A representative from t he Fire District came after the start of the meeting. Absent: Park District, School District , Library District, and Police Department Also Present: Mike Schwarz - Planner II Village of Plainfield , Carol Mil lan – Secretar y Village of Plainfield, and Nea l Eicholtz – Baxter and Woodman MINUTES: The minutes from the March 20, 2007 meeting were accepted as presented. DEVELOPMENT REPORT Mike Schwarz presented the development report. He stated the following it ems were acted on at the April 2 , 2007 Village Board meeting. 1. The Village Attorney was directed to draft the ordinance for the special use for a drive -through for The 1 st Community Bank of Plainfield . The Site Plan Review and Final Plat will be contin ued at the 4/16/07 Village Board meeting. 2. The Site Plan was approved by a vote of 6:0 and an ordinance was approved for a map amendment for the property at 15008 S. Route 59 . The Board voted 6:0 on both requests. 3. The Village Attorney was directed to draft an ordinance for the annexation agreement, annexation, Planned Development, special use, and rezoning of the property at the Van Dyke Center by a vote of 6:0 by the Village Board. 4. The case Grande Park Neighborhoods 4, 5, & 6 was continued to Apri l 16, 2007. Chairman Sobkoviak welcomed a group from Plainfield Central. There were groups from the National Honor Society and a government class. Village of Plainfield Plan Commission Minutes April 3, 2007 Page 2 of 6 NEW BUSINESS CASE: 1307 -032107.SPR GRANDE PARK JR. HIGH SCHOOL Request: Site Plan Review Locat ion: East side of Grande Park Boulevard, w est of Stewart Road (a.k.a. Ridge Rd.), a nd North of Paydon Road (135 th Street) Applicant: Oswego Community School District 308 Represented by Joel Murphy TIME: 7:08 p.m. Mike Schwarz summarized the staff report. He stated the site is located on the east side of Grande Park Boulevard, west of Stewart Road between Briar Lane and Pepper Tree Drive. This review is a courtesy review due to the fact that the School District is under the jurisdiction of the Sta te of Illinois Regional Office of Education and does not require a building permit from the Village of Plainfield. There are 142 parking spaces allocated to the junior high school with an additional 158 spaces allocated to the elementary school , which is being built next to this site. There are three full access points on Grande Park Boulevard. It is the consensus of the Traffic Committee that there is adequate stacking to accommodate student drop -off and pick -up. There is an existing 10 foot wide aspha lt path located along the east side of Grande Park Boulevard to provide access to both the elementary school and junior high school from the surrounding neighborhoods. A 210 foot long pedestrian bridge to be located over the WIKUDUKE Trail is slated to be completed prior to the fall 2007 school year. Staff is recommending screening of all rooftop mechanical units via parapet walls or individual enclosures that are consistent with the design and color of the building. Chairman Sobkoviak asked Neal Eicholz if there are any issues. Neal stated they had just received the engineering plans and do not anticipate any major issues since the site is part of an engineered subdivision. Chairman Sobkoviak swore in Douglas Gallois from the Oswego School District. D ouglas talked about the screening of the mechanical devices on the rooftop. He had talked to their structural engineer and he is quite concerned with what kind of screening would be put up there. They have not reached a conclusion as to what they will tr y to do. They will try to accomplish this within the limits of the structural system. Chairman Sobkoviak stated staff has a lot of experience in this sort of screening and could suggest something that would be acceptable to both groups. Commissioner Re nzi questioned whether there was some sort of screening going up on the elementary school. Mike Schwarz stated there was a stipulation as approved by the Village Board that the School District meets the Village’s standard screening requirements that apply Village -wide on all types of buildings. Mike Schwarz showed some pictures of the elementary school that is presently being built and stated there are some areas that are not screened. He stated there are products that provide lightweight, wind load spec ified screening that is basically anchored to the units themselves or the pad for the unit without penetrating the roof. Douglas Gallois stated at the present the solution for the elementary school has not been resolved, but he stated the idea is they wil l work closely with staff. Commissioner Renzi asked about the landscaping. Chairman Sobkoviak stated often the landscaping becomes completed when parent/teacher groups come together and have fundraisers for the landscaping. Chairman Sobkoviak stated it is important that there is a plan to follow. Commissioner Kachel asked if the Oswego School District is doing anything with canopies on the outside of any of their buildings where