Roll Call Present: Commissioners Kachel, Gehrke, Schinderle , Henry, Sobkoviak , Absent: Library District, Park District , School District, Fire District M inutes The minutes from the June 21 , 2005 meeting were accepted as presented . Development Report There was no development report New Business CASE NO.: 1175 -040505.SPR PLAINFIELD RETAI L CENTER UNIT #1 Request: Site Plan Review Location: 119 th Street and Route 59 Applicant: Ryan Co., US, Inc. April Maybee Started: 7:02 pm Jim Donahue presented the Staff report. Chairman Sobkoviak clarified that the specifications at the bottom of page 3 were correct. Chairman Sobkoviak swore in William Bohne, the civil engineer for Ryan Company, who had nothing to add. Chairman Sobkoviak asked if the applicant had any resistance to the two issues of sidewalk or lighting. Mr. Bohne said that they will revise this for the sidewalk and the electrical engineer was already revising the plan for lighting. Commissioner Henry asked about the mechanicals on the roof, and Mr. Bohne confirmed that these would be shielded. Chairman Sobkoviak opened up the floor for public comment. There was no response. PLAN COMMISSION MINUTES JULY 5, 2005 PAGE 2 Although the engineer was not present, Chairman Sobkoviak noted that a stipulation exists to meet any Village Engineer requirements. However, the commission was sure that the engineer had looked at this and the re are no large problems. Mr. Bohne said that they had received a review letter with some minor comments. Mr. Donahue noted one issue with the storm water detention in the parking lot. The Village Engineer arrived at 7:10 and confirmed that there were no major issues. At 7 :1 1 pm, Commissioner Schinderle moved to recommend approval of the site plan review for Lot 1 of Plainfield Retail Center Subdivision, subject to the following four (4) stipulations : 1. Compliance with the requirements of the Village Eng ineer. 2. Compliance with the requirements of the Plainfield Fire Protection District. 3. Submission of a revised site plan showing the addition of a sidewalk connection between the existing sidewalk along Olympic Drive and the proposed sidewalk along the rear o f the retail building for staff review and approval prior to consideration by the Village Board. 4. Submission of a photometric and lighting plan with cut sheets for staff review and approval prior to consideration by the Village Board. Commissioner Kachel s econded the motion. CASE NO.: 11 82 -0 52505 .S U/FP OSWEGO FIRE DISTRICT STATION #4 Request: Final Plat/Special Use (Public Hearing) (Continued until 7/19/05) Location: Northeast corner of 127 th Street and Gilmore Road (Simon and Gilmore Road) Applicant: Shawn Flaherty Started: 7 :13 pm Michael Garrigan said this case was requested for continuance at the applicant’s req uest. At 7 :14 pm, Commissioner Henry moved to continue case 1182 -052505.SU/FP until July 19. Commissioner Schinderle seconded the motion. Chairman Sobkoviak called for a vote by roll call. CASE NO.: 1181 -052405.SU GUNTHER’S BAR & GRILL Request: Special Use (Public Hearing) Location: 24001 W. Lockport Street Applicant: Lauren McCabe Started: 7:14pm Jonathan Proulx announced that this is a public hearing being held in accordance with all applicable rules and regulations of the Village of Plainfield and the State of Illinois. He presented the Staff report. Chairman Sobkoviak swore in Lauren McCabe who had nothing to add. Commissioner Schinderle asked who would be the owners and operators, and Ms. McCabe stated it would be her parents and her. Commissioner Kachel asked if there would by music, but Ms. McCabe said that no music was planned. When he asked about noise provisions, Mr. Proulx said that this will need t o follow the noise ordinance. A brief discussion ensued regarding the noise ordinance. Commissioner Kachel asked if there would be umbrellas on the tables, and Ms. McCabe confirmed there would be. Chairman Sobkoviak opened up the floor for public commen t. Chairman Sobkoviak swore in Bill Habiger who owned the apartments behind the proposed site. He was not opposed to the project but was concerned about the noise in the late hours. He would like to see the outdoor usage reduced to 9pm on weeknights and 11pm on weekends. Other than that, he was in favor of the project. Chairman Sobkoviak did not think that they could limit the hours on this, but Commissioner Kachel wanted it noted that the thought the northern tables should at least close sooner. Comm issioner Henry asked about the noise ordinance, and