Roll Call Present: Commissioners Renzi , Mc Kay, Murawski, Sobkoviak Absent: Commissioner Kachel, Henry , O’Rourke, Minutes Commissioner Renzi noted that on the minutes from June 20, 2006, he was marked as absent but arrived late. These minutes were already approved, so a motion was needed to amend this as required. Commissione r Renzi made a motion to amend the previously approved minutes to show a late arrival of Commissioner Renzi and approve the remainder of the minutes as previously approved. Seconded by Commissioner McKay. Motion carried unanimously. Development Report No report Old Business CASE: 1250 -052206.SPR SEVENTH MIDDLE SCHOOL & Request: Rezoning (Public Hearing) FUTURE ELEMENTARY SCHOOL Location: West of Essington Road, south of (AND FUTURE EAST HIGH SCHOOL) 119 th Street, and east of Naperville R oad (DISTRICT 202) Applicant: John Harper, Plainfield CCSD 202 Michael Schwarz read the Staff report. He noted that this was a public hearing being held in accordance with all applicable rules and regulations of the Village of Plainfield and the State of Illinois. Chairman Sobkoviak swore in the representative from the school district. Chairman Sobkoviak opened up the floor for public comment. There was no response. P LAN COMMISSION MINUTES July 20, 2006 PAGE 2 Commissioner Renzi asked about the Staff report regarding the lack of ev idence on one of the findings of fact. Chairman Sobkoviak said that its usage was changing, and Commissioner Renzi elaborated on the use that might be required if the zoning did not change. Chairman Sobkoviak said that, generally, if the commission could find three out of four findings of fact that should hold enough weight for a vote. He also noted that a school could only develop under residential, and not agricultural. Commissioner Renzi moved to recommend approval of the map amendment and Rezoning f rom the Village of Plainfield AG (Agricultural District) to the Village of Plainfield R1 (single -family residence district) for approximately 156.778 acres generally located on the west side of Essington Road, south of 119 th Street, and east of Naperville Road as depicted and described on the attached zoning plat. Commissioner McKay seconded the motion. Chairman Sobkoviak called for a vote by roll call. Aye: Renzi , McKay, Murawski , S obkoviak Nay: None The motion is carried 4 :0:0. This would probably go forward to the Village Board on August 7. CASE: 1243 -051406.AA/PP/SU/RZ/SPR GRANDE VIEW PLACE Request: Annexation/Rezoning (Public Hearing) Special Use (Public Hearing) Preliminary PUD and Plat of Subdivision Site Plan Review Location: Southeast Co rner of Collins Road and Gilmore Road Applicant: David Rasmussen, Alexander & Astor LLC Mr. Schwarz read the Staff report. Commissioner Renzi asked about the natural drainage area and Mr. Schwarz said that this was where the current farm land drain ed to the northeast. Commissioner Renzi asked if there was any discussion regarding Best Management Practices in this drainage. Mr. Schwarz deferred to the applicant’s land planner. Chairman Sobkoviak swore in the group of applicants. Emo Furfori of Schoppe Design Associates addressed the C ommission and said that there would be a dry detention basis; as far as other Best Management Practices, this was still in the preliminary planning stages. However, he did plan to include these in wherever possible. Commi ssioner Renzi asked about enhancing the quality of the area around the Aux Sable and drainage area to protect the water flow. P LAN COMMISSION MINUTES July 20, 2006 PAGE 3 Neil Eickholtz said that he had received the first engineering plan and reviewed them, and he had also spoken with the petitioner who was in agreement with the preliminary engineering comments. Chairman Sobkoviak confirmed that there were no problems foreseen with the engineering except for some off -site issues. David Rasmussen addressed the commission and said that, the additiona l percentages for density were just the additions. However, that map had changed, and there were release points for the detention areas. On the northeast, the other smaller tail ended at a release of the detention area as well. The big pond would be a w et bottom detention. He showed the new site plan and went over the changes made. He said that the development maximized the open space. He did a calculation where the building footprints were used, and there was 84% open space. Using a formula that Nap erville has in which 18 feet outside of the building footprint is unusable, the development still had 77% open space. He took 25 feet outside of the building footprint and came up with 67% open space. This site complimented the natural topography, and th ere was 32 feet of elevation change. He went over the various elevation changes. Mr. Rasmussen