HomeMy Public PortalAbout05-20-21 councilRegular Meeting of the Mayor and Council of the Borough of Carteret was called to order by Mayor Daniel J. Reiman at approximately 6:00 p.m. on Thursday, May 20, 2021, remotely, via telephone call -in. Upon individual roll call, the following were noted present: Mayor Daniel J. Reiman Councilmember Jorge Diaz " Dennis DiMascio " Ajmar Johal " Randy Krum " Susan Naples Noted absent was Councilmember Vincent Bellino. Also noted present were Carmela Pogorzelski, Municipal Clerk and Robert J. Bergen, Esq., Law Director. The meeting was opened with a moment of silent prayer and the Pledge of Allegiance led by Councilmember Krum. The 2021 Annual Notice was mailed to The Home News Tribune, The Star Ledger and posted on the bulletin board and the doors of the Memorial Municipal Building on January 6, 2021. Notice was published in The Home News Tribune and The Star Ledger on January 11, 2021. All items being voted on tonight were posted on the Borough's website, www.caiteret.net prior to tonight's meeting. Upon MMS &C, by Councilmembers Krum and Naples and unanimous affirmative vote of the five (5) Councilmembers present, the minutes of May 6, 2021 were approved as transcribed and engrossed by the Clerk. MAY 20, 2021 COUNCIL MEETING ROLL CALL NOTED ABSENT SILENT PRAYER PLEDGE OF ALLEGIANCE STATEMENT OF MEETING NOTICE APPROVAL OF MINUTES 1\11t1Y 20, 2021 (continued) 2021 LOCAL MUNICIPAL BUDGET PUBLIC HEARING a) 2021 Local Municipal Budget PUBLIC HEARING Upon MMS &C, by Councilmembers Krum and Diaz and unanimous affirmative vote of the five (5) Councilmembers present, the Public Hearing on the 2021 Local Municipal Budget was open. Mayor Reiman said the budget was introduced at the April 22, 2021 meeting and published on May 7, 2021, the budget resolution will be voted on as part of the Consent Agenda. HEARING CLOSED There being no further comments or objections Mayor Reiman declared the Public Hearing on the 2021 Local Municipal Budget to be closed, upon MMS &C, by Councilmembers Diaz and Krum and unanimous affirmative vote of the five (5) Councilmembers present. ORDINANCE #21 -9 ORDINANCE #21 -9 was introduced and adopted on First Reading FINANCIAL and the Clerk authorized and directed to advertise same for Public AGREEMENTS Hearing, upon MMS &C, by Councilmembers Krum and Naples. CARTERET Upon individual roll call vote, Councilmembers Diaz, DiMascio, LOGISTICS URBAN Johal, Krum and Naples voted in the affirmative. Councilmember RENEWAL, LLC, Bellino was noted absent. II & III ORDINANCE #21 -9 "AUTHORIZING THE EXECUTION AND DELIVERY OF FINANCIAL AGREEMENTS BY AND BETWEEN THE BOROUGH OF CARTERET AND EACH OF CARTERET LOGISTICS URBAN RENEWAL, LLC, CARTERET LOGISTICS II URBAN RENEWAL, LLC AND CARTERET LOGISTICS III URBAN RENEWAL, LLC" Ca 1vIAY 20, 2021 (continued) Mayor Reiman said this is with regard to the Landfill Phase II NIAAYOR REMIAN Redevelopment Project. He said Ordinance #21 -6 is an acquisition ordinance for the DuPont property along the waterfront for the ferry terminal and expansion of Waterfront Park which was introduced on First Reading April 22, 2021, the Public Hearing was held on May 6, 2021 and tonight we will have the Final Adoption. Upon MMS &C, by Councilmembers Diaz and Krum ORDINANCE #21 -6 ORDINANCE #21 -6 "BOND ORDINANCE PROVIDING FOR THE ACQUISITION ACQUISITION OF PROPERTY IN THE CHROME WATERFRONT ORDINANCE REDEVELOPMENT AREA IN AND BY THE BOROUGH OF CARTERET, IN THE COUNTY OF MIDDLESEX, NEW JERSEY, APPROPRIATING $14,000,000 THEREFOR AND AUTHORIZING THE ISSUANCE OF $14,000,000 BONDS OR NOTES OF THE BOROUGH TO FINANCE PART OF THE COST THEREOF" was finally adopted. Upon individual roll call vote, Councilmembers FINAL ADOPTION Diaz, DiMascio, Johal, Ilium and Naples voted in the affirmative. Councilmember Bellino was noted absent. Upon MMS &C, by Councilmembers Krum and Diaz and AGENDA ITEMS unanimous affirmative vote of the five (5) Councilmembers present, & NEW BUSINESS the meeting was opened for public input on all Resolutions /Agenda items and new business. MAY 20, 2021 (continued) Charlie Kratovil asked about the Borough employee charged with a CHARLIE KRATOVIL crime related to her job who he believed was the daughter of Councilmember DiMascio. He asked if Councilmember DiMascio wanted to respond because he didn't respond to an email he was sent regarding this employee. Borough Law Director Robert Bergen advised that it is still a personnel matter and recommended that no one comment at this time. Charlie Kratovil asked if the waived fees were for one taxpayer or for multiple taxpayers. Mayor Reiman said any information with regard to this matter was provided through the county prosecutor's office. Charlie Kratovil asked about a video he saw and if Joseph Reiman was still employed as a police officer with the Borough. Mayor Reiman said yes he was. Charlie Kratovil asked about an incident that happened last summer. Mayor Reiman said any information was provided by the Carteret Police Department to Middlesex County Prosecutor's Office. STEVE WRONKO Steve asked Councilmember DiMascio if he benefited from his *Clerk's note: daughter's activity. Robert Bergen said this is not the Board of Education. PAYMENT OF BILLS Upon MMS &C, by Councilmembers Diaz and Krum all bills appearing on the prepared list, properly audited and signed were ordered to be paid. Upon individual Roll Call Vote, Councilmembers Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Councilmember Bellino was noted absent. MAYOR REIMAN Mayor Reiman said there are two (2) proclamations he would be filing with the Clerk's Office: 1. "Click It or Ticket" which is May 24, 2021 through June 6, 2021, the mayor encouraged everyone to wear their seat belts. 2. "2021 Memorial Day Parade - Robert T. Hemsel, Grand Marshall" the mayor said Bob is a former commander of the American Legion Post 263. He said he looks forward to seeing everyone at the parade.
