Chairman Sobkoviak said for purposes of expediency we are going to run concurrently the Plainfield Zoning Board of Appeals and Plainfield Plan Commission for the first case. He said after which the Zoning Board of Appeals will adjourn and the Plan Commission meeting will continue Roll Call: PRESENT: Commissioners Kachel, Gehrke, Manning, Schinderle and Sobkoviak ABSENT: Commissioner Anderson Park School, Fire and Library Districts The minutes from Plan Commission meeting of February 6, 2001 were accepted as presented. CASE NO: 854 -011801.V/SPR ANIMAL CARE CENTER Plan ner Garrigan said this is an application for a variance and site plan review. He said the site is located on Rt. 59, north of this property is Chemlawn, across the street is Plainfield Molding plant, just north of the viaduct and south of Plainfield Polic e Department. He said the applicant is seeking to incorporate an addition of approximately 1200 square feet to the southeastern portion of the existing animal hospital. He said the applicant is seeking a variance from the 15 feet interior side yard setb ack that is required in the B -4 district. He said the proposed addition to the existing structure would be within 4.5 feet of the applicant’s interior side yard lot so consequently the applicant is seeking a variance. Planner Garrigan said with respect to the site plan – the first aspect is parking and driveways. He said the proposed addition will not change the parking configurations. He said there is ample parking to serve the proposed addition. He said according to the Village Ordinance 4 additiona l parking spaces would be required. He said currently there are over 45 parking spaces and this conforms with the requirements of the Village. He stated with regard to architecture – the proposed elevations the applicant has submitted conform with the re quirement of 25% masonry. He said with regard to landscaping - the applicant would be required to provide 2 approved plantings. He said the only issue Staff raises is in regard to the trash enclosure. He said currently there is a trash enclosure located on the property lying between Chemlawn and the applicant’s property and currently it is not enclosed with any type of enclosure. He said Staff would recommend that a full enclosure either wooden or masonry be incorporated. Planner Garrigan said with r espect to the variance, the applicant must comply with the following findings of fact before a variance can be granted. He said the first component is that the variance is in harmony with the general zoning ordinance. He said Staff believes in view of th e fact that this property is in the commercial area, with Chemlawn being to the north that the proposed addition would be in harmony of the area. He said secondly strict enforcement of the zoning ordinance interior side yard requirements would result in p ractical difficulties. He said the applicant has a unique situation here in view of the fact that much if not most of the site of the animal care is in fact floodplain. He said in view of that fact, there are certain limitations with respect to where he can build his proposed addition. He said in view of the limitations of this PLAINFIELD PLAN COMMISSION MINUTES February 20, 2001 Page 2 site with respect to the existing floodplain and in view of the current configurations of the parking which have been in existence for some time, Staff believes that the applican t has meet the second test with respect to variance. He said in regard to the third test that the property cannot yield a reasonable use if permitted only under the conditions. He said with respect to current business, there is a request to expand his bu siness. He said with the limitations of the site, if applicant is not allowed to expand his business there would be problems. He said the fourth variable with respect to the variance, if granted, will not alter the essential character of the neighborhood . He said in view of the fact that they share a parking lot with Chemlawn, across the street is the Plainfield Molding Company as in the commercial corridor, is consistent with the character of the area. He said Staff recommends approval of the site plan with stipulations listed in Staff’s report. He said Staff also recommends approval of the variance with stipulations in Staff’s report. Commissioner Schinderle asked if the applicant was losing any property because of the widening of Rt. 59. Planner Ga rrigan said yes, it is his understanding that there is some reconfiguration of the parking spaces because of the expansion of Rt. 59. He said they also lost their original full access entrance because of IDOT’s improvements to Rt. 59. Commissioner Schi nderle said he is kind of between a rock and a hard place. Anthony Kramer, owner and applicant, said there was an entire reconfiguration of the front and to add rear parking to accommodate the lost parking in the front. Chairman