor storage just to provide some softening arou nd that area. That would be a modification staff would be looking for since the last consideration by the Plan Commission. The applicant did modify the plan and did submit revised plans. They incorporated some additional shrubs with a higher height in t he revised landscape plans. The landscape plan does comply with the Village Ordinance. The applicant did submit a revised canopy design to show brick veneer columns instead of the steel columns. Staff is generally comfortable with the right -in/right -out on Drauden Road. There have been some discussions about having a dedicated turn lane along Drauden. Staff will continue to work with the applicant, but staff believes that potentially the r ight -in/right -out may dictate a dedicated turn lane on Drauden; and therefore, staff will work with the applicant on the engineering for that. Staff believes that is important. IDOT has jurisdiction over Rt. 126. The access point on Rt. 1 26 could be modified and slightly changed to the west depending on IDOT’s revie w. Staff is comfortable with allowing this project to proceed. Staff will work with the applicant and IDOT in the future to solidify the access point on Rt. 126. Staff is generally comfortable with the access points as proposed. Staff recommends appr oval of the various aspects of the project. Chairman Sobkoviak asked Village Engineer Eickholtz if there were any issues. Village Engineer Eickholtz stated there are a few issues that need to be ironed out. They are working with the applicant to get thr ough the approval process. Chairman Sobkoviak asked if he saw anything that would be a “deal breaker”. Village Engineer Eickholtz stated there is nothing that cannot be resolved. Chairman Sobkoviak asked if he expected that everything would be wrapped u p before going to the Village Board. Village Engineer Eickholtz stated yes. Chairman Sobkoviak presented John Argoudelis for the petitioner. John Argoudelis spoke. He stated there has been a lot of progress to address some of the concerns that were ra ised during the last Commission meeting. He stated that is due to the hard work and dedication of staff and the Village Engineer, along with the petitioner. Chairman Sobkoviak stated there was general agreement on everything at the last meeting and the C ommission was very close to voicing an approval. The general reluctance was due to a couple of landscaping and engineering issues. Petitioner Argoudelis wanted to thank the helpfulness of staff in regard to not only Gas city, but the overall project. He stated he had nothing to add to the summarization by Village Planner Garrigan, and turned it over to Chris Kalischefski. Village of Plainfield Plan Commission Minutes November 18, 2008 Page 5 of 9 Chairman Sobkoviak referred Petitioner Argoudelis to Page 6 of the staff report, which listed 4 stipulations for approval of the site plan review, and asked if he had any argument with those stipulations. Petitioner Argoudelis did not think the petitioner did, but he would let the architect discuss. Chris Kalischefski went through the changes to the plan. He stated they are only usin g 1/3 of the density allowed for the site. It is a high quality facility being proposed. He showed a slide presentation and went through the various architectural features. He stated the garden center is “tucked in” to their site. He showed locations o f signage. He stated the only place where they exceed the .05 that is required for photometrics is at the safety zone and any crossings in the area. That is for safety purposes. They are using LED lighting. He showed some slides and compared outdoor st orage in other businesses throughout Plainfield. He stated they more than exceed the landscaping requirements, more than exceed the setback requirements, etc, and will be looking for some additional signage. They understand that is a separate submittal. He showed some slides depicting location of signage. Chairman Sobkoviak asked if there was anyone in the audience who cared to ask a question or make a comment. There was no response. Commissioner Sanders mentioned that the petitioner had used the wo rds “quality materials” and he wanted to say this is probably going to set a new standard for what any kind of fueling station should look like. He thought that to complement the brick work, the structure and everything, the red around the entire canopy s hould be looked at . He asked if that could be to ned down to an earth tone to be more complementary. He felt it defeats some of the work done here. Chris Kalischefski stated the red is very important to them. The red is the color of Gas City. He didn’t feel the red was that much of an issue. Commissioner Sanders stated it was just an observation , and perhaps the petitioner could move in a different direction towards a less predominant combination of “primary colors” in the canopy on all sides as they b uild these architecturally detailed, highly appealing exteriors for their fueling stations/convenient stores, especially when this building is part and parcel of the adjacent