PLACE: PLAINFIELD PUBLIC LIBRARY (LOWER LEVEL) BOARD MEMBERS PRESENT: JAMES SOBKOVIAK, CHAIRMAN ROBERT SCHINDERLE WALTER MANNING ALAN ANDERSON LARRY KACHEL KATHY O'CONNELL BOARD MEMBERS ABSENT: TOM SPIKA OTHERS PRESENT: PETER WALDOCK, DEVEL. & ZONING DIRECTOR JEFF DURBIN, PLANNER ED SCHRADER, FIRE DISTRICT LARISSA PEHLKE, ACTING SECRETARY Call to order - 7:03 p.m. Pledge to Allegiance. Roll call was taken. Tom Spika was absent. Minutes of May 2, 1995 were accepted and approved. James Sobkoviak welcomed newest Plan Commission member, Kathy O'Connell. P. Waldock updated Plan Commission members regarding the events and outcome of the Village Board meeting of May 15, 1995. Annexation of the Kelly/Weinhold Annexation of 330 acres was approved. Text Amendment regarding auto stacking was also approved. Planner Waldock wanted to clear up some information that was discussed at the last Plan Commission meeting. It was stated that Burger King has ten (10) stacking for auto's and McDonald's will have fourteen (14). This information should be reversed. Special Use permits were approved for McDonald's and Thorton Oil. Site plan approvals on both sites were not approved. Village Board had a few concerns regarding traffic control for Thorton oil and trash enclosures for McDonald's. There were also some concerns regarding engineering for these projects. Vintage Knolls Final Plat was approved with a brief discussion regarding curbing. John Peterson arrived at 7:07 p.m. Public hearing for Comprehensive Plan will be June 26, 1995. Last public meeting regarding the Plan. Meeting will be held in the Auditorium of the High School. MINUTES OF VILLAGE OF PLAINFIELD PLAN COMMISSION MAY 16, 1995 PAGE TWO Purpose of meeting tonight is for discussion regarding Sector Plan for Downtown Expansion westward. Would like to have the corner of Route 30 and Lockport as the "main" corner of downtown with larger commercial such as K-Mart, Wal-mart, etc. Slightly west of this location, smaller, more conventional commercial with small businesses mixed in with some residential. Signalization was briefly discussed in the larger commercial area. There was much discussion regarding roads or walkways being constructed to connected the area between Vista Lane and Indian Boundary Road. Sector Plan shows a road (bridge) going across the river to keep the traffic moving in the "new" downtown. J. Durbin stated that this would be the last bridge built. They would wait until the "new" downtown at Lockport and Route 30 was busy or "taking off" and would use this as an option for traffic circulation around the "downtown". There were some concerns regarding the possible new location of the Water/Sewer Plant. There was some discussion regarding the traffic on Route 59 caused by the delay to access 143rd Street. Detour from 1-55 is causing some of the problems. Would like to see some signs up to try and take care of this problem. Different types of business areas downtown. Higher density residential: townhomes, duplexes, senior centers. Location of the new Post office was discussed. J. Sobkoviak stated he thought the Post office should be placed back "off the beaten track" because people will always find the Post office and will therefore make the surrounding property more valuable. The Post Office is looking now for a site and the Sector Plan could be a long way off. New Village Hall site was discussed. Ideally for the new Hall to be placed near the Post office. It was discussed that the site for the new Village Hall should be someplace where room for expansion can be utilized. We do not want to end up in the same situation as we are now with our current Village Hall where we are out of space and have no room for growth. We need to take our growth into consideration when deciding a location. Commercial facade was discussed in regard to having a building look nice for only five (5) or six (6) years. We should maybe worry about long term facade that will last and still look decent in years to come. L. Kachel stated maybe we should set our standards higher regarding commercial facades. Much more discussion regarding municipal parking, stormwater detention, alley's (deliveries, garbage pick-up, etc.). J. Peterson asked about two (2) things: 1) 900 feet is too long in connecting the downtown; and 2) The new Village Hall location. He feels new Village Hall should be downtown so it is utilized by the people. He doesn't want to take the Post office and the Village Hall out of the "old" downtown. MINUTES OF VILLAGE OF PLAINFIELD PLAN COMMISSION MAY 16, 1995 PAGE THREE E. Schrader stated his concerns regarding the Sector Plan; Post Office and the Village Hall. He believes the Village Hall should be located in Central School. Issues were addressed. J. Peterson disagrees with Ed Schrader. There are several problems at this time regarding the existing downtown in regard to traffic flow, parking, etc. J. Durbin stated that we can not forget about the existing downtown. We want to incorporate the "new" downtown with the "old" downtown so that it is all utilized. K. O'Connell wanted to know if angle parking would "come back" in the new Sector Plan. Staff stated that it was likely. K. O'Connell stated she would like us to take care of making our existing downtown look nice before we start developing a downtown on the west side. If we make the existing downtown look nice, it will draw in more businesses and customers for the "new" downtown. R. Schinderle asked, "What is the draw to the west side of town past the liquor store right now? L. Kachel wanted to know about putting in public walks along Route 30 to get to the west side (Larry's Diner, Ace Hardware, etc.) and get people to start walking to the west side and utilizing this area. L. Kachel asked about possibly getting funds from the State for public walks along Route 30. Even if we only received partial funds, maybe we should think about this now. L. Kachel stated that City of Joliet is staking claim to Route 66 and Route 30 intersection in their brochures. He feels that we should fix that and that Plainfield should get recognition and the tourism rather than Joliet. J. Sobkoviak asked members for their opinion. Everyone agreed with Sector Plan with a few comments. K. O'Connell stated we should clean up river area first and would like to keep as much historical image as possible. L. Kachel does not care for Ottawa Street bridge and would rather see it as a pedestrian bridge. Would like to see us get the town "connected" by sidewalks. R. Schinderle agreed with L. Kachel regarding the Ottawa Street bridge. Still concerned with north/south traffic. A. Anderson agrees with L. Kachel regarding walks and with K. O'Connell regarding historical. Also, has concerns regarding traffic and truck routes. J. Sobkoviak agreed with all issues. L. Kachel would like to put together a list of goals and objectives (Wish List) regarding this Sector Plan. J. Durbin will take care of this. There were no other questions or comments from the Board or audience. Meeting adjourned at 8:38 p.m. LARISSA M.
