AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI , GRANTING AN
EXCLUSIVE FRANCHISE FOR THE OPERATION OF A LIMOUSINE SERVICE
AT THE JEFFERSON CITY MEMORIAL AIRPORT FOR A TERM OF FIVE
(5) YEARS TO YELLOW CAB CO. , DIVISION OF ROKIR, INC. , GARY
L. POWELL, MANAGER, HEREINAFTER REFERRED TO AS YELLOW CAB
CO. , UNDER THE SPECIFIED TERMS AND CONDITIONS.
WHEREAS, the City of Jefferson, Missouri, owns, operates
and controls the Memorial Airport of Jefferson City, Missouri,
located within the City Limits of Jefferson City, in Callaway
iCounty, Missouri, and
WHEREAS, the City of Jefferson, Missouri, presently is
receiving federally certificated commercial airline service
operated by Trans-Mo Airlines, Inc. , and
WHEREAS, the service rendered by Trans-Mo Airlines,
Inc. , is a regular and definitely scheduled regular route
service, and
WHEREAS, the City of Jefferson, Missouri, finds that it
is in the public interest that a scheduled surface transportation
service by motor vehicle should be made available between
all points within this City and the Jefferson City Memorial
Airport, in order that passengers boarding or deplaning
commercial airline flights at the airport may have available
regular terminal transportation service to and from the
airport, now, therefore:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI , AS FOLLOWS:
Section 1. The City of Jefferson, Missouri, hereby
grants and awards an exclusive franchise for a period of
five (5) years, commencing on the lst day of August, 1977 ,
and expiring on the lst day of August, 1982 , to Yellow Cab
Co. , to provide standby, on-airport limousine service for
the transportation of passengers and their baggage from the
Jefferson City municipal airport, under the following terms
and conditions :
(a) Yellow Cab Co. , on the 10th day of August of
each year during the term of the franchise shall pay the
City of Jefferson, Missouri, through its City Collector, the
sum of Fifty ($50. 00) Dollars as a tax for the privilege of
having and using said franchise. Upon receipt of said sum,
the City Collector shall issue Yellow Cab Co. a license to
initiate or continue operations under the franchise for a
further period of one (1) year until the term of the franchise
expires.
(b) The public transportation service authorized
to be operated under this franchise shall be designated and
11known as the "Airport Limousine" service.

(c) Each commercially scheduled airplane landing f
® Ilat the Jefferson City Memorial Airport shall be met by a
1skilled, sober, reliable and courteous driver, who shall be
;!clean shaven and cleanly clothed in suitable attire, with a
mechanically safe and clean motor vehicle suitable for the
;transportation of the passengers, their baggage and personal
'effects from the airport.
(d) Yellow Cab Co. shall have and keep on file
with the City Clerk of said City a Certificate of Public
jziability and Property Damage Insurance in the minimum
amount of $10,000. 00 for injury for death to any one person,
$20,000.00 for injuries or deaths from any one accident, and I
$5, 000. 00 property damage from any one accident. Such
insurance coverage shall be effective during the entire term
of the franchise.
(e) The fares to be charged, paid and collected
for use of the Airport Limousine service shall be as follows:
80' for the first one-fourth (1/4) mile and 60�
per mile thereafter per passenger between the
airport and any point in Jefferson City; each
additional passenger will be charged at the
rate of 25� per passenger.
The same rates would apply for passengers traveling
beyond any point located inside the City Limits of
Jefferson City, Missouri.
(f) The City of Jefferson, Missouri, by Ordinance,
ill prohibit the operator and driver of any other taxicab
rom rendering so-called "standby, on-airport, without call"
axicab service for the purpose of obtaining fares and will
se reasonable diligence and effort to enforce observance of
nd compliance with the Ordinance, but other taxicab companies
hall be authorized to transport passengers and their baggage
rom points within this City to the Memorial Airport, and
urther to call for and pick up passengers at said Airport,
nd further to call for and pick up passengers at said
irport upon dispatch after a specific call from a prospective
assenger who has ordered or requested such taxicab service.
Section 2. Yellow Cab Co. shall have five (5) days
rom the date of the passage and approval of this Ordinance
o accept the Airport Limousine Service Franchise under all
erms and conditions hereinabove listed.
Section 3. This Ordinance shall take effect and be in
full force on the 1st day of August, 1977 , if the Franchise

ACCEPTANCE OF FRANCHISE
Now, on this ,-43 NO day of , 1977 , and
within five (5) days from the passage and approval of Ordinance
No. Yellow Cab Co. does hereby accept the
Franchise granted to it by the City of Jefferson, Missouri,
under the terms of the above-numbered Ordinance.
