Roll Call Present: Commissioners Kachel, Henry, Gehrke, Manning, Schinderle, Racich, Sobkovia k Absent: Park District, School District, Fire District, Library District Minutes The minutes from the May 18, 2004 meeting were accepted as submitted. Chairman Sobkoviak announced that the Chatham Square and Plainfield Stormwater & Detention Ordinance cases will be called but will have an immediate motion to continue. These cases will be continued to the next scheduled meeting in June. Development Report There was no development report Annual Report For June 17, 2003 through June 1, 2004 – approximat ely 60 cases were handled. There was an average of approximately 5 cases per month. Chairman Sobkoviak commended the commissioners, as there were very few absences especially on the large cases. He appreciated their commitment. At 7:01pm, Commissioner Henry moved to approve the Annual Report for publication. Commissioner Schinderle seconded the motion. PLAN COMMISSION MINUTES JUNE 1, 2004 Page 2 Old Business CASE NO.: 1102 -021804.AA/SU/PP CHATHAM SQUARE Request: Annexation Agreement/Special Use (To be continued) (Public Notice) And Preliminary Plat Location: 127 th Street, West of Heggs and north of Grande Park Applicant: Pulte Hom es Started: 7:02pm Mr. Garrigan said that they are working with the developer on revisions and expect the changes to be available at the next meeting. At 7:02pm, Commissioner Kachel moved to continue this case to the next meeting. Commissioner Schinderl e seconded the motion. Chairman Sobkoviak called for a vote by roll call. Old Business CASE NO.: 1115 -AA/RZ/SU/SPR/PP EDWARDS HOSPITAL Request: Spe cial Use/Site Plan Review (Public Notice) Location: 127 th Street, west of Van Dyke and east of 248 th Street Applicant: Edward Health Venture Started: 7:03pm Mr. Garrigan announced that this is a public hearing being held in accordance with all applicabl e rules and regulations of the Village of Plainfield and the State of Illinois. He presented the staff report. Commissioner Schinderle asked if the approved certificate of need is in the hands of the applicant. Mr. Garrigan said that they would need to ask the applicant on this. Commissioner Schinderle asked if the first two floors of the building would be the base, and the remainder of the building would be built on top of it. Chairman Sobkoviak swore in the group of petitioners and asked the commis sioners to hold their questions until the end of the presentation. PLAN COMMISSION MINUTES JUNE 1, 2004 Page 3 Henry Stillwell, the attorney for Edward Health, complimented the Staff on their work and wanted to build on the “flesh” of the plan. Regarding some housekeeping issues, he said that the exhibits entered are the PowerPoint presentation, the copy of the ALTL survey, the traffic impact analysis, the exterior material board, and the land use/zoning aerial photograph. Mr. Stillwell introduced his colleagues who would be presenting different a spects of the plan. There were two plans – the conceptual plan for the entire site, and the preliminary plan for Phase 1. Bill Kottman addressed the commission and said that they came forward with this plan a year ago. He gave an overview of the site th at they now own and showed the Projected Service Area. He then went on to show Edward’s commitment to Plainfield and why Plainfield needs this hospital. He gave the objectives for Edward Plainfield, and then showed the Service Development Plan. He said that while they were initially given intent to deny, the certificate of need is scheduled to go forward on June 15. Commissioner Schinderle asked if they felt they were taking a risk in coming to the Plan Commission without a certificate of need. Mr. Sti llwell said that they did not since they are committed to doing this. Commissioner Henry asked if approval at the Plan Commission level would help with this. Mr. Stillwell said it would. Ron Cobalt, the architect, addressed the commission. He showed th e Phase 1 Building and Concept Site Plan and explained the reasons for this site. He said that the image the building creates makes a big difference. He gave specific statistics on the different square footages and measurements. Commissioner Schinderle asked how many floors they have in their Naperville facility. Mr. Cobalt said that they are proposing 8 floors for a total of 118 feet. Mr. Cobalt went on to give the statistics of the Preliminary Phase 1 Site Plan. The Phase 1 Building would never