AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF RICHLAND
HILLS, TEXAS; APPROVING AND ADOPTING A NEW
COMPREHENSIVE PLAN AND FUTURE LAND USE PLAN; PROVIDING
A SEVERABILITY CLAUSE; AND ESTABLISHING AN EFFECTIVE
DATE.
WHEREAS, the City of Richland Hills, Texas is a home rule municipality established
pursuant to the provisions of Article XI, Section 5 of the Texas Constitution and Chapter 9
of the Texas Local Government Code; and
WHEREAS, Chapter 213 of the Texas Local Government Code authorizes a city
council to adopt a comprehensive plan for the long range development of the City; and
WHEREAS, the City staff and council have worked diligently and received public input
on the new comprehensive plan, taking into account Richland Hills as it exists today and
visions for its future; and
WHEREAS, a public hearing was held on March 18, 2014 to receive input from the
public; and
WHEREAS, the Planning and Zoning Commission has reviewed and approved the
proposed comprehensive plan; and
WHEREAS, the City council finds that the proposed comprehensive plan represents a
long range plan suited for its vision of Richland Hills.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
RICHLAND HILLS, TEXAS:
SECTION 1.
The Comprehensive Plan attached hereto as Exhibit "A" and the Future Land Use
Plan Map attached hereto as Exhibit "B", are hereby amended as the Comprehensive
Plan for the City of Richland Hills.
SECTION 2.
PROVISIONS SEVERABLE
It is hereby declared to be the intention of the City Council that the phrases,
clauses, sentences, paragraphs, and sections of this ordinance are severable, and if any
phrase, clause sentence, paragraph or section of this ordinance shall be declared
unconstitutional by the valid judgment or decree of any court of competent jurisdiction,
such unconstitutionality shall not affect any of the remaining phrases, clauses, sentences,
paragraphs and sections of this ordinance, since the same would have been enacted by
the City Council without the incorporation in this ordinance of any such unconstitutional
phrase, clause, sentence, paragraph or section.

SECTION 3.
EFFECTIVE DATE
This ordinance shall be in full force and effect immediately after passage, and it is
so ordained.
