HomeMy Public PortalAboutORD09021 i BILL NO. l INTRODUCED BY COUNCILMEN Borgmeyer, Hartsfield, & Wi.ldhaber ORDINANCE NO. !!� AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, REPEALING 1; ORDINANCE NO. 8425 OF THE CITY, PROVIDING FOR THE DIVISION OF THE CITY INTO FIVE (5) WARDS, AND FOR REPRESENTATION TO THE CITY COUNCIL, AND ENACTING A NEW ORDINANCE RELATING TO THE SAME SUB- JECT. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. Division of City into Wards. The City of Jefferson, Missouri, is hereby divided into five (5) wards, which shall be named the First Ward, the Second Ward, the Third Ward, the Fourth Ward, and Fifth Ward respectively. ' Section 2. First Ward Boundaries. The First Ward shall be bounded as follows: Beginning in the center of the Missouri Rive at a point on the extension northerly of the westerly line of Private Survey #2680; thence southerly along the said northerly .f extension and the westerly line of Private Survey #2680 to the northeasterly corner of Section 22, Township 44 , Range 11; thence southwesterly in a direct line to the southerly right-of-way line of U. S. Route 50 at Station 225+00 (Mo. Project F-1 (12) ; thenc i westerly along the southerly right-of-way line of the aforemen- tioned U. S. Route 50 to the southerly line of Section 21, Town- ship 44 , Range 11; thence northerly parallel to the easterly !; line of said Section 21 to the centerline of U.S. Route 50; thenc westerly along the centerline of U.S. Route 50 to the centerline of Clark Avenue; thence southerly along the centerline of Clark Avenue to the centerline of East Dunklin Street; thence westerly along the centerline of East Dunklin Street to the centerline of Jackson Street; thence northerly along the centerline of Jackson Street to the centerline of East Miller Street; thence easterly along the centerline of East Miller Street to the centerline of Marshall Street; thence northerly along the centerline of Marshall Street to the centerline of East McCarty Street; thence easterly along the centerline of East McCarty Street to the centerline of Lafayette Street; thence northerly along the centerline of Lafayette Street to the centerline of East Capitol Avenue; thence easterly along the centerline of East Capitol Avenue to the centerline of Riviera Street; thence easterly along the center- line of Riviera Street to the centerline of Sullivan Street; thence northerly along the centerline of Sullivan Street and the northerly extension thereof to the center of the Missouri River; thence southeasterly along the center of the Missouri River to the point of beginning. Section 3. Second Ward Boundaries: The Second Ward shall be bounded as follows: Beginning in the center of the Missouri River at a point on the extension northerly of the centerline of Sullivan Street; thence southerly along the said northerly ex- tension and the centerline of Sullivan Street to the centerline of Riviera Street; thence westerly along the centerline of Riviera Street to the centerline of East Capitol Avenue; thence westerly along the centerline of East Capitol Avenue to the cente - line of Lafayette Street; thence southerly along the centerline of Lafayette Street to the centerline of East McCarty Street; thence westerly along the centerline of East McCarty Street to the centerline of Marshall Street; thence southerly along the centerline of Marshall Street to the centerline of East Miller Street; thence westerly along the centerline of East Miller Street to the centerline of Jackson Street; thence southerly along the centerline of Jackson Street to the centerline of East Dunklin Street; thence westerly along the centerline of East Dunklin Street to the centerline of Madison Street; thence southerly along the centerline of Madison Street to the center- line of U.S. Highway 54 ; thence northwesterly along the center- line of U. S. Highway 54 to the center of McCarty Street; thence westerly along the centerline of McCarty Street to the centerline of Fulkerson Street and Industrial Drive; thence westerly along the centerline of Industrial Drive to the centerline of Argonne Street; thence northerly along the centerline of Argonne Street to the centerline of West McCarty Street; thence westerly along the centerline of West McCarty Street to the centerline of Vista Road; thence northerly along the centerline of Vista Road to the centerline of West Main Street; thence easterly along the centerline of West Main Street to the centerline of Hamlin Street 2 - s thence northeasterly along the centerline of Hamlin Street and the extension northeasterly of the centerline of Hamlin Street to the center of the Missouri River on the county line between Cole County and Callaway County, thence northwesterly along and with the center of the Missouri River to a point on a line that lies perpendicular to the centerline of the Missouri River which ex- tends to the intersection of the north bank of the Missouri River and the east bank of Turkey Creek (formerly Cedar Creek) ; thence perpendicular to the centerline of the Missouri River to the in- tersection of the north bank of the Missouri River and the east bank of Turkey Creek (formerly Cedar Creek) ; thence northeaster) along the east bank of Turkey Creek (formerly Cedar Creek) ; to the corporate limits of Cedar City, Missouri; thence along the corporate limits of Cedar City, Missouri, in a counterclockwise direction to a point that lies 200 feet, northerly of the pre- sent U. S. Route 63 and on the east bank of Turkey Creek (for- merly Cedar Creek) ; thence northerly and easterly along the east and south banks of Turkey Creek (formerly Cedar Creek) to its intersection with the south bank of the Halifax Diversion Channel thence southeasterly along the south bank of the Halifax Diver- sion Channel, to its intersection with the top of the bluff, said intersection being approximately 300 feet east of the centerline of U. S. Route 54 and approximately 900 feet north of the center- line of the M. K. & T. Railroad; thence continuing