BICYCLE AND PEDESTRIAN MEETING MINUTES

December 14, 2023 at 5 p.m.
1. Call to Order
2. Declaration of a Quorum
a. 5 members present (see roster, left) out of a Committee of 7, quorum is met.
3. Meeting Participation Statement

5. Public announcements and comment
a. No announcements or comments made by members of the public.
6. Vote to approve previous meetings' minutes
a. November's meeting minutes: Motion made by Roland, seconded by Sharon.
Motion passed 5-0-0.
b. September's meeting minutes: Motion made by John, seconded by Roland.
Motion passed 5-0-0.
7. Discuss DPW Update from Nov meeting
a. How to best communicate that bicycles are allowed on sidewalks, brainstorming
discussion of painting the sidewalks along Rt 6A
i. If sidewalk painting is allowed due to 6A being a state road.
ii. What stencil shapes are available and if DPW has available stencils to use
or able to borrow from elsewhere in Barnstable County.
iii. How much funding is available for stenciling, which will dictate extent of
markings along the sidewalk.
iv. What sort of signage or communication should be made regarding other
vehicle modalities besides bicycles.
b. Possibility of creating a map of Brewster that highlights sidewalks and to make
the map available via town -owned informational boards along the CCRT.
c. Question of if it's possible to make crosswalks more visible with diagonal hashes
or something similar.
8. Bike Month May 2024 planning and discussion
a. Need to create request to the Bay Committee to obtain permission to use the
former Sea Camps field as a location.
i. May 18, 2024 is a prospective date - need to determine if there is a special
town meeting scheduled. Midday of 11:30 - 3:30 would be an ideal event
time.
ii. Brainstorming departments and organizations to invite as part of the
event.
iii. Discussion of what activities to include in the event - bike rodeo, helmet
fitting (need to identify local representative from MassBike), information
on e -bikes, bike check-ups, slowest bike race
1. Need to identify the following:
a. Who is the local representative from MassBike
b. Who would be available to give information on e -bikes
c. If purchases made for the event go through the town's tax
exemption process or how funds are made available
b. Research what other activities can be implemented throughout Brewster during
Bike Month, ideas can be found in literature from League of American Bicyclists.
c. Participate in the Brewster in Bloom Parade as a Committee
9. League of American Bicyclists' Bicycle Friendly Community (BFC) designation in 2024
a. Due to time constraints of meeting, was not discussed.
10. MassBike Lights Brigade event discussion
a. Joe and John were situated at the CCRT / Rt 137 area to make lights available.
b. Noticed that many cyclists were already outfitted with lights but were able to
equip 5-6 bikes with lights.
c. Would like future events to be on dates that are more in -season.
11. Brewster Conservation Day 2024 Save the Date July 13, 2024, 9:30-1:30 Drummer Boy
Park
a. Date of July 13, 2024 still needs to be confirmed. Tentatively scheduled based on
event date and time of past years.
12. Matters Not Reasonably Anticipated by the Chair
a. Roland agreed to act as the point person for the Committee's page on the town
website and confirming that all information is current. Question of if including
photos are possible.
b. Agreement that a Committee email address or other type of contact form needs
to be able to siphon communication.
c. Inquiry regarding the status of re -paving problematic sections of the CCRT.
Sharon will organize specifics of the areas that should be considered the highest
priority when paving becomes available.
