Hart, Secretary Chairman Sobkoviak called the meeting to order at 7:00 p.m., and led the pledge to the flag. Roll call was taken, the Park and School District representatives were absent. There were no minutes. PLANNING AND DEVELOPMENT COMMITTEE REPORT: Planner Waldock gave the Development Committee report, stating that Lane Kendig's Plans Three and Plan Five were very close to the same, and the joint meeting felt that something of them both would be the actuality. OLD BUSINESS: NEW BUSINESS: CASE NO. 464- 092994.FP RENWICK POINTE UNIT 2 Planner Waldock summarized his report as follows: The Final Plat for Unit 2 is the continuation of Renwick Pointe and includes 26 Single- family homesites. The total number of lots in Renwick Pointe will reach 64 homesites. The improvement to Renwick Pointe Unit 2 will include the upgrading and reconstruction of Howard Avenue between Ruben and Feeney. It will also include the improvement of Feeney Avenue between Howard and Dan O'Connell. Dan O'Connel Drive improvements are being constructed by the adjoining developer. The Preliminary Plat for Renwick Pointe was approved by the Village on May 21, 1990. The Preliminary Plat included 62 Single- family residential lots. An amendment tothe existing Annexation Agreement for the subject property has been approved to allow a reduction in lot width from 85 ft. minimum required by ordinance to 77.5 ft. This slight reduction in lot width will allow the establishment of two more single - family homesites within the subdivision, without reducing lot areas below the 12,000 sq. ft. minimum requirement. Staff has supported this width reduction proposal in that it allows the Village to assess a $1000 per lot impact fee. This impact fee would not otherwise be available without the width reduction. Therefore the Village will benefit from $26,000 of impact fee revenue that otherwise would not have been generated. No major issues are associated with this subdivision plat. The Final Plat is consistent with provisions of the original Preliminary Plat approvals. Therefore Staff would have no objection to the approval of the Final Plat for Renwick Pointe Subdivision Unit 2 as proposed. PLAN COMMISSION MINUTES � / January 17, 1995 Page 2 H. Hamilton summarized his lotterof|anuary16. 1995. The plat shows lO ft. side yard easements, and Village code required 15 ft. Easement isshown for sanitary sewer in front yards, along Howard must be in right-of-way. The Village will not accept two sets of water and sewer lines on Dan O'Connell. Services can be brought across from the west side ofDan ()'Connel I to service this unit. Dan O'Connell is not yet constructed and said services will need to be brought across prior to the road building season. With Unit One, the detention pond was sized and storm sewer calculations we made for the entire site, Unit Two has been prepared b«adifferent engineer, this new engineer has increased the size ofthe detention, but ho also changed the overland release point, which i»not acceptable, and must be changed back to the original release point. Planner Naldockcontinued his summary by recommending approval of the Final Plat for Renwick Pointe Unit 2 subject to the following stipulations: 1. Compliance with the requirements of the Village Engineer. 2. Comply with provisions of the Amended Annexation Agreement as approved. ]. Provide payment of Impact Fees as proposed in the Amended Annexation Agreement at the time of Building Permit issuance for each lot. 4. All Stipulations must be in compliance before the case goes to the Village Board The Plan Commission discussed the placement Of the storrnvvat8r release (1OOy8ar),which was said to be in the rear ofthe lots, then on to Feeney and ultimately on to Lily Cache. There were no questions from the audience. The Fire Department had no questions. After ashort discussion/ W. Manning made notion to recommend to the Village Board, the approval of the Final Plat for Renwick Pointe #2 subject to the four stipulations in the Planner's report. Seconded by R.9molich. CASE NO. 468-112994.FP CAMBRIDGE PLACE OF PLAINFIELD (THE RESERVE) Planner Wadock summarized his report as follows: The Final Plat for Cambridge Homes will accommodate the entire townhouse section of the Ke*onxe Subdivision. The Reserve Subdivision is located along both sides of R1. 120/ just west of 1'55. The Preliminary Plat and Site Plan Review were approved by the Village Board on October 3/ 1994. The Plat will provide for twenty-five 4 unit buildings. This will achieve lOO units aspreviously approved. The Final Plat is consistent with provisions and stipulations Of the Preliminary Plat and Site Plan approvals. No major issues are associated with this request. Staff therefore, has no objections to the approval Of the Final Plat as proposed. PLAN COMMISSION MINUTES January 17, / Page The original Preliminary Plat and Site Plan Review stipulations were as follows: l. Compliance with the requirements of the Village Engineer. 2. Compliance with provisions of the Plainfield Fire District. 3. Lot 14 is to be limited to Building Type Two (the smaller of the two types), and has been complied with. 4. All exterior lighting shall be consistent with Plainfield public street lighting systems standards for Cambridge Circle, and parking lot lighting shall be ofapedestrian scale similar ortypical to Single-family residential styles. This stipulation has been complied with also. 5. Provide dunnpytes or alternate trash collection plans for central area home sites. If durnpstem are provided, atuash enclosure achieving 100% visual screen is mandatory. This stipulation has been complied with. BFI has said they will pick up the garbage as standard curb side pickup. It should be noted that the TOPE Corporation, the developer of the Reserve Subdivision, will be responsible for construction of all off site public improvements, including utility extensions along 135th Street and Material Service Corporation property, water main looping along Rt. 126 from Ash Street, tothe subject site and street improvements to Hunt Club Lane adjoining the Cambridge site and the intersection with R1. 126. The cost of these improvements must be covered by a Lotter Of Credit, prior to Village signatures and release of the Cambridge Final Plat. Of[ site public improvements must be operational prior to occupancies in Cambridge. Again coordination and cooperation between TOPE and Cambridge will be needed to complete this project. No major issmes are associated with this request. Staff therefore, has no objections to the approval of the Final Plat as proposed, subject to the following stipulations: 1 . Compliance with the requirements of the Village Engineer. 2. Compliance with provisions of the Plainfield Park and Fire District. 3. Provide off site water main looping along Rt. 125 between the subject site and Ash Street as required in the Preliminary approvals. This stipulation must be completed prior to occupancy of the town house units. 4. Complete construction of Hunt Club Lane with curbs, gutters, street signs, street lights, and a paved street surface, prior to occupancy of townhouse units. 5. All necessary offsite utility improvements must be complete and operational prior to occupancy of townhouse units. 6. The Village shall not sign Final Plat record documents until sufficient Letters of Credit are provided for all public improvements, including water main looping along pt. 126, sewer lift station, and off site extensions along 1]5th Street and Material Service property and public street improvements for Hunt Club Lane have been provided. 7. All Stipulations that can be, must be in compliance before the case goes to the Village Board PLAN COMMISSION MINUTES January 17, 1995 Page 4 The Plan Commission discussed the parking for the site and the landscape plantings along Rt. 126. Commissioner Smolich requested the use of Keystone blocks rather than railroad ties in the landscape berms in the area, wherever possible. At the time of the vote, the developer did agree to look into the blocks. H. Hamilton, Village Engineer felt that the issues on this relate to The Reserve, not to Cambridge. The Reserve has proposed to put a single sanitary sewer pump station central in their site (on Rt. 126) that would pump up along the Material Service property to 135th Street. The developer wants to put in two lift stations rather than one. If they use two lift stations, the Engineer wants one on 143rd Street to serve a regional purpose. The Fire Department felt that their concerns had been addressed. After a short discussion, R. Schinderle made a motion to recommend to the Village Board, the approval of the Final Plat for Cambridge Homes at the Reserve subject to the stipulations of the Staff. Seconded L. Kachel.
