AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND THE CLERK OF THE CITY OF JEFFERSON TO EXECUTE A CONTRACT WITH CENTRAL SECURITY SYSTEMS RELATING TO THE SECURITY SYSTEM FOR THE CITY HALL. NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS : SECTION 1. The Mayor and the Clerk of the City are hereby authorized and directed to execute a contract with Central Securit Systems for the security system for the City Hall. SECTION 2. Said contract shall read in words -and figures as follows: (SEE ATTACHED) SECTION 3. This ordinance shall take effect and be 'in full force from and after its passage and approval. BOX 122 JEFFERSON CITY, MISSOURI 65101 TELEPHONE 314/634.2466 March 1 , 1976 PROPOSAL/PURCHASE AGREEMENT FOR: CITY OF JEFFERSON CITY CITY HALL JEFFERSON CITY, MISSOURI 65101 This proposal/purchase agreement is for a security system for the second floor of City Hall and is to be provided and installed by CENTRAL SECURITY SYSTEMS, or its representative , hereinafter referred to as C.S.S. and supplied to the CITY of JEFFERSON CITY, hereinafter referred to as CUSTOMER. I. SYSTEM DESCRIPTION A. IME T •ON HOLD-UP 1. DOORS Each of the hallway doors leading to offices to be protected, is to be equipped with a U.L. listed magnetic contact to detect opening of the protected door. . 2. WINDOWS Each of the three (3) windows in protected areas facing to the south, or rear of the building, is to be equipped with U.L. listed window foil and contacts to detect either glass breakage or opening of windows. 3. HOLD-UP Six_7 U.L. listed hold-up switches are to be mounted at counter windows and/or selected desks in the Collector' s office. B. CONTROL . 1. MA TER CONTROL The master control cabinet is to be located within the pro- tected area and need not be accessable for daily operation of this system. The local equipment is to be powered from a self- contained U.L. listed power pack containing rechargeable batt- eries for uninterrupted operation during power failures. 2. ZONE CONTROL It is proposed that the protected area be divided into two (2) separate zones of protection in order to provide access to either zone without disabling the entire security system. The zone control panel is to be located in the hallway and is used for daily operation of the security system. The zone control panel is to contain two (2) round key switches and two (2) test indicators. One switch and indicator combination will provide on/off and test functions for one zone only, providing independ- ent on/off and test functions for each of the two (2). zones. C. TRANSMISSION-MONITORING This security system 1.s designed to provide a silent alarm sig- nal by way of leased telephone lines to monitoring equipment to be located at the Police Department. The monitoring equipment supervises the telephone circuit twenty-four (24) - hours a day FIRE AND SECURITY SIGNALING SYSTEMS • A and is designed to destinguish between phone line trouble and an actual alarm signal. III.OPTIONS Th1— security system can be expanded now or at any time in the future in a multitude of ways , a few being: I.-Addition of hold-up switches; halt! operated, foot rail , or money clip type. 2.Expaasion of protected area. 3.Addition of fire detection devices; heat, temperature mate of rise , smoke, products of combustion. 4.The addition of detection devices could range from the con- ventional door contacts and foil as described above to the use of electronics to detect motion of an intruder in many ways. IV. PRICING offers for sale the security system installed as described under description for. . . . . . . . . . . . . . . . . . . . . . . . . . . . .$ 749.00 This price assumes availability of a position in existing alarm equipment at .the Police Station for the monitoring module herein provided. This position is available as of this date: If customer does not wish to purchase the herein described security system- C.S.S. can provide services to install and maintain the above, system for an initial service charge in the sum of Three ® Hundred Fifty ($350.00) Dollars plus a service charge of Twenty ($20.00) Dollars per month. If this service is desired C.S.S. will write and submit such an agreement in writing. V. TERMS AND CONDITIONS Customer agrees to make payment in full within thirty (30) days following completion of installation of the herein described . security system. CUST0MBR hereby authorizes C.S.S. to make installation in the CUSTOMER'S premises. In the event that the CUSTOMER is not the owner of such premises, C.S.S. must have , in writing, permission from the owner, to install the herein described security system. CUSTOMER agrees to furnish any necessary electric current at CUSTOMER'S expense to make such installation, and to provide elec- tric outlets as needed for apparatus and equipment. CUSTOMER acknowledges that it has been advised that there are other types of alarm equipment supplied by C.S.S. that may be more thorough and advantageous, desirable, or serviceable, than equip- ment and apparatus hereinbefore furnished by C.S.S. and CUSTOMER agrees that it has selected and approves the installation of apparatus and equipment hereinbefore described in preference to ,such other systems. C.S.S. makes no warranty that the apparatus and equipment installed under this agreement are fit for a particular purpose , C.S.S. 'S liability for defective apparatus or equipment is limited to re- placement thereof without charge if reported within ninety (90) days. The parties agree there are no warranties expressed or implied, which extend beyond the description of apparatus and equipment described herein. CUSTOMER agrees that when the installation of the hereinbefore described apparatus and equipment is completed, CUSTOMER will in- spect and check the operation of said system and if any defect or malfunction is observed it will be immediately reported to C.S.S. CUSTOMER acknowledges the understanding that he is responsible for all charges resulting from the ordering or leasing of any telephone lines required for the operation of the herein described security systems. CUSTOMER acknowledges it has carefully read the foregoing agree- ment , that said agreement expresses the complete and entire agree- ment between the parties , that there are no verbal understandings or agreements altering or modifying the terms and provisions of this agreement, and that C.S.S. has not made any representation to CUSTOMER to induce. or cause it to execute this agreement other than as stated herein. Delivery of the herein described security system is expected to take from thirty (30) to forty-five (45) days following receipt of CUSTOMER'S order.
