So g 9 AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, FIXING THE SALARIES AND EXPENSE ACCOUNTS OF CITY ELECTIVE AND APPOINTIVE OFFICIALS AND EMPLOYEES, ANF EPEALING ORDINANCES 8604 , 8714 , 8715, 8930, 9048, AND 9052, 0) THE CITY OF JEFFERSON, AND ALL OTHER ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH. BE IT ORDAINED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. Compensation of Elective Officials. The following named elective officers of the City of Jefferson, Missouri, shall receive the following compensation for the performance of their duties, and, as specifically allowed here- in, the following expense accounts to defray expenses incurred by them in the performance of their official duties: (1) The Mayor shall receive the sum of $200. 00 per month as salary, and in addition thereto, shall receive $125. 00 per month as an expense account. (2) The City Attorney shall receive the sum of $600. 00 per month as salary, and in addition thereto, shall receive $300. 00 per month as an expense account. (3) The Police Judge shall receive the sum of $7,500. 00 per year as salary. (4) The City Treasurer shall receive the sum of $100. 00 per month as salary, and in addition thereto, shall receive $75. 00 per month as an expense account. (5) The City Assessor shall receive the sum of $10,200. 00 per year as salary and $75. 00 per month as an ex- pense account. In addition thereto, shall receive a sum not to exceed $4,000. 00 annually for payment of such additional part time help as the City Assessor shall require in the efficient operation of his office. (6) The City Collector shall receive the sum of $13,000. 00 per year as salary, and in addition thereto the City Collector shall receive, on delinquent taxes, a sum equal to four (4%) percent of the amount of all delinquent taxes plus interest thereon, which amount shall be added to the amount owed by the delinquent taxpayer and collected from the person paying said delinquent taxes. (7) Each City Councilman shall receive the sum of $75.00 per month as salary, and in addition thereto, shall re- ceive $125. 00 per month as an expense account. Section 2. Advancement of Employees within a Department. With the exception of merit system employees, any Department Head of the City may, at any time, recommend to the Accounts, Claims and Personnel Committee that an employee be granted a salary increase. If the Council approves such recommendations, the employee shall be advanced accordingly and compensation shall thereafter be paid at the rate so set forth. The City Clerk shall refuse payment of any salary increase until authorized by the Council, and no authorization shall be retroactive. Requests for raises for merit system employees shall be approved by the Police Personnel Board prior to being pre- sented to the Council for its approval. No increase for merit system employees shall be effective until approved by the Council. Section 3. Hiring of Employees by Department Heads. Each Department Head must secure Council approval prior to hiring any employee, regardless of the Department, and the salary is to be within the salary range established for the position for which he is being hired, and the City Clerk shall refuse payment until authorized. Section 4. Health Insurance. The City shall pay for all regular City employees, elected and appointed, the cost of individual membership in the High Option Blue Cross-Blue Shield Health Insurance Program sponsored by the Missouri Municipal League. Section 5. Compensation of Appointive Employees. Expense Accounts for Appointive Employees. Mileage Reimbursement_._ Subject to Council i approval, Department Heads may authorize mileage reimbursement PP , P on a quarterly basis at the rate of fifteen (15�) cents per mile to those employees using their privately owned vehicles for City business, excluding travel from and to their place of residence. Employees selected to participate in this program shall submit quarterly a detailed accounting of their mileage to the Council. Section 8. Clothing Allowance. Each member of the Polic Department shall receive forty-five ($45. 00) dollars per month as a uniform allowance; each member of the Transit Authority shall receive twenty-five ($25. 00) dollars per month as a uniform allowance; and each member of the Parking Garage Atten- dants and the Parking Authority Meter Clerks shall receive thirty-five ($35. 00) dollars per month as a uniform allowance. Section 9. Holiday Pay. All employees of the Police and Fire Departments shall receive as holiday pay, an amount equal to their salary, calculated on a daily basis, for each and every holiday declared as such by Ordinance, No Department Head shall be permitted to receive overtime or Holiday Pay. Section 10. Municipally Owned Vehicles. All municipally owned vehicles shall only be used in the performance of official City duties. Section 11. Re eal Clause. Ordinances 8604, 8714, 8715, _ C ",':Z 8930, 9048, and 9052, and such other Ordinances or parts of Ordinances as are in conflict with this Ordinance, are hereby declared to be repealed. Section 12.