proposed Assist ed Living Facility. This location needs to be architecturally sen sitive to setting the standard for additional development at and adjacent to the Drauden Road/Lockport Street entrance to the heart of Plainfield. Commissioner Kachel felt it was nice that the petitioner has worked with staff . He asked if there would be an air pump that works. Petitioner Kalischefski stated they have a designated special use island containing the air pump and other items. Petitioner McEnry stated that was a big issue for them and they have begun to replace air pump units at their locati ons. Commissioner Renzi made mention that Commissioner O’Rourke at the last meeting talked about R.O.W.’s. He asked if Grande Park South does not go through an d Rt. 126 stays where it is would there be enough R.O.W. Chris Kalischefski stated for the cur rent IDOT plan there is enough R.O.W. This would allow for a right hand turn lane and also a left hand turn lane. Commissioner Renzi also asked if there would be enough R.O.W. for a left hand turn lane on Drauden. Chris Kalischefski stated correct. A d iscussion followed regarding possible scenarios. Commissioner Sanders asked if there would be any kind of funding available from other than the Village of Plainfield to complete that part of the road. He had heard there was money available further west i n Kendall County that could be spread to other areas which are in more need closer in to the city. It is a federal grant under the Transportation Act. Village Pl anner Garrigan stated there are all sorts of federal grants and subsidies , but he did not kno w if they would be available for completing the re -route of Rte. 126 from Ridge Road to 143 rd Street as a federal/state/joint counties project . Petitioner Argoudelis referred to a question that Chairman Sobkoviak had asked earlier in the meeting about i f the petitioner agreed with the 4 stipulations. Petitioner Argoudelis stated the petitioner is asking about judging the garden center as it stands rather than the 3 rd stipulation which talks about adding some natural screening. The petitioner would like to get the opinion of the Commission on this stipulation. They would rather not add screening to the garden center because they believe they think it looks pretty good the way it is. Commissioner Kachel suggested some planters. Petitioner Kalischefski stated they would love to do a display of summer flowers. Village Planner Garrigan stated he has been very supportive of this project, but the s lides shown previously by the petitioner depicted outside storage for other businesses within the Village whic h is not allowed either, it is a Code Enforcement issue and not accurate of what is allowed within the Village. Commissioner Peck asked what specifically Village Planner Garrigan was referring to. Village Planner Garrigan stated the petitioner showed som e slides of pictures of storage outside of Jewel. These are Code Enforcement issues. Staff can confer with the Police Department on that issue, but to make the representation that this is allowed across the board throughout the Village is not accurate. Staff is requesting a very minimal modification, maybe half a dozen of shrubs or vine s to soften the look. Chairman Sobkoviak added that in most jurisdictions you will find there are Code Enforcement issues. Commissioner Kachel asked if possibly a planter would be beneficial, possibly seasonal types of flowers. Village Planner Garrigan stated his concern was prompted by what was discussed at the last Plan Commission meeting . Commissioner Renzi added that Commissioner O’Rourke’s concern was how high the brick was going to be and if the petitioner was just finding a wa y to encircle outdoor storage to get away from the zoning issues. He suggested some type of vertical greenery. Commissioner Fremarek felt th e garden center was fine the way it is based upon where it is located on the site. He didn’t want to open it up to having seasonal flowers and plants, etc. out there. Commissioner Sanders agreed with Commissioner Fremarek. Commissioner Bonuchi liked the overall design of the site and felt the gas station is much needed in this area. Chairman Sobkoviak stated the Commission would leave in Stipulation #3 and let the Village Board decide. Commissioner Peck stated looking at the big picture; we are elimi nating what could have been medium density residential and going to commercial that will bring sales tax to the Village. It will not need schools, which would increase our propert y taxes. It will not be the gateway to the community since the Village will be developing west of the site. He was pleased to see the petitioner exceeds the landscaping expectations. Commissioner Renzi had a question about cross access. He asked since it is drawn on the plan does the Commission have to worry about it. Villa ge Planner Garrigan stated they did not . At 8:55 p.m. Commissioner Bonuchi made a motion that the Plan Commission make a favorable recommendation of the proposed annexation of the subject site as a logical extension of the Village’s municipal boundaries. Commissioner