the Honorable John Rourke, jr. , Judge of the Superior Court of the
Eastern Judicial Circuit of Georgia, dated March 6th, 1939, turned
over to O.E,Bright and his Board of Councilmen all books, papers,
moneys, and /or documents relating to the said offices of Mayor
and Councilmen of the Town of Savannah Beach, Tybee Island, and,
WHEREAS, there are moneys now on deposit in the several banks
of Savannah .and the only persons authorized to withdraw said moneys
are James E.McMillan and Henry M.Buckley, Treasurer.
NOW THEREFORE BE IT RESOLVED that the Savannah Bank and Trust
Company, the Liberty National Bank and Trust Company and the Citi-
zens Bank and Trust Company be and they are hereby authorized to °
recognize the signature of 0.E.Bright, countersigned by Henry Y.
-Buckley, Treasurer.
BE IT FURTHER RESOLVED that in the absence of 0.E

March 24th, 1939.
A special meeting of Council was held to-day at 4:00 p.m, , in the
offices of Bright and Brennan, and was attended by Mayor Bright
and Councilmen Sharpley, Solomon, Rion, Lovell, Cann, Logan and
F.P.McIntire.
It was moved and seconded and passed that the meeting be changed
to a general meeting.
Councilman Logan moved that the offices of Bri.ght : a nd Brennan
be used as the Council Chamber until further action, at 510
American Building, Councilmen Sharpley seconded end-the motion
passed.
Mayor Bright tendered his resignation as Mayor effective atlionce
and suggested that Councilman Righton accept the office, Councilman
Logan took the chair and called for a motion, Councilman Lovell
moved that the resignation be aceepted, Councilman Solomon seconded
and the motion passed.
Councilman Sharpley nominated Councilman Righton for Mayor and
moved that the nominations be closed, Council ^an Lovell seconded
and the motion passed. Mayor elect Righton thanked Council for
their action afterwhich the oath of office was administered to him
as follows;

ly perform the duties of Mayor of the Town of Savannah Beach , Tybee
Island, to the best of wy skill and ability, without favor or

on the first Friday in April in the council Chamber et Savannah
Beach at 5:00 p.m., Councilman Solomon seconded and the motion passed.
Mr. Frank if.McIntire brought up the matter of his right to the
office of Town Attorney claiming that he was still in the employe
of the T a . The Mayor appointed a committee of Councilman Cann
and L0611 to handle the matter with power to act and it was decided
that Mr. McIntire and Mr. Dutton confer with each other.
Councilman Lovell moved for the adoption of the following resolution
Councilman Logan seconded and the motion passed;
RESOLUTION.
BE IT RESOLVED by Savannah Beach, Tybee Island,in a
meeting o
of the Mayor and Councilmen thereof, that there now-exist!,
ing acasual deficiency in the revenue of Savannah Beach, Tybee
Island., the said Municipality do now borrow from such bank or
banks, to the City of Savannah, as may be determined by the Mayor
of said Munil,eipality, such sum or sums, not :in excess of Three
Thousand t 3p00.00) Dollars, upon such terms and conditions as shall
be agreed upon by the said Mayor and sidd bank, or banks, with the
right in said municipality upon the maturities of all loans so
made to,reduce the sane from time to time, until Bain loans,
together with all interest thereon have been completely paid.
BE IT FURTHER RESOLVED that all sums borrowed under the
authority of this Resolution shall be evidenced by the, note, or
notes of said Municipality, executed in its name by the Mayor of
said Municipality, attested by its Clerk of Clonncil, and that
all renewals of any of said notes shall be executed in like
manner.
BE IT FURTHR RESOLVED thatbfrom the general funds of
.said !runicipality there is hereby appropriated the several sums
of money to pay the several loans as the same shall become due,
in the event saod loans i=re renewed under the authority thereof.
Councilman Cann moved that the following resolution be adopted
Councilman Logan seconded and the r!oti on passed;

BE IT RESOLVED by the Mayor and Councilmen of the Town
of Savannah Beach, Tybee Island, in Council assembled,
WHEREAS? on the 24th day of ,`arch, 1939 Mayor O.E.Brirht

resigned as Mayor of said Town, his successor, H.Y.Righton .was
elected by a majority vote of the Councilmen, of which more than
a quorum was present.
WHEREAS, there are monies on deposit in the several banks
of Savannah and the only persons authorized to withdraw said
monies are O.E.Bright and Henry R''.Buckley, Treasurer.
NOW THEREFORE BE IT RESOLVED that the Savannah Bank and Trust
Company, the Liberty National Bank and Trust Company, and the
Citizens Bank and Trust Company be end they are hereby authorized
to recognize the signatures of H.Y.,Righton, Mayor countersigned
by Henry M.Buckley, Treasurer.
BE TT FURTHER; RESOLVED that in the absence of H.Y.Righton
that-the aforementioned banks be and the same are hereby auth-
oriz d to aceept the name of W.G.Logan, Chairman of Council.

April? 7th, 1939.
The regular meeting of Council was held to- day at 5:00 p.m.,
in the Council Chamber,and was attended by Mayor Righton, who
presided, and Councilmen Sharpley, Cann, Lovell, Logan and
Solomon.
The minutes of the meetings of March 16th and 24th were read
and adopted.
A._letter: was read from Mr. Hudson Edwards, manager of;the
Lucas- Theatre interestyrelative to using the Town Hall ,ud-
itorium for the showing of moving pictures. It was decided
to withhold any action until the building is completed.
Mr. M.W.Lippitt requested, in a letter, that the bad condition
existing on his property and in the vicinity of the old turn-
table on Inlet Avenue, caused by the lack of proper drainage,
by corrected. Mr Lippitt was informed that this condition
would be corrected just as quickly as possible.
Councilman_ Logan moved that Victor Reynolds be appointed
electrical inspector, temporarily, on a fee basis, this was
seconded by Councilman Solomon, and the motion passed.
The Chief of Policeias instructed to collect all whiskey licenses
due for 1939,at once.
The unsanitary condition existing in the negro settlement near
Fort Screven was discussed, the Mayor said that he would inves-
tigate it himself with a view toward suggesting a remedy.
It was the sense of the meeting that E.A.Dutton was still the
Town Attorney and would continue so until the new board took office