said that the townhomes and condominiums would fill a growing need for a different type of household. He said that the site was adjacent to commercial along t he WIKADUKE and Collins Road in Oswego. He said that Collins was intended to be a major collector, and he thought that this was important for Oswego’s plans. He said that single -family and townhomes were proposed for the northern boundary of Plainfield , and this would transition into townhomes and condominiums in the denser areas around the commercial. He noted that there would be buffering around these multi -family homes. He went over how the townhomes had been enhanced to provide a more single -famil y residential feel. He showed the three different townhome elevations proposed and went over the materials and specifications. Mr. Rasmussen said that the condominiums would have extensive landscaping and would enhance the pedestrian accessibility. He w ent over the architectural facades and specifications for the condominiums. He showed the co ndominium architecture proposed as well as the façade and features of the clubhouse. He went over the possible architectural styles for the commercial building an d said that this would be reviewed by the Village in a Site Plan Review process. He said that the two acre commercial node to the south would be available for smaller retail shops. The larger commercial site to the north would be viable for townhomes i f the area did not develop commercially as anticipated. He said that Oswego was very interested in Collins Road and planned to widen it. He said that the commercial sites might have two stories. He noted that there was no disagreement with Staff on the numbers, and he spoke briefly regarding the density bonuses. P LAN COMMISSION MINUTES July 20, 2006 PAGE 4 Regarding 360 degree architecture, he had not seen any other townhomes with this in the Plainfield area. Chairman Sobkoviak said that this was the latest update to the ordinance. Mr. Rasmussen went through some of these requirements and said that he met these, except for shutters on the windows. He felt that the density bonus system was important for multi -family homes to prevent the problems the Village was anticipating. He felt that the sys tem might need some fine -tuning; however, he said that it was a system that was needed. There was no argument regarding the Best Management Practices. He reviewed the open space percentages, and then opened for questions. Commissioner Murawski confirmed with Mr. Rasmussen that there were four units per building on the townhomes . He also reviewed the garage layout. Chairman Sobkoviak opened up the meeting for public comment. Chairman Sobkoviak swore in Don Maguire who asked the Board about the 5.61 acr e pond. He said that he was the neighbor on the east side and when it rained, the water was naturally drained into the ground. With the creation of ponds, he felt that a low -flow problem would be created. He asked if it would be feasible to tile this, a nd Mr. Eickholtz said that it was usually required of the developer to put together a survey indicating where the drainage tiles were. He said that it would be logical for a drainage tile to be located in the vicinity, and the engineers asked the develope r to look into this. Mr. Maguire asked if it would be feasible to take this from the pond to Simons Road, and Mr. Eickholtz said that the exiting drainage tile would be utilized if possible. Chairman Sobkoviak asked for further public comment. There was no response. Mr. Rasmussen said that there was no issue with the configuration of the townhomes, and the developer had already figured in Staff’s request. Chairman Sobkoviak asked Staff what open issues remained. Mr. Schwarz said that a lot of progre ss had been made, and the plans were received late last week. There was a cursory review, and he did not believe there to be any major issues. He said that Staff was willing to increase the scores based on information provided; he was just requesting mor e information on the Best Management Practices. There was indication of sedimentary basins and bioswales; he just wanted to see where these would go. He said that the primary issue was the configuration of the clubhouse parcel and the adjacent six townho mes. He liked the clubhouse addition; he just felt the land plan could be improved by locating it next to the park as a more visible feature. He said that this was a matter of comfort if the C ommission felt that Staff could work this out, o r if the C ommi ssion wanted to see the reconfigured plans. Chairman Sobkoviak confirmed with Mr. Schwarz where the clubhouse was requested to be. Mr. Schwarz also noted that parking at the clubhouse was an item where relief was requested. Mr. Rasmussen did not have an y problem moving the clubhouse