Renzi seconded the motion. Chairman Sobkoviak called for a vote by roll call. Compliance with the requirements of the Village Engineer, 2. Compliance with the requirements of the Plainfield Fire Protection District. Commissioner Kachel seco nded the motion. Aye: Bonuchi, Sanders, Peck, Kachel, Renzi, Chairman Sobkoviak Nay: 0 The motion is carried 6:0 At 8:57 p.m. Commissioner Peck made a motion that the Plan Commission recommend approval of the Site Plan for Gas City subject to the following stipulations: 1. Compliance with the requirements of the Village Engineer, 2. Compliance with the requirements of the Plainfield Fire Protection District, 3. That some high shrubs and vines be added t o the area around the outdoor garden center to provide some additional natural screening and to soften the appearance of the outdoor storage area. 4. That any sign proposal for the Gas City come through the Village’s normal approval process and that approv al of the site plan for Gas City does not reflect approval of the signs as reflected on the plans. Aye: Peck, Kachel, Renzi, Bonuchi, Sanders, Chairman Sobkoviak Nay: 0 The motion is carried 6:0 At 9:00 p.m. Chairman Sobkoviak called for a break At 9:10 p.m. Chairman Sobkoviak reconvened the meeting. CASE: 1432 -101508.SU COIL PLUS INVESTMENT, LLC Request: Special Use for an indoor recreation facility Location: 14407 S . Coil Plus Drive Applicant: Coil Plus Investment, LLC TIME 9:10 p.m. Planner Schwarz summarized the staff report. He stated this is a public hearing and all notices have been posted and published per State Statute and Villag e Ordinance. This case inv olves a proposed volleyball facility. It would be located within an industrial building. It is located in the western portion of Lot 16 in the Lot 2 Crossroads Business Resubdivision . It would be 13,512 sq. ft . The proposed volleyball facility is class ified as a private indoor recreation facility. Potential issues include traffic circulation and parking. The site plan for the property was approved by the Village Board on May 1, 2006. The property contains 57 existing parking spaces. Two of those are designated handicap accessible. There are 4 additional parking spaces along the north side of the property that could potentially be available if they were converted back to parkin g. They were originally intended as parking, but due to the turning movem ents of trucks navigating the site those were converted in the field. The existing, available on -site parking satisfies the minimum requirements of the zoning ordinance; but given the additional information the applicant has provided, staff believes occas ionally a higher parking demand may exist due to the volleyball tournaments, etc. An additional 22 on -street parking spaces can be accommodated along Coil Plus Drive in the vicinity of the subject building. Staff believes the concept of “shared parking” could be applied in this case. There are 3 findings that should be met in order to apply the “shared parking”. The Village Director of Community Development is authorized to make an administrative adjustment allowing ‘”shared parking” arrangements for no n -residential uses. Staff believes that each of the three findings for “shared parking” is favorable to the applicant. The findings are listed in the staff report. The Village’s Traffic Committee considered the proposed use on November 13, 2008 and did not raise any significant concerns about the volleyball facility based upon the available parking on site and on the street. There are a couple of housekeeping issues raised in the staff report that Planner Schwarz summarized: o Need to retroactively subdiv ide the property. Staff does not believe the need to subdivide the property should necessarily delay the Plan Commission or Village Board from acting on the special use for the recreation facility in this case. Staff is not recommending a stipulation to address this. It is an issue that should be addressed by the applicant, working with the owner of Lot 16, as soon as possible. Village of Plainfield Plan Commission Minutes November 18, 2008 Page 8 of 9 o Owner of Lot 16, the eastern portion , is currently obligated to construct an asphalt bike path along the south side of 143 rd Street in front of both buildings. This is an outstanding item that must be addressed by the owner of that eastern lot. The Village’s Building Department is waiting on this issue. The timing of these issues being addressed could also impact the timing of whoever comes forward to retroactively subdivide the property. o Need to provide one additional handicap accessible space . The Illinois Accessibility Code does require 3 total designated handicap spaces for any parking provided for anything within the ra nge of 51 to 75 parking spaces. There are a total of 57 spaces on site, but only 2 are designated handicap accessible. There was a stipulation added to address this. Planner Schwarz summarized the 2 special use findings of fact, and stated that 2 of the 2 findings are favorable to the applicant. Staff recommends approval of the special use subject