Schinderle W. Manning A. Anderson ALSO PRESENT: P. J. WaIdock, Village Planner Library District representative Fire District representative J. Durbin, Planner S. Hart, Secretary Chairman Sobkoviak called the meeting to order at 7:30 p.m., Roll call was taken, the School District representative was absent. The March 21, 1995 minutes were approved as amended, the Secretary was directed to verify the vote on page 5. PLANNING & DEVELOPMENT REPORT: There will be some new appointees to the Building & Development Committee, May 1, 1995, when the new Trustees are sworn in. Planner WaIdock congratulated Trustee elect R. Smolich for the record. Ray will be taking over his seat on the Village Board, on the first meeting in May. At that time the Mayor should also announce any new appointments to the Plan Commissioners as well. There have been some negotiations with Centennial Farm. There will be acouple workshops coming up on May 8, regarding Centennial Farm, and Krakora Farm; and on May 22, MAP (Sweetwood) is scheduled for further discussion. OLD BUSINESS: NEW BUSINESS: SLOWIK COUNTY CASE IN WOLF CREEK INDUSTRIAL PARK Planner Waldock summarized his report as follows: Paul and Mary Jo Slowik are contract purchasers of property located at 12055 S. Spaulding School Drive (Lot 28 Wolf Creek Industrial Park). The site is located within a mile and one half of the Villages boundaries, as such Will County Zoning Regulations require applicants for Special Use Permits to submit application materials to the Village for consideration. The applicants in this case are seeking a Special Use Permit for outside storage. The Slowik's are interested in operating a concrete contracting firm at the subject location. Presently the site is vacant, industrially zoned land. The property is located within an active Industrial Park. Surrounding zoning north, south and west are currently industrially used. Adjoining properties include outside storage to the north west, and directly to the south of the subject premises. The Slowik's seek to use their Special Use Permit to provide for outside storage of construction forms, materials and equipment. This is consistent with other uses in the Industrial Park. Therefore Staff would have no objection to a Special Use Permit for outside storage at this location, with proper landscape screening and or fencing. Staff found the request to be consistent with existing uses in the Industrial Park. The impact of the project can be mitigated by landscape buffering and fencing. No residence immediately adjoins the site. Therefore the Staff did not object to this request. Manning made a motion to recommend to the Village Board, to file no objection for the County Special Use Permit for Wolf Creek Industrial Park, Lot 28. Seconded L. Kachel. Roll call vote. R. Smolich, yes; L. Kachel, yes; W. Schempf, yes; R. Schinderle, yes; W. Manning, yes; A. Anderson, yes; Chairman Sobkoviak, yes. Motion carried. Planner Waldock, discussed some issues of the Comprehensive Plan Draft. Planner Durbin presented a sector plan for Centennial Farm, to update the Commission. Staff presented the Sector Plans to the Village Board on April 17,1995. He discussed two basic schemes. The first scheme placed the Bowling alley on Renwick Road per the Boards interest in studying this location. The second scheme placed the bowling alley at the north end of the property. Road alignments, land uses and other issues were discussed. The Plan Commission agreed with Staff and the Village Board that locating the Bowling Alley at the north end of the property was preferred. The Commission also supported Staffs recommendations in terms of land planning concepts to best integrate the Bowling Alley into the context of the surrounding land uses. Staff informed the Commission that the property owners are currently moving forward with Site Planning and Engineering based upon the concepts as discussed.
