HomeMy Public PortalAbout2005-05-17 PC MinutesPLAN COMMISSION MINUTES 5/17/05 PAGE 1 Village of Plainfield Planning Commission Record of Minutes Date: May 17 , 2005 Location: Village Hall Chairman Sobkoviak called the meeting to order at 7:00 p.m. Roll Call Present: Commissioners Gehrke, Schinderle, Sobkoviak, Henry, Libr ary District, Police Department Absent: Commissioner Kachel, Fire District, School District , Park District Minutes The minutes from the March 18 th , 2005 and April 1 7 th , 200 5 meetings were accepted as presented. New Business CASE NO.: 1 149 -102704.PP/FP GRANDE PARK UNIT #12 Request: Preliminary Plat/Final Plat Jonathan Proulx read the S taff report. He noted on e area of disagreement between S taff and the petitioner. Staff is requesting a stub street connection between Unit #12 and futu re Unit #10 and the commercial node at the southwest corner of 127 th Street and the WIKADUKE Trail. Staff requests this connection for improved emergency access, more efficient transportation to reduce traffic, and to foster a sense of community between ne ighborhoods. Chairman Sobkoviak swore in the petitioner and its attorney, land planner and civil engineer. John Philipchuck stated he was representing MPI. He introduced Tim Winter from MPI , John Martin from Jan Line Design a s Vice Present and Tim Doron as the principal engineer. Mr. Doron addressed the Commission. He stated that the traffic connection between Neighborhoods 10 and 11 would become a collector street instead of a local street. Commission Henry stated the Village would like to avoid local tr affic on WIKADUKE . 1 PLAN COMMISSION MINUTES 5/17/05 PAGE 2 Mr. Doran stated the WIKADUKE is a right -in and right -out only and would have minimal traffic. Commission Henry states if there were an emergency in U nit #10 it could be dangerous with a right -in and right -out for the fire trucks t o get through . Mr. Prou l x stated the Fire Department requested the street for emergency access. Chairman Sobkoviak stated the Village has always supported the Fire Departments request. Mr. Martin explained how they would like to keep Unit #10 separate f rom the other units because of the high traffic volume in a multifamily development. Commission Henry asked Mr. Prou l x if the Oswego Fire Department has been notified. Mr. Prou l x state d he has not talked to t he Oswego Fire Department , but that the projec t had been considered by the Village’s Traffic Committee, which includes the Plainfield Fire Protection District . Mr. Proulx stated the staff agrees that Unit #10 needs to have the street connection, not just for emergency access but also for traffic to m inimize local trips on the WIKADUKE and to connect adjacent neighborhoods . Commission Henry asked if there could be a connection between Unit 11 and 10. Mr. Philipchuck advised the S taff that there are significant grade differences between Unit #11 and U nit #10 that preclude a street connection. The grade differences are less significant between Unit #12 and Unit #10. Commission Schinderle asked if the bike path could be widened from 10 feet to 12 feet to allow emergency access along the bike path. Vi llage Engineer Steve Amann stated if you increase the bike path it would attract vehicles to drive on it. Co mmissioner Henry moved to deny the prelimin ary plat and final plat and agrees with S taff that Unit #10 would need a street from 127 th Street and Gr ande Park Boulevard between Units 11 and 12, and Unit #10. Commissioner Gehrke seconded the motion. Chairman Sobkoviak called for a vote by roll call. Aye: Henry, Gehrke, Schinderle, Sobkoviak Nay: None The motion is carried 4:0. 2 PLAN COMMISSION MINUTES 5/17/05 PAGE 3 CASE NO.: 1174 -040105 .SPR/SU GOODYEAR/JUST TIRES Request: Site Plan Review/ Approval of a Special Use Permit for a PUD (Public Hearing) Location: 135 th Street, just east of Route 59 Applicant: Alliance Development Group LLC (Chris Kalischefski, as agent) Jim Donahue read the staff report. Staff and the applicant disagree on the appearance of front and rear elevations. Staff would like the applicant to incorporate additional architectural elements to offset the long roofline. Chairman Sobkoviak swore in Chris Kalisch efski to represent Alliance Development Group LLC. Mr. Kalischefski explained that the applicant is providing a site that will be complimentary to the overall Menards site. The design of the building is such that it will repeat many of the elements in th e Menards. He stated that they do not want to alter the building as staff requested and feel that the site landscape and low FAR of the building will offset any issues with the roofline. Commissioner Henry said he understood what staff was asking for with the building, but felt that doing anything else to the building may not work. Commissioner Gehrke said she thought the code required facades longer than 100’ to incorporate these architectural elements. Planner Donahue explained that it only a pplied to wall and not roofs. Commissioner Schinderle asked how tall the trees will get. Chris Kalischefski stated that said approximately 40’. Commissioner Schinderle said he believes the trees will obscure the roof over time. Commissioner Sch inderle asked how long the roofline was. Staff and the applicant replied 132’ in length. Chairman Sobkoviak asked if there was any public comment. Keith Cunningham, resident, was sworn. Mr. Cunningham felt that staff should not ask for additional a rchitecture because of the extensive landscape offered and that it would put additional financial hardship on the applicant. Sam Hejja, owner of the adjacent Tuffy auto center, was sworn. He felt that the village shouldn’t allow the business next to his as his business may fail. He said he was concerned about business being taken away from his store. Mr. Kalischefski stated the business does tires only, not other auto work, so they should be complimentary to each 3 PLAN COMMISSION MINUTES 5/17/05 PAGE 4 other. Mr. Hejja also said that when h e was looking to build his store, he was told that he couldn’t be that close to Route 59. Planner Donahue explained that there is a policy against locating auto uses directly on Route 59, but that if Mr. Hejja wanted to build on the lot in question when h e was looking, it would not have been a problem. Ed O’Rourke, resident, was sworn. He asked if the village needed the additional right of way along 135 th since the property line changes in the middle of the property. Steve Amman from Baxter & Woo dman replied that it is not required at this time. Commissioner Schinderle moved to recommend approval of the Special Use for a Planned Unit Development, with the inclusion of the stipulation in staff’s report. Commissioner Henry seconded the motion. Chairman Sobkoviak called for a vote by roll call. Aye: Henry, Schinderle, Sobkoviak Nay: Gehrke The motion is carried 3:1:0. Commissioner Schinderle moved to recommend approval of the Site Plan, removing the third stipulation from staff’s report, but still subject to the following two (2) stipulations: 1. Compliance with the requirements of the Village Engineer. 2. Compliance with the requirements of the Plainfield Fire Protection District. Commissioner Henry seconded the motion. Chairman Sobkoviak called for a vote by roll call. Aye: Henry, Schinderle, Sobkoviak Nay: Gehrke The motion is carried 3:1:0. TOPIC: WALL SIGN REGULATIONS UPDATE & DISCUSSION Jim Donahue read the report. As previously directed by the Plan Commission, staff researched wall si gn regulations of other Chicagoland communities to compare them to Plainfield. Sixty one (61) communities were researched. The research indicated that the Plainfield regulations are more lenient than many municipalities with respect to location of signs. Over 50% of the other communities allow wall signs on fewer elevations than Plainfield. The allowable square footage was different in all communities, although 18% of these had the same requirements as Plainfield. After some brief discussion, it wa s the consensus of all the commission to leave the sign ordinance as it is and look at any variances on a case by case basis. 4 PLAN COMMISSION MINUTES 5/17/05 PAGE 5 Meeting adjourned 9:30 p.m. Respectfully submitted, Carol A.
