Roll Call Present: Commissioners Henry, Gehrke, Schinderle, Sobkoviak, Library District Absent: Commissioners Kachel, Manning, Anderson, Fire Prote ction District, Park District, School District Minutes Consideration of the minutes from the November 19, 2002 meeting was postponed until the next meeting. Old Business CASE NO.: 997-091802.SU BANK ONE (PLAINFIELD R ETAIL CENTER) Request: Special Use Location: 119 th Street & U.S. 59 Applicant: Ryan Companies US, Inc. Commenced: 7:07pm Mr. Garrigan gave the staff report. Chairman Sobkoviak clarified whether or not what wa s being discussed tonight was the petition for the special use permit. Staff answere d in the affirmative. Andy Zevenitis, attorney for the applicant, address ed the commission with the following comments. We had always discussed the possibility of a bank going into this location. Bank One expressed an interest in this site, and we have gone from there. Our design expert decided that a bank would have the least int ense use, given the proximity of residentially zoned property. Traffic flow in the area is conducive to the use of a bank at this location. We have taken care to ensure that t he traffic configuration of this site is such that the surrounding uses (stores, commercial sites, etc.) will not be affected. John Bell, representing Ryan Companies, said that t his site was planned to be zoned commercial from the beginning of the larger develop ment. We have been working with the surrounding neighbors to ensure that our site w ill be friendly to the residential area. Every person adjacent to this site has indicated th at they would prefer to see a bank go in than another use. In summary, we feel that this us e is most appropriate. Chairman Sobkoviak asked staff: if this request was just for the installation of a bank (rather than the more controversial request of driv e-thrus) they wouldn’t be here right? Staff responded that, in actuality, the B-3 zoning category does not allow banks. Bill Fessler, representing Bank One, stood before t he commission. Bank One is attempting to meet the needs of a growing client ba se. Our investment in this particular project is around $3 million. Commissioner Schinderle asked if a fair amount of t he clientele for this site come from Naperville. Mr. Fessler said that any given banking location ty pically services a 3-mile radius. In this case, yes, some clientele would likely come fr om southern Naperville. Chairman Sobkoviak asked if the commission was inte rested in discussing architectural elements tonight. Commissioner Schinderle said that the commission sh ould wait until the appropriate time to discuss the architectural elements of this site. Mr. Zevenitis said that we have gone through at lea st a couple elevations, and we are confident that this site will meet the standards re quired for a special use permit. Chairman Sobkoviak opened the meeting to public com ment at this time. Cynthia Garbars said that she would like to see a bank go in at th is location rather than a fast food establishment. Kathleen Faas sits on the Board of Directors for the subdivision adjacent to the subject site, and she voiced the Board’s (and by extension the subdivision’s) support for the bank project. John Bell has been a pleasure to work wit h. Chairman Sobkoviak said that he has no problem with a bank going in here. More banks mean more commerce and economic activity. Commissioner Schinderle moved to recommend approval of the Special Use that would allow for the amendment of the existing PUD Agreeme nt for the Plainfield Retail Center, a/k/a Plainfield Market Place to allow for a bank w ith a drive-thru on Lot 1 subject to the stipulations outlined in the staff report. Commissioner Gehrke seconded the motion. Chairman Sobkoviak called for a vote by roll call. Aye: Gehrke, Schinderle, Manning Nay: None Abstentions: Henry The motion carries 3:0:1. CASE NO.: 1001-092702.SU MARK PETER JEWELERS Request: Special Use Location: Southwest of 127 th Street & Rt. 59 Applicant: Mark Perle Commenced: 7:35pm Staff announced that the applicant has requested th at the case be continued to the first meeting in January. Commissioner Henry moved to continue the case. Commissioner Schinderle seconded the motion. Chairman Sobkoviak called for a vote by roll call. Aye: Henry, Gehrke, Schinderle, Sobkoviak Nay: None The motion is carried 4:0. Chairman Sobkoviak, in reference to the parking tic ket issues discussed at the previous meeting, said that now when a new developer comes i n, an accommodation should be made for more space to park outside the garage but off of the street.