southeasterly along the toe of the bluff, to the north-south quarter-quarter section line in the west half of Section 11, Township 44 North, Range 11 West; thence southerly along the quarter-quarter sec- tion lines of Section 11, 14 , and 23, of Township 44 North, Range 11 West, to the centerline of the Missouri River; thence south- easterly along and with the centerline of the Missouri River to the point of beginning. Section 4. Third Ward Boundaries: The Third Ward shall i be bounded as follows: Beginning at a point where the centerline of the Missouri River is intersected by the northeasterly exten- sion of the centerline of Hamlin Street; thence southwesterly along said extension and the centerline of Hamlin Street and the southwesterly extension of said centerline to the centerline of West Main Street; thence westerly along the centerline of West 3 - A Main Street to the centerline of Vista Road; thence southerly along the centerline of West McCarty Street; thence easterly ANVIL along the centerline of West McCarty Street to the centerline of Argonne Street; thence southerly along the centerline of Argonne Street to the centerline of Industrial Drive; thence westerly along the centerline of Industrial Drive to the centerline of southerly extension of the centerline of Forest Hill; thence southerly along the southerly extension of Forest Hill centerline to the centerline of U. S. Route 50; thence westerly along the centerline of U. S. Route 50 to the centerline of Schellridge Road; thence northerly along the centerline of Schellridge Road to the centerline of Country Club Drive; thence westerly along the centerline of Country Club Road to the centerline of North Ten Mile Drive; thence southwesterly along the centerline of North Ten Mile to the centerline of U. S. Route 50; thence westerly along the centerline of U. S. Route 50 until its intersection with the corporate limits; thence along and with the corporate limits as defined in Ordinance No. 8989, by the shortest route to the point of beginning. Section 5. Fourth Ward Boundaries: The Fourth Ward shall be bounded as follows: Beginning at a point where the centerline of U. S. Route 50 is intersected by the corporate city limits; thence easterly along the centerline of U. S. Route 50 until its intersection with the centerline of North Ten Mile Drive; thence IWO northeasterly along the centerline of North Ten Mile Drive to the intersection of Country Club Drive; thence easterly along the centerline of Country Club Drive to the centerline of Schell- ridge Road; thence southerly along the centerline of Schellridge Road to the centerline of U. S. Route 50; thence easterly along the centerline of U. S. Route 50 to the southerly extension of th centerline of Forest Hill; thence northerly along said extension to the centerline of Industrial Drive; thence easterly along the centerline of Industrial Drive to the centerline of McCarty Street ; thence easterly along the centerline of McCarty Street to the ecenterline of U. S. Highway 50, 54, & 63; thence southerly along the centerline of U. S. Highway 54 to its intersection with the westerly extension of the extended centerline of John Street; 4 thence easterly along said westerly extension and the centerline fof John Street to the centerline of Monroe Street; thence north- erly along the centerline of Monroe Street to the centerline of Russell Street; thence easterly along the centerline of Russell Street and the extension thereof, to the centerline of Lafayette Street; thence southerly to the center of the intersection of Ellis Boulevard and Tanner Bridge Road; thence southerly along the center of Tanner Bridge Road to the corporate city limits line; thence along and with the corporate city limits, as de- fined in Ordinance No. 8989, by the shortest route to the point of beginning. Section 6. Fifth Ward Boundaries: The Fifth Ward shall be bounded as follows: Beginning at a point where the centerline of Madison Street is intersected by the centerline of Dunklin Street; thence southerly along the centerline of Madison Street to the centerline of U. S. Route 54; thence southerly along the centerline of U. S. Route 54 to its intersection with the west- erly extension of the extended centerline of John Street; thence easterly along the westerly extension and the centerline of John Street to the centerline of Monroe Street; thence northerly aloe the centerline of Monroe Street to the centerline of Russell Street; thence easterly along the centerline of Russell Street, and the extension thereof, to the centerline of Lafayette Street; thence southerly to the center of the intersection of Ellis Boulevard and Tanner Bridge Road; thence southerly along the centerline of Tanner Bridge Road to th.e corporate city limits line; thence along the corporate city limits line, as defined in Ordinance No. 8989, by the shortest route, to the intersection of the southerly line of Section 21, Township 44, Range 11, and the southerly right-of-way line of U. S. Route 50 (Mo. Project F-1 (12) ; thence northerly parallel to the easterly line of Section 21 to -the centerline of U. S. Route 50; thence westerly along the centerline of the aforementioned U. S. Route 50 to the centerline of Clark Avenue; thence southerly along the center- line of Clark Avenue to the centerline of East Dunklin Street; thence westerly along the centerline of East Dunklin Street to the centerline of Madison Street, to the point of beginning. Section 7. Representation of Wards. Each of the above .. 5 - Wards shall be entitled to two (2) representatives in the City council who shall be elected thereto in the manner provided by law. Section 8. Present Councilmen. Each councilman, as of the effective date of this ordinance, shall continue to hold office and represent the ward in which he resides until his successor shall have been elected and qualified. Section 9. Repeal Clause. Ordinance No. 8425 of the City of Jefferson, Missouri, is, and the same is hereby, repealed. Section 10. Effective Date.