Mr. Proulx noted that it was required to be under 62 decibels between 7am and 7pm; and under 55 decibels between 7pm and 7am. A short discussion ensued regarding the train. Chairman Sobkoviak swore in D eryl Keene, who attended on behalf of the Plainfield Historical Society. His concern was for the safety and well -being of the depot building. He was worried about trespassing and illegal parking at the depot site. Chairman Sobkoviak suggested notifying the police. Commissioner Kachel asked if the could make it a stipulation that if there are problems, the request is denied. Mr. Garrigan 3 PLAN COMMISSION MINUTES JULY 5, 2005 PAGE 4 said this was normally handled through code enforcement; because the special use was either approved or not. Chairma n Sobkoviak said this could also be enforced through the liquor license. Chairman Sobkoviak asked for any further public comment, but there was none. Commissioner Kachel asked if there would be flowers or plants on the patio, and Ms. McCabe said she woul d like there to be. Chairman Sobkoviak asked if the fire department had seen this, and Mr. Proulx confirmed that they would review this. Chairman Sobkoviak was worried about any hindrance of evacuation. In general, the commission liked this, but Commiss ioner Kachel wanted the noise concerns to be brought forward. Mr. Proulx said that outdoor music is permitted in the zoning district but is subject to the noise ordinance. Chairman Sobkoviak reiterated that this could be controlled through the nuisance l aws and the liquor license. They asked Ms. McCabe to note their concern regarding the hours. At 7:37pm, Commissioner Kachel moved to recommend approval of the requested Special Use, based on the findings of fact, to permit outdoor seating for Gunther’s B ar & Grill, located in the Town Square development at 24001 W. Lockport Street, subject to the following one (1) stipulation: 1. Compliance with the requirements of the Plainfield Fire Protection District. Commissioner Henry seconded the motion. Chairma n Sobkoviak called for a vote by roll call. Aye: Kachel, Gehrke, Schinderle, Henry, Sobkoviak Nay: None The motion is carried 5:0:0. This restaurant would be looking to open at the end of August. CASE NO.: 1184 -060705.TA TEXT AMENDMENT TO SECTION 7 -210 (D) Request: Text Amendment OF THE VILLAGE OF PLAINFIELD’S Location: Village Wide SUBDIVISION Applicant: Village of Plainfield Started: 7:39pm Mr. Garrigan announced that this is a public hearing being held in accordance with all applicable rules and reg ulations of the Village of Plainfield and the State of Illinois. He presented the Staff report. 4 PLAN COMMISSION MINUTES JULY 5, 2005 PAGE 5 Chairman Sobkoviak said that there was a nearby neighborhood with two side -loaded garages side by side, and he did not like this look. Commissioner Schinderl e said this would prevent that by requiring a minimum of five feet between them. Mr. Garrigan said this would break up that same look. Commissioner Kachel asked if they could add that mirror -imaged houses are not allowed. A discussion ensued regarding t he monotony ordinance. Commissioner Henry aside if the engineer was okay with five feet for drainage. Mr. Garrigan said that they believe this would be sufficient, but they will confirm. Commissioner Kachel liked the grass separation. At 7:46pm, Commis sioner Henry moved to recommend approval of the text amendment to Section 7 -210 (d) of the Village’s Subdivision Code as outlined by staff. Commissioner Gehrke seconded the motion. Chairman Sobkoviak called for a vote by roll call. Aye: Kachel, Gehrke, Schinderle, Henry, Sobkoviak Nay: None The motion is carried 5:0:0. This would go forward at the next scheduled meeting. Commissioner Schinderle asked if there was anything the Village had to prevent the parking of semi -trailers in a driveway for extende d periods of time. Mr. Garrigan confirmed the address and said that they would look into this. However, the Village does not have anything that governs this. Commissioner Henry said that a lot of subdivision covenants cover this. Commissioner Kachel as ked when the Renwick Bridge was supposed to open. Mr. Garrigan was not sure, and Chairman Sobkoviak said that according to the paper, Sam Reicher was having an engineer look at this. Commissioner Kachel suggested getting a stop/go sign due to constructio n occurring to the south and west of town. Mr. Garrigan said he could confer with the Police Chief. Chairman Sobkoviak asked if there was any additional Plan Commission business .