closer to the street as Staff requested. Chairman Sobkoviak asked if Staff would be satisfied with a stipulation P LAN COMMISSION MINUTES July 20, 2006 PAGE 5 regarding the clubhouse location. Mr. Schwarz noted that the configuration of the townhomes might need to be c hanged based on setback requirements. Commissioner Renzi did not have a problem with either of these, but he would not be averse to putting the pool and the clubhouse in the front with the parking behind. He did not think the development needed to be r edesigned. Chairman Sobkoviak reiterated that the petitioner did not have any problems moving this building. He said that the clubhouse building would be well done architecturally, so Staff wanted it to be seen. Commissioner Murawski understood the idea of having this closer to the park for use, but he was agreeable to staff. Commissioner McKay concurred and said that there could probably be a shift to the north to allow this to be visible. Commissioner McKay also thanked him for his comments on the density bonus plan. She thought that there needed to be more direct comment regarding the need for more delineated points. Mr. Rasmussen further commented on more subjective points. Commissioner Renzi asked what a bollard was, and Mr. Furfori said that this was a concrete post meant to prevent vehicular traffic to get in the way of pedestrian or bike traffic. Regarding the bike paths, Commissioner Renzi asked where these were required, and Mr. Schwarz said that this was designed to link to the west. Mr . Schwarz said some of these connections were narrow and broken; he wanted to see a more internal path that did not require going onto the street. Mr. Rasmussen said that the developer was working on modifying this, and the new proposed path was reviewed. Commissioner Renzi asked if this should be included, but Chairman Sobkoviak said that the petitioner agreed to this. Commissioner Renzi asked about the roofline on Gilmore Road, and Mr. Rasmussen said that this was changed to add a chimney chase and an eyebrow window. Commissioner Renzi asked if the garage windows were resolved, and Mr. Schwarz said that it was agreed upon. Chairman Sobkoviak said that, as a matter of security, it would be better to have the windows above the average person’s height. Mr. Schwarz just noted that the standard conditions should apply with a motion, and he reviewed these. Chairman Sobkoviak confirmed that Staff also wanted elaboration on the Best Management Practices. Commissioner Renzi asked if three years or five yea rs would be viable for a window of development. Mr. Schwarz said that he had spoken with the applicant on this, and it was a matter of opinion on how fast development should happen. He did not see this in the next three years. Mr. Schwarz said that this could be addressed in the Annexation Agreement. Chairman Sobkoviak said that this would be added eventually; however, at some point this would be very desirable to have a piece of commercial property there. Commissioner Renzi said that after hearing abo ut the road funding periods, the Village and developer should know if this was going to happen. A discussion ensued regarding the amount of time that should be put in the Annexation Agreement. P LAN COMMISSION MINUTES July 20, 2006 PAGE 6 Chairman Sobkoviak asked the C ommissioners if there were any problems with annexation. There were no problems. Chairman Sobkoviak asked the C ommissioners if there were any problems with rezoning this as entirely multi -family. Commissioner Murawski did not think this was okay at first, but the structures and facad es looked like a very nice subdivision. Commissioner McKay felt that this fit a need in the Village, and she liked the clubhouse community. Chairman Sobkoviak asked the C ommissioners if there were any problems with Special Use. There were no problems wi th this. Chairman Sobkoviak asked the C ommissioners if there were any problems with the Preliminary Plat of Subdivision. Commissioner Renzi asked about the two units across from the large detention area and if there would be any adjustments to further th e natural flow. Mr. Schwarz said that his recommendation on Best Management Practices was not to relocate the unit but to determine where the BMP’s would be located. Commissioner McKay asked that the resident be contacted regarding the stormwater managem ent issue. Chairman Sobkoviak confirmed that the requirements of the engineer and Fire Protection District needed to be met. Commissioner McKay moved to approve the annexation of the property known as Grande View Place into the Village of Plainfield. Co mmissioner Renzi seconded the motion. Compliance with the requirements of the Village Engineer. 2. Compliance with the requirements of the Oswego Fire P rotection District. 