go v ertical and would always be 2 floors. Chairman Sobkoviak asked if this really constitutes Phase 1 and asked what land is associated with Lot 1. Mr. Cobalt said yes, and that it is 47 acres. Commissioner Schinderle asked what the estimated distance from the parking stalls to the front entrance was. This was shown on a map. Randy Bascor, the design engineer, addressed the commission. He went over the Phase 1 Building features. He showed the first floor, second floor, and lower level plans for the Phase 1 Building. He also showed the material board for the Phase 1 Building. Jeff Raile of the Hitchcock Design Group then addressed the commission. He showed the concept plan – especially the landscaping, land engineering, photo metrics and PLAN COMMISSION MINUTES JUNE 1, 2004 Page 4 signage. He ad dressed some of the issues that were presented in the staff report. He also gave details on the Preliminary Phase 1 site plan and noted the land use. He showed how the landscape character was envisioned. In response to an inquiry, he also showed the rig ht of way areas. Melissa Gillund, the engineer, addressed the commission. She gave the details on the Preliminary Phase 1 engineering and talked about drainage, storm sewer, and sanitary sewer issues. Jim Woods addressed the commission. He gave the tra ffic impact analysis including: - goals of the study - base roadway network conditions (both existing and future) - the study methodology (estimation, distribution, comparison) He also gave the roadway improvement recommendations. For phase 1, he recommended l ittle configurations but some extra turn lanes. For phase 2, he recommended a few more turn lanes, widening the road, and a traffic signal at Van Dyke and 127 th Street. For the concept of the entire plan, he recommended a light at 248 th Street and the ma in entrance as well as widening 127 th Street out to 248 th Street. He also recommended more turn lanes. These recommendations were based on traffic needs only. Joe Abel, the planning, zoning and economic development consultant, addressed the commission. He was asked to look at the standards in the ordinance and agreed with everything the staff had in their report. He went over the 5 basic standards for rezoning and the 3 basic standards for special use. Mr. Abel said that some things may need to be add ressed for the PUD, but nearly everything in the presentation has been carefully thought out and taken care of. Commissioner Schinderle asked if there was a representative from Edward Hospital present. The project manager from the hospital was present as a representative. Commissioner Schinderle said that he was disturbed by the absence of the CEO. Mr. Stillwell explained that he did not request the CEO to attend. A discussion ensued regarding the CEO absence and the certificate of need not being issue d yet. Mr. Stillwell reiterated their commitment to the project. Mr. Stillwell concluded the presentation. Chairman Sobkoviak opened up the meeting for commission comment. Commissioner Henry suggested that they take public comment first. Chairman Sobk oviak opened up the floor for public comment. PLAN COMMISSION MINUTES JUNE 1, 2004 Page 5 Chairman Sobkoviak swore in Paul Ankenbauar who had a couple of questions on the location. He said that he lives in Heritage Meadows and was worried about the traffic situation with Wal -Mart, the new high sch ool, the junior high school, and now the hospital all in one area. He understood the need for a hospital but was not in agreement with the location. He was also worried about OB/GYN doctors being available because of the high amount of malpractices in Wi ll County. Mr. Kottman said that they do know doctors who are planning on coming down as they have received letter of intent from several. Regarding the location, he said that they agree with his comments, but they want to provide primary and specialty d octors who will not be too far out. He also said that this parcel of land was what was available to them. Mr. Ankenbauar understood but asked the commissioners to look at everything going up in the area before make the decision. Chairman Sobkoviak swore in Robin Fashimpaur who lives on Crow Foot Court. She believed that Plainfield needs this, but with Van Dyke being heavily traversed and the elementary, middle, and high schools being in the area, adding construction will only compound the problems. She mentioned the accidents at 119 th and 127 th streets and asked