Chairman Sobkoviak called the meeting to order at 7:00 p.m., and led the pledge to the flag. Roll
call was taken, the Park, Library and School District representatives were absent. The January 7,
1995 and the January 17, 1995 minutes were approved as presented.
PLANNING AND DEVELOPMENT COMMITTEE REPORT:
Planner Waldock gave the Development Committee report, he was expecting a vote on the Zoning
Ordinance at the next meeting.

WALKER'S GROVE UNIT 4
Planner Waldock summarized his report as follows: The subject site is located on the west side of
Rt. 30 and north of 135th Street. This is the forth unit of nine units. The Preliminary Plat for
Walker's Grove Subdivision was approved on August 16, 1993. The Subdivision is approved for
485 single- family lots. Minimum lots sizes on the Preliminary Plat ranged from 10,000 sq. ft. as a
minimum to over 15,000 sq. ft. Average lot area was approved at 11,700 sq. ft. The Final Plat for
Unit Four is commensurate with the Preliminary Plat approval. Unit Four has frontage on U.S. Rt.
30, therefore state approval in the form of a signature on the Plat will be required. There are no
major issues associated with the Final Plat for Unit 4. There are some outstanding IDOT approvals
that would be required, and the developers are working on that at this time. The Village has
approved the engineering as far as storm drainage and street design. Although, there is some
concern with rear yard storage areas, the Village is working with the developer. Unit Four included
69 Single- family homesites. Previous approvals were 26 for Unit One, 94 for Unit Two and 30 for
Unit Three. This unit has frontage along U.S. Rt. 30. Therefore IDOT approvals will be necessary
in accordance with state statutes. However, no permanent access will be provided to U.S. Rt. 30.
It is anticipated that a temporary construction access may be utilized through Unit Four to service
the subject subdivision. The Village Engineer is working with the developers to coordinate the IDOT
approvals for the subdivision. This process must be completed prior to Village Board consideration
of the Final Plat. Staff recommends approval of the Final Plat for Walker's Grove Unit Four subject
to the following stipulations:
1. Comply with the requirements of the Village Engineer.
2. Comply with the requirements of the Illinois Department of Transportation.
3. Comply with the provisions of the Plainfield Fire Protection District.

4. Comply with the provisions of the Annexation Agreement for the subject site.
Complete IDOT approvals prior to Village Board consideration.
6. All stipulations must be met before the case goes to the Village Board.
The discussion of the Plan Commission included, the water on the Walker's Grove School parking
lot, and the fact that the Walker's Grove Subdivision takes some of the water from the school site.
There was question by new Plan Commission members, concerning the many stipulations of the
Engineer, and possible problems that may occur because of passage by the Plan Commission before
they are met. The Commissioners were assured that the case will not go to the Village Board, before
the Engineers stipulations are all met, and that the Plan Commission approval is valid for one year.
One Commissioner asked about the berm along Rt. 30.
A. Fry said there was a planting plan for the berms, similar to Tamarack, he said that they were
seeded already, when asked who would be responsible for them, he answered that the Homeowners
Association.
After a short discussion, R. Schinderle made a motion to recommend to the Village Board, the
approval of the Final Plat for Unit Four of Walker's Grove subject to the stipulations of the Planner.
Seconded L. Kachel. Vote by roll call: R. Smolich, yes; L. Kachel, yes; R. Schinderle, yes; A.
Anderson, yes; J. Sobkoviak, yes. Motion carried. 5 yes 2 absent.
CASE NO. 471- 012495.FP DEAN'S PLAT OF CONSOLIDATION
Planner Waldock summarized his report as follows: The subject site in this case is 625 Joseph
Avenue, adjoining the south end of Lot 15 of Quail Run Subdivision. Lot 15 is the stormwater
detention pond for Quail Run and Pheasant Chase Subdivisions. Lot 15 has vacant open space in
the southwest portion of the tract. The Deans have been mowing and maintaining this dry, grassy
area for the last few years. They wish to purchase .867 acres of Lot 15 from Gus Damis, the current
owner and developer of Quail Run Subdivision. Rather than establish a second buildable lot from
this property transfer, the Deans wish to consolidate the vacant acreage with their existing homesite
(Lot 89 of Pheasant Chase Subdivision).
The Plat of Consolidation maintains a 26 ft. access area from the end of Joseph Avenue to the storm
pond site. The plat does not appear to interfere with stormwater detention in that public utility and
drainage easements are maintained over the entire .867 acre tract that is to be acquired by the
Deans. Therefore, no new construction would be allowed in this area that would interfere with the
stormwater management system. No major issues are associated with this request. Therefore, Staff
has no objection to the plat of consolidation as presented.
After a short discussion, A. Anderson made a motion to recommend to the Village Board the
approval of the Final Plat for Dean's Plat of Consolidation at 625 Joseph Avenue. Seconded R.
Schinderle. Vote by roll call: R. Smolich, yes; L. Kachel, yes; R. Schinderle, yes; A. Anderson,
yes; J. Sobkoviak, yes. Motion carried. 5 yes 2 absent.
