Durbin, Planner S. Hart, Secretary Chairman Sobkoviak called the meeting to order at 7:00 p.m., and led the pledge to the flag. Roll call was taken, W. Manning, the Park, Library and School District representatives were absent. The August 1, 1995 minutes were approved as presented. PLANNING & DEVELOPMENT REPORT: Planning & Development Committee is preparing Text Amendments that need to be added or amended; set back areas in the core area, the Bed and Breakfast was omitted, attached uncovered deck setbacks, and adult book store, or entertainment. There will be a Pubic Hearing regarding these amendments at the September 19 meeting. CASE NUMBER 497- 081595.FP HERON VIEW.FP Planner Durbin summarized his report as follows: as you recall, the Village Board approved the site plan for Heron View Estates on July 10, 1995. Previously, the Board approved the rezoning from B -3 to R -3 subject to Site Plan Approval. The Village Attorney is currently preparing the ordinances regarding the rezoning. One of the stipulations of site plan approval was the vacation of the interior lot lines. The lot lines were established by the original subdivision, Sandhurst, which was designed for commercial development. The lot lines established by the Sandhurst Subdivision were inappropriate for residential development. Accordingly, the applicant has submitted the proposed final plat in compliance with the stipulation that the interior lot lines be vacated. The final plat proposes to subdivide the site into 46 lots (corresponding with the 46 units) and an outlot held in common by the owners association for common use and easements typical of condominium developments. Individual owners will own their unit and the ground below, as well as owning Outlot A in common with the other owners. Outlot A is provided for stormwater detention, sanitary sewer, storm sewer, watermains, and other utilities. The outlot will be owned in common by the owners association. Drainage and utility easements established by the Sandhurst Subdivision (some of which contain existing utilities) are maintained within Outlot A. Staff recommended approval of the final plat for Heron View Estates subject to the following stipulations: Compliance with the requirements of the Village Engineer. Compliance with the provisions of the Plainfield Fire Protection District. Questions of the Plan Commission included: The location of the Mega Sports, lots 13 and 14, and the timing involved concerning the berm along Mc Clellen. When would the model be available to visit? November. Project timetable? Approximately one year. Michael Petro, said they had bermed along Renwick, and at the next dig they expect to berm Mc Clellen, expect to hydro seed and plant trees before fall. After discussion, R. Schinderle made a motion to recommend to the Village Board, the Final Plat for Heron View, Case No. 497- 081595.FP. Seconded by L. Kachel. Roll call vote. K. O'Connell, yes; L. Kachel, yes; T. Spika, yes; R. Schinderle, yes; A. Anderson, yes; Chairman Sobkoviak, yes. Motion carried . 6 yes 0 no. COMPREHENSIVE PLAN Planner Waldock stated that he had just received the Transportation Plan today and he did not expect the Plan Commission to vote on it at the meeting. Chapters 5 and 8 of the Comprehensive Plan have had many changes, due to concerns of the joint committee. The Comprehensive Plan was felt to be ready for a vote. Planner Waldock stated that it would be up to the Commission whether they would vote on the Comprehensive Plan at this meeting. Planner Waldock asked if there were any questions. Chairman Sobkoviak suggested that the discussion on the Comprehensive Plan go ahead for tonight, and save the Transportation Plan for another meeting. Discussion of the Plan Commission included: Site selection of the Metra link (Commuter station), and the type of trains, a light rail. The central location was the selected location, near the viaduct, between Rt. 126, Rt. 59 and E. J. & E Train Tracks. The impact fees in the Plan were in addition to the land donation now required. R. Schinderle suggested just 5 pages of recommendations as summary of the Plan. Planner Waldock offered to draft a synopsis with and index for education. Ron Dongarra of 853 Hawthorne Circle in Spring Hill spoke, he feels there is a obvious problem in that there are no crossing gates on so many of the RR crossings. He felt there was a need for crossing gates in the Village. PLAN COMMISSION MINUTES September 5, 1995 Page 3 B. Eichelberger, stated that School site contribution fees, allows for the purchase of sites, and building must be done with Impact Fees. Joliet, Bolingbrook and Will County must join the Village in instituting Impact Fees, so they can build schools. R. Schinderle asked about the paragraph regarding a new zoning ordinance (performance zoning), what is the time frame and how would the lack of the new zoning ordinance effect the Comprehensive Plan. A. Anderson asked, "How do we prevent stripping frontage, along Rt. 59 and Rt. 30." After discussion, R. Schinderle made a motion to postpone further discussion of the Comprehensive Plan until our next meeting September 18, 1995. Seconded by A. Anderson. the voice vote was unanimous. Annual Report: After discussion, L. Kachel made a motion to send to the Village Board, Annual Report of the Plan Commission and Zoning Board of Appeals. Seconded by R. Schinderle. Roll call vote. K. O'Connell, yes; L. Kachel, yes; T. Spika, yes; R. Schinderle, yes; A. Anderson, yes; Chairman Sobkoviak, yes. Motion carried. 6 yes 0 no.