they load buses, etc. Douglas Gallois replied no. He stated there is some kind of canopy for waiting for the buses, but nothing that would allow them to go straight from the canopy to the bus for loading. Commissioner Murawski asked about the bus parking lot. He asked if the bus pick -up and drop -off would be circular through the drive or whether it would be in the parking lot. Mike Schwarz stated that was more of an operational question. His understanding is that the buses are separate from the regular student pick -up. Commissioner O’Rourke had concerns about cars picking up kids for the elementary school and the Junior High School. He asked if there were any problems. Douglas Gallois stated the two schools have different start -up and releas e times for the students. He stated operationally speaking there are not a lot of similarities between when the two schools start and stop. Commissioner McKay had concerns about after -school activities and overflow parking by parents on side streets. Sh e asked if there was enough room. Chairman Sobkoviak stated the bus parking lot could be used in those circumstances. Douglas Gallois stated they would try to never schedule activities at both schools at the same time, but it may occur occasionally. Co mmissioner O’Rourke asked about the area along the east side of the building if it was part of the School District’s property or if it was just open space before the pond. Douglas Gallois stated he thought it was part of the School District property. He stated there were no scheduled formal activities in that space. He felt that physical education classes would use that area. There are no plans at this time to use that area for athletic events. Chairman Sobkoviak asked if there was anyone in the audien ce that care d to make a comment or ask a question. There was no response. Mike Schwarz stated if there ever was a parking issue on Grande Park Boulevard because instead of parents going into the lot and picking students up, they would park on Grande Park to wait for their children, the Village would have the ability to place “no parking” signs on one side of the str eet if that became an issue. He also stated that one of the things staff would be reviewing as part of the engineering is looking for potenti al crosswalk connections across Grande Park Boulevard at the access points in order to provide a safe walk to school from the adjacent neighborhoods. This could be handled through the engineering review. Commissioner Kachel asked if there was a parking i ssue could the green space area be converted to parking. Mike Schwarz stated there is going to be a little pitch to the lot so that it drains into a detention area. There was a discussion between staff and the Commission regarding parking. Commissioner McKay wanted to go on record stating she would not be in favor of using the open space for parking. Mike Schwarz stated the layout of the site is dictated by the soils that were found on the site. Village of Plainfield Plan Commission Minutes April 3, 2007 Page 4 of 6 At 7:38 p.m. Commissioner Henry moved that the Plan Commission recommend approval of the Site Plan, Building Elevations, and Photometric Plan for Grande Park Jr. High School subject to the following stipulations: 1. Compliance with the requirements of the Village Engineer, 2. Compliance with the requirement s of the Oswego Fire Protection District, 3. Submittal of a landscape plan for staff review and approval prior to building occupancy, 4. Screening of all rooftop mechanical units via parapet walls or individual enclosures that are consistent with the desig n and color of the buildings. Commisioner Renzi seconded the motion. Chairman Sobkoviak called for a vote by roll call Aye : Henry, McKay, Renzi, O’Rourke, Murawski, Kachel, Chairman Sobkoviak Nay: 0 The motion is carried 7:0 CASE: WILL COUNTY CASE DIAZ ROCK & PET SUPPLIES, INC. Request: Will County Special Use for a dog Daycare , training, and overnight Boarding facility Location: 23907 W. Industrial Drive North Applicant: Rick Diaz, Ron Kesselman, Kevin Diaz TIME: 7:45 p.m. Chairman Sobkovia k stated the Commission’s action would be limited to a letter of objection or a letter of no objection to the Will County Board. The Commission can attach stipulations. Mike Schwarz summarized the staff report. This originally was located within a count y industrial park and over time the Village has annexed portions of the industrial park. Because the site is located within 1 -1/2 miles of the Village boundary, the applicants are required to provide notice to the Village. Will County zoning ordinance al lows animal hospitals as a permitted use in the I -1 County Industrial District. Dogs boarded overnight will be taken out for occasional walks. The applicant is current ly working with Will County Land Use to address an existing code enforcement issue rela tive to the amount of lot coverage they have on site, particularly the paved areas at the back of the site. The applicant has indicated they intend to modify the