Roll Call Present: Commissioners Kachel, Gehrke, Schinderle, Anderson, Sobkoviak Absent: Commissioners Manning, Seggebruch, Fire District, P ark District, Library District Minutes The following corrections were noted at the meeting : on the last page of the minutes, Larry Vaupel’s last name should read “Vaupel,” not “Voffell;” the sentence that contains his name should read, “the commission inquired abou t Larry Vaupel, saying that they felt that it would be foolish [not to] replace him….” H earing no more corrections, Chairman Sobkoviak declared the minutes accepted as amended. New Business CASE NO.: 930-010902.AA/PP/Z MENARDS Request: Annexation & Zoning (Public Hearing) & Pre liminary Plat Location: Northeast corner of Route 59 & 135 th Street Applicant: Intech Consultants, Inc. Commenced: 7:05pm Planner Carroll announced that the applicant has re quested a continuance of the case until March 5, 2002 to allow the applicant to address som e deficiencies in the application, and that a public hearing is scheduled for tonight. Commissioner Schinderle moved to continue the publi c hearing for the case until March 5, 2002. Commissioner Kachel seconded the motion. Chairman Sobkoviak called for a vote by roll call. PLAN COMMISSION MINUTES February 19, 2002 Page 2 CASE NO.: 934-012502.AA/Z MCGUIRE ANNEXATION Request: Annexation & Zoning (Public Hearing) Location: 571 Simons Road Applicant: Donald & Lillian McGuire Commenced: 7:07pm Planner Carroll gave the staff report. Chairman Sobkoviak asked whether language should be included in the annexation agreement that stipulates that when this becomes co ntiguous and is annexed that petitioner is required to develop under the PUD. Planner Carroll said that such language could be in cluded. Dan Kramer, attorney for the petitioner(s), address ed the commission and stated that they have no objections to the development as a PUD. He said that they would be glad to include the language in the annexation agreement. Chairman Sobkoviak asked the commissioners how they felt about the PUD. Commissioner Kachel said he thinks it is a good ide a. Commissioner Anderson said that the commission woul dn’t necessarily be looking at PUDs for any businesses in the future. Chairman Sobkoviak said that commission wouldn’t ha ve suggestions as to what type of business and that doing so would offer the petition er greater flexibility in development. Commissioner Schinderle moved to recommend annexati on of the subject property to the Village of Plainfield with B-4 zoning with language in the annexation agreement to make it possible for the property to be developed under PUD regulations. PLAN COMMISSION MINUTES February 19, 2002 Page 3 CASE NO.: 932-011402.AA/Z/PP DAYFIELD SUBDIVISION Request: Annexation, Rezoning (Public Hearing) & Pr eliminary Plat Location: Northwest corner of Route 30 & 143 rd Street Applicant: Parkview Development Commenced: 7:16pm Planner Carroll delivered the staff report. Chairman Sobkoviak asked if Meadow Lane connects wi th subject property. Commissioner Schinderle asked if staff was suggesti ng any key lots. Chairman Sobkoviak asked if we could stipulate that some number of key lots should be incorporated in plans. Planner Carroll said that 7 is a good number of key lots. Chairman Sobkoviak said that perhaps 5% of total lo ts could be used as the formula for number of key lots. Commissioner Kachel voiced a concern that there are too many gas stations in the area and wondered whether the village would consider lim iting the number, as several other towns are doing so. Chairman Sobkoviak said that before anyone says the re are too many there should be some statistics regarding per capita requirements o f fuel stations. Clayton Allson (petitioner) said that Doug Carroll did a great job explaining and that he really had nothing to add. Paul Mitchell (representing Allson) said that they agree to the PUD requirements and that they have agreed not to have fueling bays. As for fuel stations, they would like to talk to staff about it. Commissioner Anderson asked Mr. Allson if he would restrict what he builds on smaller lots. He also inquired about the sizes of the gara ges for the units. Mr. Allson said that the garages would probably be 3-car. Commissioner Anderson asked whether the islands in the center of the streets would be maintained by the homeowners’ association. Mr. Allson said they would as would the lake areas. Commissioner Kachel asked if the lakes would be irr igated, to which Mr. Allson replied that if the lakes are deep enough, he doesn’t see a need to irrigate. PLAN COMMISSION MINUTES February 19, 2002 Page 4 Chairman Sobkoviak inquired about bike paths. Doug Carroll said there would be one on the south s ide of 143 rd Street. Chairman Sobkoviak pointed out the need for two mot ions for this case. Commissioner Schinderle moved to recommend to the V illage Board approval of the annexation of the subject site with the requested R -1 and B-3 zoning. Commissioner Gehrke seconded the motion. Chairman Sobkoviak called for vote by roll call. Aye: Kachel, Gehrke, Schinderle, Anderson, Sobkoviak Nay: None The motion is carried 5:0. Commissioner Schinderle moved to recommend to the V illage Board approval of the Preliminary Plat subject to the stipulations outlin ed in the staff report as well as the stipulation that 5% of the total number of lots mus t be designated as key lots. Commissioner Anderson seconded the motion. Chairman Sobkoviak called for vote by roll call. Aye: Kachel, Gehrke, Schinderle, Anderson, Sobkoviak Nay: None The motion is carried 5:0. Chairman Sobkoviak asked if there was any other bus iness that needed attention. Commissioner Kachel asked Planner Carroll about the status of some old sewage treatment plants. Planner Carroll said that staff would look into it. Chairman Sobkoviak declared the meeting adjourned a t 7:40pm.
