This means that at least a quorum of the members of the public body will attend the meeting in person and members of the public are welcome to attend in person as well. Call to Order: 11:01 2. Declaration of a Quorum • Commissioner Brown, Commissioner Skidmore, Office Manager Sherry Theuret and Superintendent Paul Anderson. 3. Commissioner Baran to discuss Town Meeting on November 13, 2023 Commissioner Baran unable to attend November 1St Water Commissioner Meeting. Brewster Local Comprehensive Plan • Distributed to Boards and Committees to review and comment on information provided in packet. • Get information out to the residents to be aware of information being voted on at Town Meeting on November 13, 2023. 6. Drought status update. • Very slowly declining. • Anticipation of snow this winter to replenish the aquifer. • Update in March 2024 7. Superintendent's Report • Tank Project Complete • Project completed early and within budget. • Presentation on Monday, November 6th for the Select Board. • Status of town departments accomplishments and future goals. • Flushing to be completed at the end of November • Staffing — 2 Entry Level positions • Two applicants from the DPW will be starting November 27th 8. Assistant Superintendent's Report • Absent due to water main leak the previous evening on Hob Lane. 9. Office Manager's Report • Utilized our online bill pay software Invoice Cloud to do a Reminder Notice as an email blast. • There were 590 customers with a balance due from the August 15t billing statements. • 508 Reminder Notices were sent in an email blast and 82 Reminder Notices had to be mailed due to no email on account. • Savings in postage was $320 10. Approval of Meeting Minutes • October 4th minutes • Postpone until December 6th meeting L Commissioner Brown was not at the meeting and will have to abstain from approval of minutes. 11. Fall Town Meeting • Capital Request • Installation of water main on Red Top Road • Additional funds needed to complete Red Top Road. i. Allocated $150,00 but, numbers were based on previous water main installation on Great Fields Road. ii. An additional $70,000 to $75,000 is needed to complete the project due to inflation and higher costs of materials. • Pond Parcel Funds • $35,000 a year is allocated from water department revenues to support purchase of the pond parcel. i. The Town Administrator put a hold on the funds and how they are utilized until The Board is comfortable with the intentions of how the parcel will be used. 12. For Your Information: N/A 13. Matters Not Reasonably Anticipated by the Chair • Commissioner Skidmore following up on the Joint Meeting with Conservation for hunting in the Punkhorns. • No joint meeting necessary. i. A petition was brought to the Town Meeting. ii. Town Meeting approved the petition. iii. All three entities that have ownership of the property have no changes in the language and how the parcel is being used. iv. The Administration wanted to confirm if there were any changes in the previous language from the previous vote in 2022. 14. Next Meeting: December 6th 15.