if it was possible to create pedestrian bridges or crossovers. Ms. Fashimpaur also asked about the median on Van Dyke and whether it would extend and be landscaped. Mr. Garrigan said yes, the boulevard profile with the median will be constructed as the road widens and landscaping will continue. A discussion ensued regarding how far the median will extend. Ms. Fashimpaur asked if any additional spruces would be added to the east on the side of the homes. Mr. Garrigan said that the applicant is not required to put anything up off site. Chairman Sobkoviak swore in Diana Olaszek who lives in Heritage Meadows. She said that people cannot get out of the subdivision in the morning as it is now, an d thought they should consider putting up a light at Heritage Grove. Chairman Sobkoviak asked if there was any additional public comment. Upon hearing none, a 10 -minute recess was called at 8:56pm. The meeting re -adjourned at 9:06pm Commissioner Kachel asked about the intersection and if there could be a temporary stoplight at Van Dyke and 127 th Street. The Village Engineer said that the applicant identified this as an addition with Phase 2, so the phasing needs to be addressed. Commissioner Kachel as ked about the Route 30 and EJ&E area. The Village Engineer said that they are updating the plans. They need to acquire the property if they want to realign it correctly. They are working through alternatives and have a preliminary approval from the ICC for a light at Route 30 and 127 th Street. This should be installed in 2005 at the latest. PLAN COMMISSION MINUTES JUNE 1, 2004 Page 6 Commissioner Henry said that the traffic engineer indicated that traffic in the area has exceeded estimates, which is why they need a light at 135 th Street and Van Dyke. Robert Andres addressed the commission and said that Mr. Woods did the traffic study under his direction. He said that they based their recommendation on Phase 1 and did not think that phase 1 would meet the warrants for a light. He thought that t his should be done with the widening of Van Dyke Road. Chairman Sobkoviak said that this has to do with warrants and is a continual argument since one perception may be different than what the actual statistics show. Mr. Andres said that they are looking as far as the hospital is affecting this. Commissioner Schinderle asked if they took into consideration the nearby Wal -Mart and high school. He said they did not. Commissioner Racich said that a company did a traffic study in 2000 and was way off on th eir projected numbers. He said that this new study may be viewed with a “jaundiced eye” because this is a sensitive issue for Plainfield. Mr. Andres said that they are bound to use regional projections. Chairman Sobkoviak asked what the commission was saying. Commissioner Henry felt the issue needed to be addressed and asked how 127 th Street is defined. The Village Engineer said that he is not sure; the policy is to look at right of way requirements. A discussion ensued regarding plans for improvemen ts. The Village Engineer said that 127 th Street is defined as a minor arterial, which means they need 100 -foot right -of -way. Mr. Garrigan said that the applicant is proposing to meet this. Chairman Sobkoviak asked if they should include temporary signal s. Commissioner Henry said that a signal would need to be proposed to get his approval. The commission gave a collective nod. Commissioner Henry asked if this would align with Bronk for different uses. The Village Engineer said that while this is a val id point, from a traffic standpoint, they want less conflict. Commissioner Schinderle asked where the emergency ambulance entrance would be. Mr. Kottman said that this would be off of Van Dyke. Commissioner Kachel asked if the parking decks would be con nected to the hospital. The applicant said they would. Chairman Sobkoviak said that in the report on page 7, the staff mentioned the facing used on the West, East, and North Ends. When staff confirmed this, Chairman Sobkoviak said that he wants this ver biage added to the statement of intent. PLAN COMMISSION MINUTES JUNE 1, 2004 Page 7 Commissioner Kachel asked about the trash enclosure and if they can require a permanent structure after a predetermined amount of time. Mr. Garrigan said that they can incorporate this, but they are planning to exp and it. Chairman Sobkoviak said that if they do find something, it should be added to the SIA. Commissioner Henry asked if