HomeMy Public PortalAbout2004-11-02 PC MinutesPLANNING COMMISSION MINUTES NOVEMBER 2, 2004 PAGE 1 Village of Plainfield Planning Commission Record of Minutes Date: November 2, 2004 Location: Village Hall Chairman Sobkoviak cal led the meeting to order at 7:00 p.m. Roll Call Present: Commissioners Henry , Kachel, Manning, Schinderle, Racich , Sobkov iak and Sharon Kinley (Library District) Absent: Commissioner Gehrke , School District, Park District , Fire District Minutes The minutes from the October 19, 2004 meeting were accepted as presented Planner Stephanie Sheetz read the Development Report. Items presented at the November 1, 2004 Village Board meeting were: 1. The Edwards Hospital Medical Center and all of the motions requested , which included Annexation of the property, the Annexation Agreement, Rezoning, and Special Use were approved unanim ously by the Village Board. 2. The Rousonelos Processing Plant on 143 rd was also unanimously approved without much discussion. 3 The Prairie Creek Development was approved. 4. The Recapture Agreement for some improvements that Moser Enterprises consider ed along 119 th for Water and Sewer was approved . 5. The Plainfield Retail Center Resubdivision was approved 6 The Followers of Christ Lutheran Church County Case was approved. 7. Again , there wasn’t much discussion about any of the items. 8. Regarding the r equest for the Board to consider the Site Plan for the Mary D’s site on the corner of Fox River and Lockport reg arding the color of the building, t he Board felt what was being done out there was appropriate and did not need an amended site plan. Commiss ioner Manning asked if this was the second time the Rousonelos Processing Plant had been brought before the Board. Planner Stephanie Sheetz stated she believe d it was. Commissioner Manning wanted to know why it was sent back to the Board, but Planner Ste phanie Sheetz did not know the reason. She stated she could follow up on that issue if Commissioner Manning wanted her to. Commissioner Manning said never mind. PLANNING COMMISSION MINUTES NOVEMBER 2, 2004 PAGE 2 OLD BUSINESS CASE: 985 -080902.AA/RZ/SU/SPR GRACE POINT CHURCH (To Be Continued to 12/7/04) Request: Annexation Agreement/Rezoning/Special Use (Public Hearing) Site Plan Location: NW Corner of 127 th Street and 248 th Avenue Applicant: Richard Selfridge Plann er Stephanie Sheetz: stated this was being continued at the request of the petitioner. She stated t hat staff tried to accommodate the petitioner’s timeline by publishing the public notice and found out there are still some outstanding issues . There are so me concerns about the site plan, mainly the visibility of the parking . There is a massive parking lot in front of t his churc h on two major roads. When the petitioner got the draft staff report, they were concerned about some of the negative comments and decided to withdraw from the agenda. The petitioner said they wanted to look at their site a little more. Staff has not seen a resubmittal . The petitioner is asking to be continued one more time to the December 7, 2004 meeting. If they are not ready t o proceed at that time , it will be dropped and Staff will republish when the petitioner is ready. Chairman Sobkoviak seeked a motion to continue this case until the December 7, 2004 meeting. Commissioner Henry made a motion that this matter be continued to the December 7, 2004 meeting. Commissioner Kachel seconded the motion. Chairman Sobkoviak called for a vote by roll call. Aye : Commissioners Kachel, Henry, Manning, Schinderle, Racich, Sobkoviak Nye : None The motion is carried 6:0 NEW BUSINESS CAS E: 1140 -091504.PP/PP WHITE ASH FARM UNIT #3 (To be Continued to 11/16/04) Request: Annexation Agreement (Public Hearing) Preliminary Plat Location: Normantown Road Applicant: Alan F ry Planner Stephanie Sheetz: stated t his case was ready to go tonight, but it was found out on Thursday before the packets went out that the notice in the newspaper actually published for November 4 th instead November 2 nd . So, wishing to make sure everyt hing PLANNING COMMISSION MINUTES NOVEMBER 2, 2004 PAGE 3 proper so that there are not any problems down the line, Staff decided to continue it on the agenda . The applicant had already notified the neighbors of the correct date. Staff has taken care of publishing the correct date and plan s to have it on the next Plan Commission agenda . Planner Stephanie Sheetz stated Staff thought it was simplest to continue so that the notice to the neighbors remained valid. As a follow -up, the petitioner informed Staff today that they did send a second notice to the neighbors just to make sure that they understood what happened and know that the meeting date has been continued to the November 16, 2004 meeting. Chairman Sobkoviak seeked a motion to continue the White Ash Farm Unit #3 public hearing until the November 16, 2004 Plan Commission meeting. Commissioner Manning moved that White Ash Farm Unit #3 be continued to the Plan Commission meeting on November 16, 2004 . Commissioner Schinderle seconded the motion. Chairman Sobkoviak asked for a vote by roll call. Ay e: Commissioners Racich, Schinderle, Manning, Henry, Kachel, Sobkoviak Nye: 0 Motioned carried 6:0 Chairman Sobkoviak opened the meeting for any discussion. Commissioner Kachel voiced his concerns about the danger on Indian Boundary Road where it dead en ds as you go south of town . He wondered if a c aution sign, stop sign, or something could be put up to slow traffic down. Chairman Sobkoviak stated that the area is presently Township. Commission er Kachel agreed it was Township, but would like to see som ething done since Springbank has been annexed. Planner Stephanie Sheetz stated that she would pass Commission er Kachel’s concerns onto the Traffic Engineer as it’s likely this area would become Village of Plainfield jurisdiction since the Springbank anne xation. Commissioner Kachel said he was bringing this up in the hopes that it could move things along sooner to correct this dangerous situation. Planner Stephanie Sheetz said maybe something temporary could be set up. Commissioner Kachel said that was all he was looking at. Commissioner Rachel asked if Stephanie had any idea on the status of the tweaking of the Comprehensive Plan . Planner Stephanie Sheetz stated BDI presented their draft report on the focus group sessions . A brief discussion ensued about the tweaking of the Comprehensive Plan. Commissioner Schinderle asked if the Planning Commission would have access to some of the preliminary reports so that they might have some input into this. Planner Stephanie Sheetz stated on ce they have deter mined what changes they are interested in seeing, it has to go through the public process and go through the PLANNING COMMISSION MINUTES NOVEMBER 2, 2004 PAGE 4 hearings, which means it goes before the Planning Commission. The meetings that they have to discuss this are public hearings so everyone is in vited to attend . Commissioner Schinderle asked if the Plan Commission could see the recommendations from the consultants. Planner Stephane Sheetz stated that t he presentation on the focus group results will be done again. The first step was to inform th e Board of what had happened and then the Board requested that we have a second meeting where we specifically invite the EDC, Mainstreet, the Chamber, the Downtown Parternership and we’ll probably extend that to the Plan Commission as well. It will probab ly be in late November . The report should be available on -line this week. If anybody wants a copy, I have copies in my office.