3. The revisions to the preliminary plat and subdivision plat and associated plans accommodate the relocation of the clubhouse to an acceptable placement to Staff. 4. Details of the Best Management Practices to be utilized to be provided to S taff. 5. All such issues will be resolved before proceeding to the Village Board. Commissioner Renzi also thanked the applicant for providing the table in the presentation. The comm ission thanked Staff for summarizing the changes. CASE: 1122 -051404.AA/SU LABANCZ PROPERTY P LAN COMMISSION MINUTES July 20, 2006 PAGE 8 Request: Pre -Annexation/ Special Use (Public Hearing) Preliminary PUD and Plat of Subdivision Location: North and south sides of Route 126, east of County Line Road Extended Applicant: Lakewood Homes – Jim Truesdell Mr. Schwarz read the Staff report. Chairman Sobkoviak swore in the group of petitioners. Bruce Goldsmith, Attorney for Lakewood Homes, addressed the C ommission. He said that there were a num ber of questions to be answered from the previous meeting. He went over why County Line Road was aligned this way, and he also said that the developer agreed about setting back the lots along Route 126. There were some changes to the park sites, and he r eviewed these. Chairman Sobkoviak asked if there were any chances of getting benches in the pocket parks, and Mr. Goldsmith said that some of the land cash obligation would be to put some furniture in these parks. Commissioner Renzi confirmed that he was in agreement with the first four stipulations. He confirmed that the petitioner was okay with widening the sidewalk per Staff’s request. Regarding the fences, the developer agreed to comply with the Village’s requirements. Mr. Schwarz said that the Vil lage code would be sufficient, and if the developer wanted to impose more stringent requirements in the covenants, that would be the developer’s prerogative. There was some discussion regarding this. The C ommission agreed to strike stipulation six. Comm issioner Renzi asked about adjusted lots 105 and 106 for the landscape buffer, and Mr. Goldsmith confirmed the location of these. Commissioner Renzi also asked about adding the conceptual site plan, and Mr. Schwarz said that a detail was submitted. He we nt over some of the specifications and said that this would be submitted for Site Plan Review at a later date. Commissioner Renzi also confirmed that there was agreement on stipulation nine. Commissioner Renzi asked the traffic engineer about the roundab outs, and Mr. Gallt said that the roundabout would be created to match the road – which would make them multi -land roundabouts. Commissioner Renzi asked how to traverse this with a car next to them, and Mr. Gallt said that entering traffic would yield to the traffic in the circle. There was some discussion regarding the pattern of traffic through this area. Mr. Gallt said that putting the roundabouts in early benefited the population learning to use them. He said that this had been successful in Marylan d, Nevada, Florida, and Iowa. There was a growth of installations of roundabouts in Illinois, and he said that this would provide traffic control before a traffic light was warranted. Commissioner Renzi agreed P LAN COMMISSION MINUTES July 20, 2006 PAGE 9 but said that there would be some confusion with two lanes. He was concerned that there was a different way that people drove north of Interstate 80. He said that if that driving mentality was carried into this area, he would not want to drive on this road. Mr. Gallt said that the through movemen t would congregate to the right -turn through lanes. He said that the capacity at traffic lights is stopped, but the roundabouts allow traffic to move continuously. He went through the benefits and common concerns of roundabouts. Commissioner Renzi asked where this road would end, and Mr. Gallt said that the Drauden -Steiner -Heggs and WIKADUKE roads would be close to this. He said that he hoped to bring traffic from County Line Road to the higher capacity roads. Commissioner Renzi said that there had bee n some concern regarding these north -south roads because the developed corridor on Ridge would cause more people to take County Line Road instead. He said that if this would be an accessed road, it made more sense to extend this further north. Mr. Gallt said that one of the concerns was that he did not want to create significant by -pass roads to already -approved developments. A further discussion ensued regarding this and existing road problems. Mr. Gallt said that County Line Road could not be taken pa st 135 th Street since Grande Park was already there. There was a possibility to bring this to 135 th Street, but a Preliminary Plat was already there at this point. Commissioner McKay thanked the traffic engineer for being there