Roll Call Present: Commissioners Kackel, Henry, Gehrke, Manning, Racich, Sob koviak, Library District Absent: Commissioner Schinderle, Fire District, School District, Park District Minutes The minutes from the August 19, 2003 meeting were to be reviewed at the next scheduled meeting. Old Business CASE NO.: 898 -08220 1.TA TEXT AMENDMENT Request: Site Plan Review Ordinance (Public Hearing) Location: Village Wide Commenced: 7:02pm Michael Garrigan announced that this is a public hearing being held in accordance with all applicable rules and regulations of the Vill age of Plainfield and the State of Illinois. He presented the staff report. Commissioner Manning asked Mr. Garrigan if the air conditioning units recently passed in another case would pass under the latest changes that were made by staff. Mr. Garrigan s aid that, no, the proposal would not comply. Commissioner Henry expressed reservation at the strength of regulations being applied to the window unit air conditioners. Commissioner Kachel said 100% screening of the units would cover a lot of the wall up. Chairman Sobkoviak said part of the focus has been on the Maize Lake development. Mr. Garrigan said the language can easily be altered. Commissioner Kachel pointed out that the unit would have to be slim. Chairman Sobkoviak opened the meeting up to public comment at this time. No comment was offered. Chairman Sobkoviak polled the Commission to see if there was agreement with staff’s recommendations. Commissioner Manning moved to recommend to the Village Board that the Village Attorney draft the ap propriate text amendment to the Village’s Site Plan Review Ordinance regulating the site plan review process for commercial, office, industrial and multi -family residential development. Commissioner Kachel seconded the motion. Chairman Sobkoviak called f or a vote by roll call. Aye: Kachel, Henry, Gehrke, Manning, Racich, Sobkoviak Nay: None The motion is carried 6:0. New Business CASE NO.: 1065 -082103.SPR POLYMER SERVICES, INC. Request: Site Plan Review Location: North of 143 rd Street and east of E J&E Railroad Applicant: RDK Real Estate, LLC Commenced: 7:20pm Michael Garrigan gave the staff report. Chairman Sobkoviak asked Mr. Garrigan how tall the glass factory was. Mr. Garrigan said he didn’t remember. Chairman Sobkoviak swore in the petitione r. Ronald Kohut addressed the commission. We aren’t really going to change the building, just make some improvements. The tower will allow us to hold plastic resin. Commissioner Kachel asked Mr. Kohut what the tower is made of, to which Mr. Kohut said it was made of aluminized steel. Commissioner Kachel said that the tower would be visible from everywhere. I also have concerns about it being kept in good shape in the future. Commissioner Henry asked if the structure is paintable – it may need to be i n the future. Chairman Sobkoviak opened the meeting up to public comment at this time. No comment was given. Commissioner Henry asked if there were plans for an exterior façade. Chairman Sobkoviak asked Mr. Garrigan if the Fire Department had provided any input. Mr. Garrigan said they had not. Commissioner Kachel said he would like to see an architectural element on the storage tower. An anonymous member of the audience asked how many employees would be at the building; will there be adequate parking ? Mr. Kohut said that there would be 25 -30 people, and, yes, there will be adequate parking. Commissioner Henry asked if anything would prohibit the applicant from putting a sign on the structure or an antenna in the future. Mr. Garrigan said they would need a variance in order to do that. Commissioner Racich suggested having two 45 -foot towers rather than one 90 -foot tower. Mr. Kohut said that would not be efficient for the process they will be running. Commissioner Henry said that this is a good use ; I welcome the business to the community. Commissioner Henry moved to recommend approval of the proposed ninety (90) foot tower structure for Polymer Services subject to the following stipulations: 1. Compliance with the recommendations of the Village Engi neer 2. Compliance with the recommendations of the Plainfield Fire Protection District 3. That the color of the proposed tower match the color of any future exterior re -imaging of the existing structure 4. That the applicant work with staff on any proposed re -imagi ng of the existing exterior and submit a landscape plan for staff’s review and approval Commissioner Manning seconded the motion. Chairman Sobkoviak called for a vote by roll call. Aye: Kachel, Henry, Gehrke, Manning, Racich, Sobkoviak Nay: None The mot ion is carried 6:0. Chairman Sobkoviak brought up a memo from R.W. Wright. Commissioner Racich reminded everyone of the Plainfield Open House.