there were any engineering concerns. The Village Engineer said no – the applicant did a good job with the drainage pond and bio -swale, and they will be surrounded with utilities. Traffic will be the biggest obstacle. Commissioner Kachel asked about the ground below the area. The Village Engineer said that this is primarily clay. Commissioner Kachel said that the areas around Plainfield South do not carry water well. The Village Engineer addressed the drainage concerns. A discussion ensued regarding the engineering. Commissioner Henry said that he likes the plan. He is just worried about the traffic. Chairman Sobkoviak a sked the petitioner if they were agreed on the stipulations regarding handicapped parking, ornamental trees, and the revised photometric plan. The petitioner was agreed. Commissioner Racich said that not everything about this is negative. He thinks th ere are a lot of people who are excited about the plan. However, he does not think that they should jump in at all costs. The transportation in Plainfield is chaotic, and he wants everything transportation -wise to be in place by Phase 1. Chairman Sobkov iak asked if there was support for that. Commissioner Kachel said that yes – they had to rip out temporary structures when they widened Route 59. Commissioner Manning said that he wanted to hear the traffic engineer’s thoughts. Mr. Garrigan said that he can relay this to him. Commissioner Schinderle said that Edward is operating 327 beds and 3500 employees now. He asked if they could attract the job needed for this. Mr. Kottman said that they believe they can as they are attracting people from Napervi lle. They have current employees who were willing to work in Plainfield. Commissioner Manning asked to review specific activities in Phase 1. Mr. Kottman said that there is an outpatient center with radiology, urgent care, sleep study, food service, com munity space/education, and minor non -surgical procedures. PLAN COMMISSION MINUTES JUNE 1, 2004 Page 8 Commissioner Manning asked if there was a site plan stipulation on a sidewalk. Mr. Garrigan said that they want to modify this for multi -purpose but want to work it out due to the existing bike p ath. A discussion ensued regarding the sidewalk length. Commissioner Schinderle asked where the sidewalk would go. Mr. Garrigan said that it would eventually go to Route 30. Commissioner Kachel asked if the could put money in an escrow account for this . Mr. Garrigan said that there are a number of ways that they could handle it. The Village Engineer said that typically they get sidewalks to the property it abuts once that property is developed. The alternative is to add this with the 127 th Street imp rovements. Chairman Sobkoviak went over the different proposed motions and stressed the necessity to agree with staff on the challenges. Chairman Sobkoviak asked if the site plan should include the transportation information. Commissioner Racich said th at there have been different requests. Chairman Sobkoviak asked if there was support for complete improvements. A discussion ensued regarding traffic warrants. The Village Engineer said that if they do not meet warrants, they may hurt themselves. Commi ssioner Kachel pointed out that this is just a recommendation to the Board. A discussion ensued regarding the proper time and authority to put up lights. Mr. Andres said that warrants are established by state law. There is a potential liability if the a ccident occurs due to this. Commissioner Racich pointed out the new things on the area map and the additional new things coming in. Chairman Sobkoviak asked for a stipulation. Commissioner Henry said that the intersection needs to be improved with turn lanes and a traffic light. Commissioner Racich agreed, and the stipulation was added. Chairman Sobkoviak asked about 119 th Street. Commissioner Henry asked if that was currently under construction. The Village Engineer said it was but no lights are pla nned at this time. Chairman Sobkoviak asked if there should be any other stipulations. There were none. Chairman Sobkoviak said that one commissioner had requested that interior roads be constructed and asked if there was support for that. Commissioner Kachel said that it might make maintenance more difficult. Commissioner Henry asked about the Police Department’s presence. Mr. Garrigan said that Chief Bennett has reviewed the plan already. PLAN COMMISSION MINUTES JUNE 1, 2004 Page 9 At 9:56pm, Commissioner