and asked about teaching h ow to use the roundabout. Mr. Gallt said that when Renwick and Drauden were open, he encouraged Drivers Education classes to take students through this. Commissioner McKay asked about the roundabouts being so close to the entrance to the subdivision. Wi th a park area nearby, she was worried about the speed and traffic. Mr. Gallt said that it would be 20 mph through the circle, and 35 or 40 mph on the road itself. There was further discussion regarding the park access nearby. Mr. Gallt said that there would be pedestrian movement allowed through the traffic circle. Commissioner McKay said that the lots that abutted to County Line Road would be landscaped with a setback, and she was concerned with kids crossing this street. Mr. Gallt said that signaliz ed intersections actually had higher speed limits, and traffic would be slowed through the circle. He elaborated on the conflict points for pedestrians and said that statistically the accidents at roundabouts are less severe than at other controlled inter sections. Commissioner McKay asked if there could be a pedestrian light, and Mr. Gallt said that this was something that could be looked into. Mr. Gallt said that the FHWA round -about guidel ines would be forwarded to the C ommissioners. Commissioner McKa y confirmed that the area to the west was part of the Waters of the US, and Mr. Gallt said that changing this would require significant work with the Corps of Engineers. Commissioner Renzi asked if there could be a pedestrian or bicycle over -ramp by the park. There was some discussion regarding the slope issue as it would have to be handicap -accessible. P LAN COMMISSION MINUTES July 20, 2006 PAGE 10 Cameron Betton, of the Plainfield Park District, said that the Park District would be looking to put a neighborhood park in the other corner to accommo date the western portion of the development. There wa s some discussion regarding future parks and the detention ponds. Mr. Bettin also thanked Lakewood Homes for removing lots to allow for a larger park area but said that the Park District would not be u sing the “cash in lieu” to purchase benches. It was determined that this would be responsibility of the Homeowners Association. The Plan Commission took a 10 -minute break. Chairman Sobkoviak opened up the floor for public comment. There was no response . Commissioner Murawski asked if the homes that backed up to County Line Road would have fences. Jim Truesdell said that there would be a landscaping buffer, and people would have the ability to put up a fence along this. There was some discussion regar ding a sidewalk along here. Chairman Sobkoviak asked if Staff had any issues that were not addressed. Mr. Schwarz said that he recommended approval with the eight stipulations. Commissioner Murawski moved to approve the request for pre -annexation for th e La B ancz Property PUD. Commissioner Renzi seconded the motion. Chairman Sobkoviak called for a vote by roll call. Commissioner Renzi moved to allow the issuance of a Special Use for a Plan ned Unit Development for the LaB ancz Property PUD. Commissioner McKay seconded the motion. P LAN COMMISSION MINUTES July 20, 2006 PAGE 11 Chairman Sobkoviak asked about the recommended proposal for the Preliminary PUD. Commissioner McKay wanted the Village to consult with the traffic engineer on the pedestrian crossing . Commis sioner McKay move d to approve the Preliminary PUD Plat for the La B ancz Property PUD, subject to the following conditions: 1. Compliance with the requirements of the Village Engineer. 2. Compliance with the requirements of the Plainfield Fire Protection District . 3. Modification of the Preliminary PUD Plat and all related plans to remove Lots 52 and 53 and include this acreage into the public park. 4. Modification of the Preliminary PUD Plat and all related plans to shift the 0.3 -acre pocket park located between Lots 117 and 118 to the south to align with Lakewood Drive in order to create a terminal vista from street. The bike path should remain aligned with the crosswalk on the north side of Lakewood Drive. 5. Modification of the Preliminary PUD Plat and all related p lans to relocate the 5 -foot wide sidewalks located along County Line Road into the 20 -foot wide landscape easements adjacent to the right -of -way. 6. (Plan Commission recommends) Village Board works with the traffic engineer on establishing a safe crossing mid -block to the park on County Line Road. 7. Modification of the Preliminary PUD plat and all related plans to adjust Lots 105 and 106 to maintain a minimum 30 -foot landscape buffer along the north side of Route 126. 