to 4 stipulations. Chairman Sobkoviak asked Village Engineer Eickholtz if there were any engineering issues. Village Engineer Eickholtz replied there are no engineering issues. Chairman Sobkoviak asked the petitioner to come forward. Christopher Marszalek was sworn in. He stated he was there to answer any questions the Commission might have. Commissioner Bonuchi asked if there would be any impact to Publi c Works as far as parking. Planner Schwarz stated most of the time the existing parking should be sufficient. He stated there are no restrictions as it is a public parking lot and typically their workday ends in the afternoon. He stated there would be o ccasions with tournaments, etc. that the 57 parking spaces on site may not be enough. Chairman Sobkoviak asked how the people will know that it is okay to park on Coil Plus Drive. Planner Schwarz stated there are no restriction signs. Chairman Sobkoviak suggested that on the portion that is approved for parking, that strip e s be painted, or a sign put up stating “4 hour parking”. Planner Schwarz stated he would like to see how facility parking works first. Chairman Sobkoviak agreed to wait and see what happens. There was a discussion among the Commissioner s regarding the merits of strip ing Coil Plus Drive for parking and additional periodic parking needs occasioned during turnover periods of tournament games . It was eventually decided by the Commission that they would take a “wait and see” attitude before stri ping Coil Plus and that it would be the responsibility of the Village to do the strip ing. Planner Schwarz stated that on the interior floor plan provided by the applicant there is an office area , break room, some washroom facilities, drinking fountains, and a small volleyball shop. Retail is not permitted as a primary use in the I -1 Industrial Zoning District; however, there has been a precedent set to allow interior accessory or ancillary use t o the volleyball use. He did not want it to be an issue, but simply wanted to inform the Commissioners it is a use interior to the building. There was no objection from the Commission. Petitioner Marszalek called the Commission’s attention to the site p lan and talked abo ut the room labeled supply room. H e stated he is going through the Health Department right now. That is supposed to be a concession area. Chairman Sobkoviak stated that has nothing to do with the Commission. At 9:40 p.m. Commissioner Kachel made a motion that the Plan Commission adopt staff’s findings of fact as those of the Plan Commission and that they recommend approval of the request for a Special Use for an indoor recreation facility, for a proposed volleyball facility, located a t 14407 Coil Plus Drive, subject to the following stipulations: 1. Subject to the requirements of the Plainfield Fire Protection District, 2. Pursuant to the requirements of the Plainfield Zoning Ordinance, the applicant shall execute an agreement between the two parties – Coil Plus Investment, LLC and Sennco Solutions, Inc. – on the shared parking, and shall file it with the Director of Community Development. The shared parking shall remain in effect only so long as the agreement remains in force. If the agreement is no longer in force, then the property owners must provide parking as otherwise required by the Zoning Ordinance, 3. The applicant shall convert two standard parking spaces located nearest the building entrance into a designated handicap acces sible parking space to comply with the total number of handicap accessible parking spaces as required under the Illinois Accessibility Code. 4. The Special Use for an indoor recreation facility shall only be valid for the proposed 13,512 square -foot, two -c ourt volleyball facility per the floor plans provided by the applicant and that any future expansion of the volleyball facility shall require future review by Village staff and/or the Plan Commission and Village Board. DISCUSSION: Commissioner Kachel had some items for discussion. • The widening of Rt. 59 and house s th at do not have access to Rt. 59 - They are located on Rt. 59, but their driveways are on secondary streets. He suggested rezoning that section BTD. He felt once Rt. 59 is widened those people will have a hard time selling those homes as single family homes. Village Planner Garrigan asked Commission er Kachel if he was looking at the rezoning of the whole strip of houses rather than rezoning each individual home. Commissioner Kachel stated that was correct. Village Planner Garrigan concurred and stat ed there was logic to what Commissioner Kachel was saying. He further stated the Comprehensive Plan is consistent with what Commissioner Kachel was saying. • Re -routing of truck traffic from Rt. 126 to 143 rd Street. He further stated the trucks could go down Drauden Road to 143 rd Street to Rt. 59. He felt in the long run it would help the downtown area. • H aving a Village Trolley bus to get people to the downtown for summer events. Village Planner Garrigan stated that was an interesting idea. Commissione r Kachel felt it might help the downtown area also.