Sobkoviak asked if they w ere now sharing a driveway entrance with Chemlawn. Dr. Kramer said yes. Chairman Sobkoviak said he recalled an earlier case with Chemlawn where we encouraged both parties to work together to solve parking issues and driveway issues. He said he thought they did a very good job of accomplishing that. Robert Edwards, construction manager for Dr. Kramer, showed the reconfiguration of the parking approved by the Village Engineer. He explained that at that time they had developed a phase 1 and phase 2 pa rking proposal. He said what ended up happening in working with Chemlawn next door the north side was reconfigured relocating the dumpster location and they need to finish the enclosure. He said that actually provided them with some additional parking al ong that side and moved the entrance over. He said with this plan we reconfigured the phase 2 area deleting the entrance as it was and showed the new one. He said the hardship is the fact that most of the property is floodplain and this is the only area they have left. Chairman Sobkoviak said he thought an additional hardship could be identified as the widening of Highway 59 and the expansion of the right -of -way. Robert Edwards said they are working out the issues with the Village Engineer as well as wi th Michael. He explained the addition to the building – it would be brick on the lower portion which is what the building is right now – it would be solid masonry so they would have block on the interior and brick on the exterior, the gable end would be d one in driv -it which is consistent with the rest of the building. He said the addition would conform with the existing building. He said it would be an excellent looking building. He said as soon as Rt. 59 is done, we need to PLAINFIELD PLAN COMMISSION MINUTES February 20, 2001 Page 3 reconfigure the front to com plete their phase 1 parking. He said they are in the process of working that out with the Village Engineer now. Joe Regis, representative of Village Engineer, stated they had written a letter dated February 15, 2001, explaining they need to analysis in m ore detail the floodplain. He said that is something they will work on before this goes to Village Board. Chairman Sobkoviak said basically you have some issues regarding the floodplain and possibility of compensatory storage. Robert Edwards said he and Joe spoke today. He said they need to look at the plan that was previously improved with the Rt. 59 improvements and make whatever adjustments they need to make. Chairman Sobkoviak asked for public comments. There were no public comments. He asked f or the Commissioners comments. Commissioner Kachel said the fact that this was built a few years ago, the fact with the floodplain the way it is there, talking about compensatory storage. He asked if they had been working with the Park District, he said they are trying to get their walkway, bike path back there, as far as any easements or anything. He said he knew this was way before you built yours. Dr. Kramer said he and John Vann have had numerous discussions about it. He said they have 6 acres, obv iously a very small portion of that is buildable. Commissioner Kachel asked if there would be compensatory storage back there for the Park District or anything. He said it would be nice to tie it all together. He said he had no problem with what you a re doing right now. Dr. Kramer said some of the ideas they have are excellent and they would love to have a nice path back there. Commissioner Manning asked if most of the parking and trash enclosure was on Chemlawn property. Dr. Kramer said that was part of the easements that they agreed upon. He said that is why the garbage dumpster enclosure isn’t done. Robert Edwards explained the parking and driveway existing and new. He explained they gave up 2 handicap spots and the dumpster and in turn the y ended up with 7 spaces plus the dumpster. Commissioner Manning asked what they meant by giving it up. Mr. Edwards explained the reconfiguration did not exist before and they lost that but gained all the additional parking. He said it turned out to be a win win. Chairman Sobkoviak said they raised the grade, the original entrance was to the south of their property and they raised the grade to a point where it was practically unnegotiable by an automobile. He said by necessity they had to move the entr ance to the north. He said it turned PLAINFIELD PLAN COMMISSION MINUTES February 20, 2001 Page 4 out that Chemlawn wanted their entrance to the south edge so we encouraged both parties to negotiate a solution to the problem where they would both share a common drive. Chairman Sobkoviak said according to the Sta ff report it appears the petitioner meets the four challenges normally used to judge if a variance is allowable. He said it appears the petitioner is ready to meet all the requirements of the plan to conform