site, remove some of the pavement rather than seek a variance from Will County. It is a one story with loft structure , industrial building with three tenants in the building. The building sits in the middle of the site with parking lots on either side. There are 40 existing parking spaces, and staff defers to Will County that their parking requ irements are met. There is one access point on Rhea Drive and two on W. Industrial Drive North . Chairman Sobkoviak asked Neal Eicholz if he had anything to add. Neal replied there is no engineering. Village of Plainfield Plan Commission Minutes April 3, 2007 Page 5 of 6 Chairman Sobkoviak swore in Ron Kesselman, the Ge neral Manager and part owner. Ron Kesselman stated they do not plan to do any fences. The dogs will be taken outside for fresh air, walks, etc. There will be professional training with people that have training in this business. There will be no stru ctural changes. Commissioner Renzi asked about the imper v ious issues with the pavement. He asked Mr. Kesselman if they would be taking care of that with Will County. Some of the parking lot would be taken up and replaced with sod. Will County agreed to that. Chairman Sobkoviak asked if it would be possible in the parking lot to add landscaped islands . Mr. Kesselman stated Will County wants them to take care of it by removing some of the parking lot. He stated they have plenty of parking. He stated t he previous owners had put in the parking lot without pulling a permit and when he applied for the special use permit Will County noticed the problem. Commissioner Murawski asked if the current tenants’ businesses would be affected by the dogs barking, etc. Mr. Kesselman stated all of the tenants have been notified of this use. Mr. Kesselman stated the Department of Agriculture states they can have up to 50 dogs. The Department of Agriculture has asked that they not use the grass as a place for the dogs to relieve themselves. They will have a web cam so people can actually watch their animals being taken care of. Michael Schwarz stated the Village of Plainfield’s process does not require notices, but Will County’s process will require that notices be sent. Mr. Kesselman stated they will be going through Will County and Wheatland Township after the Village. They expect to be open in June. Chairman Sobkoviak asked if there were any comments from the audience. There was no response. At 7:55 p.m. C ommissioner Henry made a motion that the Plan Commission send a letter of no objection to Will County regarding the special use for a dog daycare, training, and overnight boarding facility at 23907 W. Industrial Drive North, in unincorporated Wheatland Tow nship, Will County, Illinois , subject to the stipulation that if the special use is approved, appropriate measures shall be taken to address screening if any outdoor dog -run facilities are proposed. Commissioner Kachel seconded the motion. Chairman Sobko viak called for a vote by roll call. Village of Plainfield Plan Commission Minutes April 3, 2007 Page 6 of 6 DISCUSSION: Commissioner McKay addressed the students in the audience letting them know that the commissioners are looking at monitors in front of them and invited the students to come up and look after the meeting. Commissioner Renzi thanked Mike Schwarz for providing the commissioners with Emergency Procedures. Commissioner Kachel mentioned that w hen a 2 story BTD comes through, lighting requirements should be taken into consideration . W hen one home is next to another and the BTD building has lights on in the building, there is a lot of ambient light that flows through the windows. He felt it is something that should be taken a look at. They should consider more than just the parking lot lighting. Commissioner O’Rourke reminded everyone to VOTE. Commissioner McKay stated to the students in the audience that the April 17 th meeting might be a goo d meeting to observe as there will be more public involvement. She indicated there is a lack of larger open green spaces that are not connected to a sports organization where kids can actually go out and pick up a soccer game, basketball game, etc. She s uggested there is a need for larger open green spaces and maybe developers can join in on donating more open green space. There is a competition between sports organizations to get the open space and the team with more money will get the open space. Mike Schwarz stated this was something he could convey to the different Park Districts. A discussion ensued regarding larger parks for sports teams. Mike Schwarz stated there is cooperation between the different agencies. He stated in Grande Park the two sc hools are on one side of the open space area and the large park area is on the other side of the road and staff is going to be working with the Park District to have the developer do a pedestrian bridge. Chairman Sobkoviak announced that Jay Henry tende red his resignation from the Plan Commission. This will be effective April 17, 2007. He will be at the April 17 th meeting.
