Committee Members Present: Dave Petty, Paul Christensen, Terry Edvalson,
Donna Bush, Larry Hauder and (Steve Johnson arrived 6:21).
Staff Members Present: Kurt Wolf and Stefanie Bork
Welcome- Dave Petty, chairperson, at 6:03 called the meeting to order.
Public Comment- No public comment
Agenda Review & Updates- None
Introduction of Guests: Brian Parker, McCall City Planner (P&Z) & Tim Davis
Developer Black Bear Condos, Rachel & ferry Ikola.
Review Minutes: August 2021 minutes were reviewed, Terry motioned to approve,
seconded by Paul Christian, ail were in favor.
Business:
1. Parks Requirement Black Bear Condos PUD21 - Tim Davis, general
contractor and developer for the new Black Bear Condo Application spoke to
meeting his parks requirement for the development on Thula. The
committee's previous recommendation was a pathway connection from
Thula to connect to current city pathway. Tim mentioned a neighbor has
concern of the pathway development since they currently use the city owned
property as a driveway. Tim is willing to work with his neighbor and try to
make accommodates for them. Paul voiced concern and asked who would be
responsible for snow removal and maintenance of the additional paved
section if accommodations are made for the neighbor by paving an additional
driveway area for them. Kurt spoke that if the pathway is developed the
parks crew would maintain it for snow removal. Committee recommendation
to P& Z and Council: Steve motioned to accept and develop the pathway
connection to city pathway standards connecting Thula to the E. Railroad
path. Additionally the committee would like long term maintenance of the
path considered and additional funds in-Iew amount considered for the value
of 3/4 park acreage vs the value of the pathway and current market
assessment. Seconded by Larry. All were in favor.
2. Cheap Thrills Concessional Use Agreement- Cheap Thrills owners Chuck
and Peggy Whitescarver currently hold the agreement with the City for
concessional use at Legacy Park and public boat ramp. Rachel and Jerry !kola
will be taking new ownership. Council will meet and transition titled
ownership from current to new owners on October 21st meeting. Staffs'

recommendation is to renew the current permit for 3-5 years pending Park
and Rec Committee member feedback while we are in the current Large
Concessionaire proposal window. Terry motioned the Cheap Thrills
concessional permit be renewed for a three-year term for the start of 2022
boating season, voiding the current permit with an increase in annual
concession fees to $10,000 fee and CPI increase. Steve seconded; all were in
favor. Rachel spoke to wanting to be good ambassadors for the City of McCall
and Parks and Recreation.
3. Large Concession Proposal Payette Pedal Party- Kurt mentioned this is
just a quick review and the official proposal will be reviewed, and
recommendation made to council in November or December. Dave has
concern over the current rate of 1.5% which is low when compared to
Marina rate of 4%. Terry mentioned concern of the level of noise associated
with music and guests on the pedal boat, Kurt said this would apply to lake
ordinance. Terry also asked for docking locations and if they have spoken
with the Ponderosa State Park. Kurt gave a brief visual overview with the
virtual planner map of public dock locations. Larry spoke to continue to focus
north of the marina as a non- motorized area and protecting that area, Donna
agreed. Stefanie will communicate comments from committee and relay to
applicant prior to official proposal. Kurt mentioned, applicant is also
investigating private partnership opportunities with Mile High Marina or
Payette Lake Cruises which would eliminate City involvement. Committee
would like the above comments considered by the applicant.
4. PRAC Annual Report -Dave Presented to Council no further questions were
asked of the committee.
5. Masterplan Update- RFP draft has been reviewed by staff and committee
and final draft is in progress to be released November 1St. Kurt asked if
Committee liked the PROS title of Parks and Recreation and Open Space plan.
All agree to this change.
6. Waterfront Update- Stefanie invited committee members to the October
28th Mill Whistle Wins and Whistle event to recognize MRA board and the
first blast of the Mill Whistle installed at Brown Park. Following the small
event at Legacy Kurt will give a brief tour of current progress of Brown Park
if Committee members would like to attend. Play equipment has been

delivered however the custom piece is delayed from manufacture at this
time.
7. Recreation Update- Stefanie shared the fall programing scheduled and the
October events Witches on Water, Oct 30 and Trunk or Treat the 31st with
currently 17 sign-ups. Kurt and Stefanie enjoyed the NRPA conference in
Nashville and attended several sessions beneficial on city growth, equity,
master planning and staffing.
8. Parks Update- Parks shop has broke ground and Eddie and staff are working
hard on cutting costs where appropriate. Steel building foundation drawings
have been received and are now with Ratio. Kurt said we are on schedule for
concrete on the ground this fall. Erecting the building will take place
February or March of 2022.
9. Next Agenda Items: Masterplan Update, Department Updates, WIF GRANT,