to Village ordinances for site plan review. He said it doesn’t appear there are any impediments. He said compliance with the requirements of the Village Engineer would solve compensatory storage pending Howard and Joe’s review of the engineering study. He said the Planner’s report also requires comp liance with the recommendations of the Fire Protection District and also requires the addition of landscaping plantings and trash receptacle enclosure in accordance with the site plan review ordinance which the petitioner has agreed to. He said it appears everything would be in order to grant a variance and approving the site plan review for this parcel. Commissioner Kachel asked if they could come up with something better than a straight fence for the trash enclosure. He said there are so many of those in town, seen from a distance after a few years they take away from the whole building. He said you have a good looking building there. He said your building has always been taken care of very nicely. Commissioner Schinderle made a motion to recommend a pproval of the site plan as the applicant has met the necessary findings and this has to be subject to the three stipulations in the Planner’s report and further recommend approval of the variance request as it meets the four findings as listed in the staf f report and must also comply with the two stipulations in the Planner’s report. Commissioner Gehrke seconded the motion. Vote by roll call: AYE: Kachel, Gehrke, Manning, Schinderle, Sobkoviak NAY: None Vote 5 -0 Motion carried. Chairman Sobkoviak sugge sted the applicant keep in touch with Staff for the date of Village Board consideration. CASE NO: 851 -010800.RES/SU/SPR VINTAGE HARVEST COMMERCIAL Chairman Sobkoviak stated this case has been removed from our agenda and will be continued to a later date p ossibly being March 6, 2001. He stated interested parties are encouraged to be in touch with Village Hall to find out the date this will be on the agenda. Commissioner Gehrke made a motion to continue the public hearing on this case. Seconded by Commiss ioner Schinderle. PLAINFIELD PLAN COMMISSION MINUTES February 20, 2001 Page 5 Chairman Sobkoviak said if it was not heard on March 6, 2001 an announcement would be made for a new date. CASE NO: 856 -01301.SP R ELEVENTH ELEMENTARY SCHOOL – WILDING POINT SUBDIVISION Planner Carroll said this is a site plan review for an elementary school located in Wilding Point Subdivision. He stated the school will be located at the north end of Wilding Point Subdivision, 135 th to the south, Van Dyke to the east and E J & E to the west. He said the school site is actually located at the northeast corner of Vicarage and Norwood and is about 15 acres in size. He said for site plan review the first thing to look at is parking a nd drive areas. He said the easternmost entrance is designed for parents picking up and dropping off and there is basically 40 stacking spaces along that area. He said there is a full access off of Norwood right in front of the grade school. He said the re is a full access off of Vicarage and that is basically where the buses come in and drop off the students. He said Village of Plainfield ordinance requires 1 parking space per employee. He said according to the applicant the school will have about 75 e mployees obviously needing 75 parking spaces. He said the site includes 103 parking spaces and that meets Village of Plainfield requirement. He said the stall lengths are 20 feet in length with aisle width between the stall lines is 24 feet. He said Vil lage ordinance requires 18.5 for stall length and 26 for aisle width so basically then can use less paint to meet the requirements. He said the site plan review requires 25% masonry, the applicants propose a school very similar to Heritage Meadows which i s 100% masonry. He said the stormwater is being taken care of as far as design by the subdivision. He said that is why you do not see a detention pond on site. He said the school district relies on donations and fundraising to pay for landscaping requir ements. He said that is something the school district and Village has been working on. He said it would be beneficial to see a landscape plan for potential as they are made available. He said sidewalks are actually proposed along both street frontages in the right -of -way to the south as well as the west. He said you have sidewalks adjacent to the parking area making pedestrian access available throughout the site. He said the trash enclosure is located basically to the northwest or the school site. He said it doesn’t appear it is screened as required by ordinance. He said Staff would like to see that screened 100%. He said as the writing of this no lighting plans were shown however, lighting plans have been received since then and there are in accorda nce with Village requirements. He said signage would be done by permit. He said Staff