ORDINANCE NO. o AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI , FIXING THE SALARIES OF CITY APPOINTIVE OFFICIALS AND EMPLOYEES, AND REPEAL- ING SECTIONS 2 THROUGH 11 OF ORDINANCE NO. 8503 OF THE CITY, AND ALL OTHER ORDINANCES OF THE CITY, OR PARTS THEREOF, IN CONFLICT EREWITH. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, ISSOURI , AS FOLLOWS: Section 1. Advancement of Employees Within a Department. ith the exception of merit system employees, any Department Head of the City may, at any time, recommend to the Accounts, Claims and Personnel Committee that an employee be advanced to the next tep. If the Council approves such recommendation, the employee hall be advanced accordingly and compensation shall. thereafter be paid the rate set forth for that step. No employee shall rdvance more than one step in the pay schedule during any pay period. The City Clerk shall refuse payment of any advance until �uthorized by the Council, and no authorization shall be retro- �ctive. Requests for raises for merit system employees shall be approved by the Police Personnel Board prior to being presented o the Council for its approval. No increase for merit system PP Y mployees shall be effective until approved by the Council. , Section 2. Hiring of Employees �y Department Heads. Each epartment Head must secure Council approval prior to hiring any mployee, regardless of the Department, and the salary is to be 1�d in the salary range established by steps within. the bracket or which he is being hired, and the City Clerk shall refuse ayment until authorized. Section 3. Compensation of Appointive Employees. Clothing Allowances. Each member of the Police Department shall receive forty ($40.00; dollars per month as a uniform allowance; each member of the Transit Authority shall receive twenty-five ($25. 00) dollars per month as a uniform allowance; and each member of the Parking Garage Attendants and the Parking Authority Meter Clerks shall receive thirty ($30.00) dollars per month as a uniform allowance. Section 5. Holiday P X. The Chief of Police and the Fire Chief shall receive, as holiday pay, an amount equal to their salary calculated on a daily baois for each and every holiday declared as such by Ordinance, and on which they work. Section 6. Municipally Owned Vehicles. All municipally wned vehicles shall be used in the performance of official City duties only. Section 7. Repeal Clause. Sections 2 through 11 of Ordinance No. 8503, and such other Ordinances or parts of Ordinances as are in conflict with this Ordinance, are ereby declared to be repealed. Section 8. Effective Date. Upon its passage and approval this Ordinance shall take effect and be in force as of November 1, 1977. HYDER MAYOR 4b TO THE CITY CLERK and MEMBERS OF THE CITY COUNCIL: I am returning herewith Bill # 60 which I have vetoed. By a letter to each Member of the City Council I indicated necessary changes and I have been advised by at least two Members of the Council that they were unwilling to modify the Bill by unanimous consent. The Bill, in its present form, contains errors to which all have agreed, and the Sponsor of the Bill has concurred in this veto, with the request that the Committee involved modify their recommendations and present a new Bill, which would include the necessary changes .
