I AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, FIXING THE SALARIES AND EXPENSE ACCOUNTS OF CITY ELECTIVE AND APPOINTIVE OFFICIALS AND EMPLOYEES, AND REPEALING ORDINANCES 8604 , 8714 , 87159 X18930 AND 9048, OF THE CITY, AND ALL OTHER ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH. BE IT ORDAINED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI , AS FOLLOWS: Section 1. Compensation of Elective Officials. The following named elective officers of the City of Jefferson, Missouri, shall receive the following compensation for the performance of their duties, and, as specifically allowed herein, the following expense accounts to defray expenses incurred by them in the performance f their official duties : (1) The Mayor shall receive the sum of $200 .00 per onth as salary, and''in addition thereto, shall receive $125.00 er month as an expense account. (2) The City Attorney shall receive the sum of $600 .00 �er month as salary,and i ddition thereto, shall receive $300.00 per month as an expense account. 3 The Police Judge shall receive the sum of $7,500.00 per year as salary. (4) The City Treasurer shall receive the sum of $100.00 per month as salary, an—T-in addition thereto, shall eceive $75.00 per month as an expense account. (5) The City Assessor shall receive the sum of $10,200.0 er year as salary an -05.00 per month as an expense account. n addition thereto, he shall receive a sum not to exceed $4 ,000 .00 nnually for payment of such additional part time help as the ity Assessor shall require in the efficient operation of his 1 ffice. (6) The City Collector shall receive the sum of 13,000.00 per year as salary, and in addition thereto the City 1 o ector shall receive, on delinquent taxes, a sum equal to four (4%) per cent of the amount of all delinquent taxes plus interest 1hereon, which amount shall be added to the amount owed by the �_elinquent taxpayer and collected from the person paying said elinquent taxes. (7) Each City Councilman shall receive the sum of }$75.00 per month as salary, and in—addition thereto, shall receive 125. 00 per month as an expense account. I i I i Section 2. Advancement of Employees within a Department. With the exception of merit system employees, any Department Head I of the City may, at any time, recommend to the Accounts, Claims and Personnel Committee that an employee be granted a salary increase. If the Council approves such recommendation, the employee shall be advanced accordingly and compensation shall thereafter be paid at the rate so set forth. The City Clerk shall refuse payment of any salary increase until authorized by the Council, and no authorization shall be retroactive. Requests for raises for merit system employees shall be approved by the Police Personnel Board prior to being presented to the Council for its approval. No increase for merit system employees shall be effective until approved by the Council. Section 3. Hiring of Employees !�X Department Heads . Each Department Head must secure Council approval prior to hiring any employee, regardless of the Department, and the salary is to be within the salary range established for the position for which he is being hired, and the City Clerk shall refuse payment until authorized. Section 4. Compensation of Appointive Employees . Due to the spiral rise in all purchasable products, a six (6%) per cent cost of living increase is hereby granted to all regular City employees (except Elected Officials) . This is in addition to salaries otherwise established.zxxdxdxxaxxaxXoxxBS$dxozxokkxa QXdiRRXRR%X Section 5. Health Insurance. The City shall pay for all regular City employees, elected and appointed, the cost of an individual membership in the High Option Blue Cross-Blue Shield Health Insurance Program sponsored by the Missouri Municipal League. Section 6. Expense Accounts for Appointive Employees. The named appointive employees shall be authorized monthly the following expense accounts : Sewer Commissioner 75.00 Director of Public Works 90.00 Director of Planning and Code Enforcement 100.00 -2- i' Civil Defense Director 100.00 Transit Authority Manager 75.00 Environmental Sanitarian 100. 00 Restaurant Inspector 100.00 Planner 50 . 00 Section 7. Mileage Reimbursement. Subject to Council pproval, Department Heads may authorize mileage reimbursement on quarterly basis at the rate of fifteen (150) cents per mile to hose employees using their privately owned vehicles for City usiness, excluding travel from and to their place of residence. Employees selected to participate in this program shall submit uarterly a detailed accounting of their mileage to the Council. Section 8. Clothing Allowances. Each member of the Police epartment shall receive Forty-Five ($45.00) Dollars per month as uniform allowance; each member of the Transit Authority shall receive Twenty-Five ($25.00) Dollars per month as a uniform allowance; and each member of the Parking Garage Attendants and he Parking Authority Meter Clerks shall receive Thirty-Five ($35. 00) Dollars per month as a uniform allowance. Section 9. Holiday Pay. All employees of the Police and ire Departments shall receive as holiday pay, an amount equal to heir salary, calculated on a daily basis, for each and every oliday declared as such by Ordinance. Section 10. Municipally Owned Vehicles. All municipally wned vehicles shall only be used in the performance of official ity duties. 8930 Section 11. Repeal Clause. Ordinances 8604 , 8714, 8715/and 048, and such other Ordinances or parts of Ordinances as are in conflict with this Ordinance, are hereby declared to be repealed. Section 12. Effective Date.