would recommend approval of the site plan subject to the stipulations. He said Staff recommends amending stipulation number 5 as the applicant has submitted the lighti ng plan as required. Chairman Sobkoviak said in the future he said we could eliminate a lot of things covered by state law. He said for instance our masonry requirements - when it comes to building school materials are all specified by law. He said w e do not have a stipulation for a landscaping plan. Planner Carroll said if Plan Commission feels a stipulation is necessary Staff would agree with it. He said it is not something that is required at any certain time. Chairman Sobkoviak asked if the petitioner was present or anyone representing the petitioner. No one was present. He asked for comments from the audience. There were none. Chairman Sobkoviak said he would recommend we replace stipulation number 5 for lighting details and replace it with provide a landscape plan prior to this going to the Village Board. He said it was a store this is what we would do. He said we try to work together with the school but public entities have to be held to the same standard. He said stipulation number 5 becomes provide a landscaping plan prior to consideration by the Village Board. PLAINFIELD PLAN COMMISSION MINUTES February 20, 2001 Page 6 Chairman Sobkoviak said he was interested in the traffic plan. He asked the Village Engineer if they had done any traffic look see here. He said it is common knowledge tha t each of the schools have a colossal mess every day when school starts and lets out. He asked if there was something to indicate that this would be adequate and not cause a huge monument traffic snarl 10 times a week. Commissioner Kachel said if you g o to any of these schools when you go into the school itself when you try to get by somebody between the buses and parked cars if anybody walks there is no room. Commissioner Schinderle said they have sidewalks. Commissioner Kachel said when you get al l the buses there picking up and the cars there so close together and so many people, so many kids and so much movement in that area. Commissioner Manning asked Larry what he was trying to reference. Commissioner Kachel said when you are talking about st acking. Commissioner Manning asked if he was talking about a particular school. Commissioner Kachel said all of them, when you drop off kids there it is tough for cars to get by one another. Commissioner Schinderle said they have these so the buses are all at one end of the property and cars are at the other end. Commissioner Kachel said as far as stacking and whatever, when you go to drop off the kids at the new schools, it seems like it is really tight. He said he was at the one out by Bronk and the cars were lined all up and down the street, you could barely get by there one evening. Chairman Sobkoviak said we are looking at parking for 75 people, parent teacher night you are going to have a good deal of your employees there plus a good number of parents coming in. He said if you have bank night or chorus. He said look at Indian Trail – you cannot even move around there. Commissioner Kachel said when we talk about state standards, what do they recommend. He asked if there are minimum state stan dards or if we are doing a little bit more on the parking and traffic in it. He said he did not want to hold this up. Chairman Sobkoviak said if it doesn’t make the cut then it gets held up. He said if this was a store, how tough would we be. Commissio ner Kachel said you have so much open area around there and now is the time, if you try to do it later it is tough. He said it is like the high school once it is built what do you do. Chairman Sobkoviak said we are out there making sure we do not create a monster. He said we go around and look at other bad traffic areas and make sure we do not create a similar situation. He said we are looking at Walkers Grove, Central, Indian Trail, the one out on Bronk Road, PLAINFIELD PLAN COMMISSION MINUTES February 20, 2001 Page 7 traffic tie -ups that are just phenomenal. He said you can count on this – 10 times a week it will happen. Commissioner Kachel said kids are walking between the cars. He said it is not like a shopping mall when it is crowded once in awhile. He said they are all very crowded. Chairman Sobkovia k asked what you would do when you have band concert night. They have them in the grammar school. He said he remembers going to them at Central and you had to park almost at Indian Trail and walk over. Commissioner Kachel asked if there would be parking on any of the streets and if the streets would be in. Planner Carroll said yes there would be parking on the streets and the streets would have to be in first. Chairman Sobkoviak said if this was a store we would ask for off street parking. Planner C arroll said we ask it to meet the ordinance requirement. Chairman Sobkoviak said he