8. Modification of the Preliminary PUD plat and all related plans to add the conceptual site plan for the 5.19 -acre commercial lot that is reflected in the Pattern Book. 9. Revisions to the Preliminary Landscape Plan to include additional landscaping and benches in the three private “pocket” parks to be owned and maintained by the homeowner’s association set up by the developer. Chairman Sobkoviak asked the applicant to be in touch with Staff to determine when the case would be at the Village Board. The commissioners thanked the applicant and the Traffic Engineer for coming to the meeting. New Business CASE: 1254 -062306.SU PLAINFIELD SMALL P LAN COMMISSION MINUTES July 20, 2006 PAGE 12 Request: Special Use (Public Hearing) BUSINESS PARK Location: 13717 South Route 30 Applicant: Dayfield Properties – Doug Carroll Jonathan Proulx noted that this was a public hearing being held in accordance with all app licable rules and regulations of the Village of Plainfield and the State of Illinois. Chairman Sobkoviak swore in Doug Carroll, of Dayfield Properties, who had nothing to add to the report. He had the possible tenant in attendance if needed. Commissione r Murawski liked the idea of a restaurant on Route 30 and asked how large of a space it would be. Mr. Carroll said that most of the requests were for 4100 square feet. Commissioner Murawski confirmed where the outdoor seating would be, and Mr. Carroll sa id that this would come in with a special application. Commissioner Renzi confirmed that this was not allowing for a drive -thru. Commissioner Renzi and Chairman Sobkoviak agreed that there was not enough of this type of market in that area. Chairman So bkoviak opened up the floor for public comment. There was no response. Commissioner Renzi moved to recommend approval of the request for an amendment to the Plainfield Small Business Park Planned Unit Development to allow restaurants and personal fitness uses by right and to allow outdoor seating as a permitted special use, subject to the following three (3) stipulations: 1. Submittal and recording of an amended Statement of Intent and Agreement, in compliance with the requirements of the Village Planner. 2. A master parking matrix shall be submitted to the Village Planner with each new tenant or change in tenant at the Plainfield Small Business Park to verify required parking is available. 3. Signage, including banner signage and canopy signage, and outdoor st orage of tables and chairs shall be prohibited as part of any outdoor seating use. Commissioner Murawski seconded the motion. Dystrup Kelly Runkle read the Staff report. Chairman Sobkoviak swore in Ed Jarot who had nothing to add to the Staff report. Chairman Sobkoviak said that this was a housekeeping matter. Commissioner McKay moved to recommend to the Villag e Board that the Village of Plainfield recommend to Will County approval of the requested map amendment for 16561 S. Lily Cache Road. Commissioner Murawski seconded the motion. Chairman Sobkoviak called for a vote by roll call. Aye: McKay, Murawski, Re nzi, Sobkoviak Nay: None The motion is carried 4:0:0. Chairman Sobkoviak asked the applicant to be in touch with Staff regarding when this would be on the Village Board agenda. Mr. Schwarz reminded the Plan Commission of the regular meetings on August 1 and August 15. Chairman Sobkoviak asked the commission to inform the Staff if they could not make it to the meeting. The commission confirmed that August 1 would be the continuation of the public hearing for Grande Park South. Chairman Sobkoviak asked i f the commission felt that there was enough information to make a vote. He elaborated on the testimony made by the petitioner and the formal objectors. He asked if there were issues that needed to be addressed, and Commissioner McKay said that she would like discussion. Commissioner Renzi said that he could send his issues to Staff, and Chairman Sobkoviak said that he would ask Michael Garrigan to update the Staff report with the outstanding issues. Commissioner Murawski said that he had not attended as many meeting, but he had read the minutes and seen the tapes. However, he had some issues to discuss. Chairman Sobkoviak said that the Village’s resources would be here for questions. Commissioners McKay and Renzi asked if the Oswego School District co uld be present or have their position stated at the meeting. Chairman Sobkoviak asked that this type of request be communicated to Staff, so the hearing was not stalled for information. Commissioner Murawski asked if there would be public comment at the next meeting, but Chairman Sobkoviak did not know. He said that the Village had satisfied legal requirements for P LAN COMMISSION MINUTES July 20, 2006 PAGE 14 public comment at this point. Commissioner Renzi suggested giving public three minutes for comment, and Chairman Sobkoviak said that he would consult legal counsel. There was further discussion regarding this.
