HomeMy Public PortalAboutORD08820 i N � b BILL NO: l� INTRODUCED BY COUNCILMEN: +� ORDINANCE NO: ?'goo I AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI , CREATING THE OFFICE OF DEPARTMENT OF PLANNING AND CODE ENFORCEMENT, PRE- SCRIBING THE METHOD OF APPOINTMENTS , QUALIFICATIONS, AND DUTIES I i OF THE PERSONNEL OF SAID OFFICE, AND REPEALING CERTAIN SECTIONS OF FORMER ORDINANCES. I BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI , AS FOLLOWS: SECTION 1 . DEPARTMENT OF PLANNING AND CODE ENFORCEMENT The office of Department of Planning and Code Enforcement of the City of Jefferson, Missouri, is hereby created. SECTION 2. PERSONNEL The Department of Planning and Code Enforcement shall be staffed with a Director, Building Inspector, Electrical Inspector , Plumbing and Heating Inspector, and Housing Inspector. Addi- tional personnel may be hired as authorized by the City Council. i SECTION 3. APPOINTMENT I a. The Director of Planning and Code Enforcement shall ' be appointed by the Mayor with the advice and con- sent of the City Council . I b. The Building Inspector, Electrical Inspector, Plumbing ' and Heating Inspector, and Housing Inspector shall be appointed by the Mayor with the advice and consent of the City Council. Applicants for the position of ® Inspector shall be interviewed by the Director prior 7 to confirmation and approval of the City Council. SECTION 4. QUALIFICATIONS The Director of Planning and Code Enforcement shall be a graduate planner, architect or engineer who shall have had at Least five (5) years experience as a code enforcement official, contractor or superintendent of building construction. For three (3) years of which experience lie shall have been in responsible charge of work; and he shall be generally informed j on good engineering practice in respect to the design and construction of buildings , the basic principles of planning as it relates to community development , and the fundamentals of zoning administration. SECTION 5. DUTIES The Director of Planning and Code Enforcement shall gen- erally supervise and coordinate the work and operation of the Building Inspector, Electrical Inspector, Plumbing and Heating ® i Inspector and Housing Inspector. He shall perform other such j functions relating to City planning as directed by the Mayor and City Council . i 1 i 1 SECTION 6 , RESTRICTION OF EMPLOYEES Employees of the Department of Planning and Code Enforce- ment shall not be engaged in, or directly or indirectly connected with the furnishing of labor, materials , or appliances for the construction, alteration or maintenance of a building, or the preparation of plans or of specifications thereof, unless lie is the owner of the building; nor shall any employee engage in any work which conflicts with his official duties or with the interests of the Department. SECTION 7. ' REPEAL 'OF 'CONFLICTING ORDINANCE All former ordinances or parts thereof conflicting or inconsistent with the provisions of this Ordinance are repealed. SECTION B.