thought there was something wrong with our ordinance if all we require is space for the employees. He asked how many students would be at the school. Planner Carroll sai d he did not know. Commissioner Kachel said there are so many things that go on at the schools and we are in a community where you drive to them. Chairman Sobkoviak asked Joe Regis is there was any resources you can tap to get some indication as to what requirements could possibly be needed. Joe Regis said yes but not with him. He said there are two uses here, a daytime and nighttime use. He said you want to know if they need 150 stalls that they have provided them. He said our parking code does not t alk about schools in a level of detail. He said apparently they have a lot of room. Chairman Sobkoviak said the nighttime use could exceed the daytime use. He said on a rainy day even the kids that walk would get a ride. He said another issue is stack ing for normal drop offs and pick ups. He said this looks good but is it enough. He said another issue is the landscaping plan. He said it shows a 6 -foot high fence and asked where it was located. Planner Carroll said HVAC. Chairman Sobkoviak said h e would presume the trash enclosure would be under lock and key also. Commissioner Kachel asked if lighting was pretty much the same as on the other schools. He asked if there had been any complaints on that. PLAINFIELD PLAN COMMISSION MINUTES February 20, 2001 Page 8 Chairman Sobkoviak said staff has identi fied a concern with parking. He asked Joe Regis if there were any other issues you might have identified and we have not looked. Joe Regis said no there are not. Chairman Sobkoviak asked if drainage and all of that meets Village requirements. Joe Regis said it appears adequate. Chairman Sobkoviak asked Staff if the sidewalks in the area meet Village requirements. Planner Carroll said they are 5 feet in width. Chairman Sobkoviak asked if anyone had anything else to discuss. He said his desire would b e to see the site plan continued until the questions regarding parking, stacking requirements and landscaping requirements are resolved. Commissioner Schinderle asked when they wanted the school to be available. Planner Carroll said he thought next fal l. Commissioner Kachel said he thought it should go to the Board. He said they are on fast track. Commissioner Schinderle said his grandson goes to the school by Caton Farm Road and those children are crowded. He said we need to put the stipulations in and let the Board make the decisions whether they want to approve without these things or whether they are going to want to do something else. Commissioner Manning said he was disappointed the School Board did not have a representative here tonight. He said he felt we should continue to give them the opportunity to come and answer the questions. Commissioner Kachel said maybe they did not come because it is a cookie cutter. Chairman Sobkoviak said he did not feel that delaying till their next meeting w as going to hold them up that much. He did not think they would be able to turn earth for a good while. Commissioner Kachel said a few weeks at a time can mess you all up specifically if you put them out to bid. He said weeks can make a big difference . Chairman Sobkoviak said these things need to be remedied. He said there may be considerable engineering work to be resolved. Commissioner Manning said or there may be a simple answer. Joe Regis said his first task will be to call Healy, Snyder and Be nder to ask what similar facilities the school facility has, where they are located, how many students attend there, how many students are suppose to attend this school, what is the traffic, let’s visit the site in the morning or in the afternoon. He said if there are in Joliet, talk to the traffic engineer, find out if it is similar to what they are proposing and find out if it is working. PLAINFIELD PLAN COMMISSION MINUTES February 20, 2001 Page 9 Joe Regis said the second task is to go to the stuff I don’t have here and look at some of the traffic studies nation wide and see what is recommended. Commissioner Manning said we would like to here what the school is going to do on band night. He said where are they going to park people. Chairman Sobkoviak said using the side streets is not an answer. Commissio ner Manning said they cannot say we did not think about that. He said we would be satisfied if they thought about it and came up with a plan. He said if they were here they could satisfy that question. Joe Regis said before the next meeting he will as k the same series of questions you want to ask and get the answers. Commissioner Manning said he would like to hear their answer. Commissioner Kachel said some schools have no problems. He said others are very tight, all the movement and how the traffic is and how the parking is. He said this is not a bad plan but there has to be something