Henry moved to recommend to the Vill age Board that the proposed annexation of the subject site would be a logical extension of the Village’s municipal boundaries. Commissioner Kachel seconded the motion. Chairman Sobkoviak called for a vote by roll call. Aye: Henry, Kachel, Gehrke, Mannin g, Schinderle, Racich, Sobkoviak Nay: None The motion is carried 7:0. At 9:57pm, Commissioner Henry moved to recommend to the Village Board approval of the rezoning to OCI zoning for the subject site. Commissioner Kachel seconded the motion. At 9:58pm, Commissioner Henry moved to recommend approval to the Village Board of the Special Use for PUD subj ect to the following stipulations: 1. Compliance with the requirements of the Village Engineer. 2. Compliance with the requirements of the Plainfield Fire Protection District. Commissioner Kachel seconded the motion. At 9:59pm, Commissioner Henry moved to recommend approval to the Village Board of the Site Plan for Phase 1 of Edward Plainfield Hospital subj ect to the following stipulations: 1. Compliance with the requirements of the Village Engineer. 2. Compliance with the requirements of the Plainfield Fire Protection District. 3. Submittal of revised landscape and photometric plans as per staff’s recommendations. 4. C onstruction of a five (5) foot sidewalk along 127 th Street as part of phasing and a ten (10) foot multipurpose trail along New Van Dyke Road. PLAN COMMISSION MINUTES JUNE 1, 2004 Page 10 5. The intersection at 127 th and Van Dyke be improved and lights installed. Commissioner Kachel seconded the motion. Chairman Sobkoviak called for a vote by roll call. At 10:00pm, Commissioner Henry moved to recommend approval to the Village Board of the Preliminar y Plat subject to the following stipulations: 1. Compliance with the requirements of the Village Engineer. 2. Compliance with the requirements of the Plainfield Fire Protection District. Commissioner Kachel seconded the motion. Chairman Sobkoviak called for a vote by roll call. Aye: Henry, Kachel, Gehrke, Manning, Schinderle, Racich, Sobkoviak Nay: None The motion is carried 7:0. This will go forward to the Village Board at a later date. Mr. Stillwell extended his thanks for their consideration. Mr. Kottman said that he understood their position and is excited about the project. Commissioner Henry said that he has been actively involved in getting approval by the state and suggested to the applicant to let them know if they can be of any further assistance. CASE NO.: 1118 -050304.TA PLAINFIELD STORMWATER & DETENTION ORDINANCE DRAINAGE Request: Text Amendment (Public Hearing) (To be continued until June 15, 2004) Location: Village Wide Applicant: Village of Plainfield Started: 10:02pm Commissioner Henr y asked when this could be continued. The Village Engineer said that based on the amount required, he is not sure. Commissioner Kachel said that recent articles with the flooding have made him realize that towns can take it upon themselves not to build o n flood plains. PLAN COMMISSION MINUTES JUNE 1, 2004 Page 11 The Village Engineer said that the federal government has regulated this. However, to prohibit it completely may be considered unjust, so they try to compromise. At 10:05pm, Commissioner Henry moved to continue discussion of the Plainfie ld Stormwater & Detention Ordinance Drainage to June 15, 2004. Commissioner Gehrke seconded the motion. Chairman Sobkoviak called for a vote by roll call. Aye: Henry, Kachel, Gehrke, Manning, Schinderle, Racich, Sobkoviak Nay: None The motion is carried 7:0. Commissioner Racich said that they get their Board packets on Friday and asked when they can request for a specific person to attend the meeting. Mr. Garrigan said that they could request this anytime. Mr. Garrigan asked when they should ask the t raffic engineer to attend. A discussion ensued regarding when is appropriate to have him attend. The Village Engineer suggested having the traffic engineer submit a written report if the cannot attend. Commissioner Henry said that the Village Board has not approved several developments because of missing annexation documents. He asked if it would be beneficial for the Plan Commission to receive the annexation agreement. Mr. Garrigan said it would not be a problem. Chairman Sobkoviak said that in most cases, it does not affect anything. Commissioner Schinderle pointed out that they made a recommendation that everything be completed before proceeding further.