by the state especially with all the schools they are building. He said we are looking at from the Village standpoint. He said the state has already conducted a lot of these and he said he was sure Healy, Snyder and Bender are right on top of it. He said it is just if there is anything over and above what we are looking at right now. He said we are bussing more and more when 10 years ago we did not have the bussing we have now and the bussing seemed adequate. He said we did not have the extra curriculum. Chairman Sobkoviak said most of these schools and even churches are seeking out uses for these buildings for the evenings. Commissioner Manning made a motion to continue the case and made a strong recommendation that a member of the school board or a representative attend the meeting and answer our concerns. Commissioner Gehrke seconded the motion. Vote by roll call: AYE: Gehrke, Manning, Schinderle, Sobkov iak NAY: Kachel Vote 4 -1 Motion carried. Chairman Sobkoviak stated this case would be continued to our next scheduled meeting of March 6, 2001. CASE NO.: 846 -12000.FP ARBOR OF PLAINFIELD UNIT 3 Planner Garrigan stated applicant is seeking a final plat fo r property located south of Feeney Drive, west of Rt. 59 and Howard. He stated the original preliminary plat was approved in June of 1990 for Units 1, 2 and 3 for the Arbor of Plainfield. He said applicant is seeking approval for 97 single -family home si tes to be located on approximately 38 acres. He said each and every proposed lot conforms with the Village’s ordinances with respect to lot size for a minimum of 12,000 square feet. He said the density conforms with the Village and Suburban zone in the PLAINFIELD PLAN COMMISSION MINUTES February 20, 2001 Page 10 C omprehensive Plan. He said staff had an opportunity to review the original preliminary plat that was approved in June of 1990 with regards to street alignment. He said the street alignment conforms with the preliminary plat. He said there were some disc ussions to change the cul -de -sacs to the tear drop design and this has been completed. He said there was some preliminary discussions by the transportation committee about the possibility of stubbing Arbor Drive to the south of this final plat. He said t here was discussion and it was determined there was a greater demand to stub to the west of this proposed property and consequently the applicant has conformed the recommendations of Staff to incorporate a stub of what was Dunham Court to the west to event ually connect with and rename to Dayfield Drive. He said Parkview Meadows is to the north of this property. He said the only other concern is current discussions between the applicant and the Park District about not necessarily a cash contribution or a p ossible purchase of some land for some open space. He said there is really no requirement that they provide open space but in the perfect world there could be some open space. He said asked the Staff report be amended to reflect I recommend approval of t he final plat subject to the 5 stipulations in Staff’s report. Scott Pointar, representative of American Classic Homes, was present. He said they need to change the configuration of Lot 19, as it is about 164 square feet below the 12,000 square foot mini mum. He said they renamed Dunham to Dayfield Court. He indicated where it was stubbed. He said they changed Arbor Court to Arbor Drive and Lots 106, 119, 130 and 114 to incorporate a no access easement onto Feeney Drive. He said they also lined up Lexi ngton and Arbor Drives. He said regarding the storm sewer, there are some lower elevations to the east in the unincorporated section and they are going to oversize the storm sewer to go from 27 to 30 inches and that way they can possibly relieve some of t he situation to the east. He said there is an agreement already in place with the Park District for a cash contribution and in addition we are possibly going to make some depending on the Park District’s budget sell a couple of lots for open space. Chair man Sobkoviak asked where those lots would be located. Scott Pointar said right now it is undetermined but he thought it would be some lots on the east side. Rick Leonart, American Classic Homes, explained where the open space might be. Scott Pointar sa id that would be in addition to the cash contribution. Rick Leonart said the Park District is working on their budget. Commissioner Schinderle asked what subdivision would be to the west. Answer was Parkview Meadows. Commissioner Schinderle asked i f that was what was under construction now. He asked if there was an area that Parkview would be giving up for a park that would be adjacent to this that would increase the size. Rick Leonart said that was correct. He said we have a cash donation per lo t worked out at the present and what they would like to do is in lieu of taking the cash take land and tie it in with the other park. PLAINFIELD PLAN COMMISSION MINUTES February 20, 2001 Page 11 Commissioner Kachel asked where Parkview Meadows has their detention in relationship to your subdivision. Rich Leonart s o indicated the location. Chairman Sobkoviak said Parkview Meadows does not go all the way to the Commonwealth Edison easement. Rich Leonart said that is why they are talking of a connection for Dayfield Court. Commissioner Kachel asked about the proper ty to the east. They explained the property to the east is developed county. Chairman Sobkoviak asked if they had any other comments to add to their presentation. He asked for comments from the audience. There were none. Joe Regis, Village Engineer, said there was a lot of discussion of traffic patterns in the area. He said there is a concern from the unincorporated area to the east in the ditch they have and the applicant is proposing to oversize the storm sewer in the area so the township or count y will have an opportunity to install a storm water pumping station that would discharge to their storm sewer. He said the existing ditch in the unincorporated area does not drain well. He said they are proposing an interim solution. He said the final i mprovement to that ditch would remain a township or county project. Commissioner Kachel asked if the detention were on the opposite of this would it benefit in any way. Joe Regis said no. Chairman Sobkoviak said the houses that front along the west sid e of Dan O’Donnell Drive have a ditch, which I call a seasonal creek in the rear. He said when it rains there is water in it and when it doesn’t there is less, it never really dries up. He said it is something that has been there forever. He said when t his long narrow plat was developed there was some gloom and doom forecasts which never really materialized. Commissioner Schinderle said the biggest complaint we received was there were too many similar houses being built to each other. Chairman Sobko viak said too many Victorians next to each other. Commissioner Manning said the drawing he had did not show the detention. He asked if the oversized drain would drain into the detention. They explained the outlots were the detention. Scott Pointar sa id the oversized drain will help the people to the east. He said it is strictly for them and not for us. He said we may work with someone in the future to pump their water there. PLAINFIELD PLAN COMMISSION MINUTES February 20, 2001 Page 12 Commissioner Schinderle asked since items 4 and 5 have already been taken care of should we take them out. Chairman Sobkoviak said no. He asked what is the status of the property directly south of the ComEd lines. Planner Carroll said it is on our side of the boundary agreement. He said Rolf Road would be south of there. Chairman Sobkoviak asked how we would access that property. Planner Carroll said eventually Howard would be coming done and when the next property develops, there will be a stub to the south as well. Commissioner Kachel asked what houses were next to th e detention by the ComEd lines. He said he was asking about the adjacent east property if somebody was going to build on that at a later date. He said they will need detention also and would it be tying in with this pond also. He said if it is a dry or wet pond it could be tied in together. Chairman Sobkoviak said if it is on the edge of the property it is possible that it could be expanded also. He said there is a very low -lying area south of the ComEd lines. Scott Pointar said it continued to get l ower as you go further south. Commissioner Kachel asked when subdivisions and things are coming before us it would be nice to show there those things in relationship to new subdivisions coming in for waterways or anything like that where we try to put t hem together in a group rather than each individual subdivision coming in. Chairman Sobkoviak said this area is long rectangles. He said usually you do not find farms so long and skinny. He said there will probably be a bike path down the ComEd line in the future. Commissioner Schinderle said he presumed there were sidewalks on all of these streets. Response was yes. Chairman Sobkoviak asked for discussion or issues. Commissioner Schinderle made a motion to recommend approval of the final plat for U nit 3 of the Arbor of Plainfield subject to the five stipulations in Staff’s report. Commissioner Manning seconded the motion. Chairman Sobkoviak said he did not think we had anything to say about this. Commissioner Manning asked if we were making progress to getting answers to the questions at the public hearing. Planner Carroll said yes. He said hopefully we will see something by Thursday. Some further discussion was held regarding a nother public hearing. Commissioner Kachel asked if they could be updated about the Comprehensive Plan also. He said he was disappointed there were no Plainfield people were not present.
