A. Consola called the meeting to order at 7:00 p.m. Roll call was taken. E. Fortin, Chairman
Sobkoviak G. Bott, the School District Representative, and J. Eichelberger were absent.
Anthony Consola declared the minutes of the last meeting, January 19, 1993 accepted as
presented.
OLD BUSINESS:
NEW BUSINESS: 355 - 071092 -AA TOPE - CONCEPT PLAN
The Plan Commission has approved the Annexation Agreement, and the Concept Plan for the
Tope Corporation, the subject site is along either side of Route 126, near the intersection of
I -55, just south of 135th Street and north of 143rd Street. This meeting is to discuss an
amendment to the Concept Plan. The original plan called for 410' units on 161.5 total acres.
The revised plans now call for 352 total units on the same acreage. This decrease in net units
is a result of the conversion of acreage originally planned for town -home development to instead
be used as Single - Family development.
Parcel One - presently 11,000 sq. ft.
Parcel Two - previously 7,800 sq. ft. presently, over 10,371 sq. ft.
Parcel Three - presently 10,715 sq. ft.
The revisions also have resulted in the increase of overall open area of the subject site from 56.4
acres to 59.7 acres overall. Overall the plan revisions appear acceptable to Staff. The revisions
result in an increase in open area and a decrease total number of units. This results in a
significant reduction of proposed density for the development project. The previous plan
provided an overall density of 2.5 dwellings per acre. The current Concept Plan yields an
overall density of 2.18 units per acre. Other changes noted on the subject site include the
elimination of a cul -de -sac in parcel two, and the addition of a stub street accessible to the
Material Service property, north of 126 and east of the subject site. The Applicants have been
working with the Park District with regard to donation of appropriate Park land and open space,
they have devised a trail system around the 9 acre park on Lot C. For these reasons, Staff finds
the plan revisions acceptable as presented.

There was a question from the Commissioners regarding the Fire Department and the singular
access into parcel one and three. Ordinances require two accesses into every residential site.
The stub street on parcel one will be, 'when extended to 224th Street, a good permanent access
point. The Fire District would like to see some temporary access in the mean time. The
developers have not yet had an opportunity to meet with the Fire District. There was also a
question regarding the Park site. It is approximately 60 acres, with a shelter, facility, a
playground, sand volleyball, a basketball court, parking and landscaping, with a trail system
around the park site.
After a short discussion, M. Krippel made a motion that the Plan Commission recommend
approval of the revised Concept Plan for TOPE Development. Seconded by W. Schempf.

368- 110592.AA LAKE RENWICK ANNEXATION
The subject site in this case is Lake Renwick, along the east side of Route 30, north of Renwick
Road, South of Lockport Street and west of I -55 in Plainfield Township. The property is
approximately 830 acres. The Village approached the Forest Preserve with an interest of
annexation in order to provide for improved Intergovernmental Planning between agencies, to
coordinate land use functions, improve services to the site, and to extend the Village boundaries.
No development proposal is associated with this Annexation Agreement. Once annexed into the
Village, Village Police Department will have the ability to enforce Forest Preserve and Village
regulations on the Forest Preserve site. There are no tax revenues associated with the Lake
Renwick property. We have changed some of the Forest Preserve District language, with regard
to building permits; a waiver of building permits for non - habitable structures (ie. picnic
pavilion, a shed, detached deck, etc.) but would require permits for construction of Offices,
Lodges, Houses, any building that people would inhabit. The Annexation Agreement is also
amended regarding waiver of tap -on fee for one existing building. Staff is recommending
approval of the annexation of Lake Renwick Forest Preserve area totaling approximately 830
acres. And the approval of the Annexation Agreement with the amendments discussed.
The Illinois Department of Conservation owns a portion of the Lake, including the rookery (189
acres.) They would likely have a similar but separate Annexation Agreement for their site which
would occur at a later hearing.
After a short discussion, H. Bayer made a motion that the Plan Commission recommend
approval of the Annexation Agreement for Lake Renwick area. Seconded by D. Norris.

CASE NO. 378- 021093.SPR OFF THE PRESS
The applicants are proposing to construct a 4,700 sq. ft. steel and masonry commercial
structure. The building is intended to be used as a commercial printing business and will have
a 1,210 sq. ft. lease area. The site is one acre in area, and is part of a commercial subdivision
along Route 30 south of Renwick Road. The structure is one story in area and has a split faced
concrete block facade with a masonry mansard roof panel.
Storm water detention is not required for the subject development, because hard surface coverage
does not exceed 50 % of the overall lot area. However, storm water control is provided via the
subdivision detention area located in the northwest portion of the subdivision site.
Parking and drive areas - are proposed asphalt, parking will be provided for 25 cars. Village
Ordinances require 25.85 parking spaces for the site. It is felt that sufficient parking is provided
to meet the needs of the tenants and is in substantial compliance, handicap parking is shown on
the plans.
Landscaping - the building is set back 80 ft. from the property line, the site plan does call for
37 undetermined plantings. Staff asks that these plantings are specified prior to building permit
issuance.
Facade - is constructed in accordance with Site Development Regulations, concrete block
exterior walls, decorative split faced block is intended for the front as well as each side. It is
suggested that the rear facade be painted or otherwise dyed to match.
Trash enclosure - will provide a 100% screen, 6 ft. high privacy fence.
Access -. is provided via a shared driveway of 30 ft. in width to Route 30. A private drive is
proposed for access to the rear parking areas.
Lighting - no exterior lighting is proposed for the site. Should plans be amended to provide for
exterior lighting of the parking lot and building walls, these lighting fixtures must be screened
or directed to avoid glare on to adjoining property. No light fixtures will be approved unless
they direct all light directly towards the ground. Pole Lights should be kept to a maximum of
15 ft. in height to help control off -site glare.
The subject site provides a reasonable design in light of the constraints of the narrow deep lot.
The facade is tastefully done. Staff recommends approval of the Site Plan for Off the Press at
23210 West Lincoln Highway for Paul and Kim Jackson.

After a short discussion, regarding the lack of exterior lighting. W. Schempf made a motion
that the Plan Commission recommend approval of the Site Plan Review, subject to three
stipulations.
1. Detail of Landscaping Plan before permit issuance.
2. If lighting is put up, it will be within the Village parameters.
3. Three sides of the building shall be decorated, and the rear shall be painted to match.

DISCUSSION:
The Lakelands have submitted a change to the Lakelands product mix for the 323 acre, the Plan
was approved in 1988. We had approved a total of 346 residential units, of which 110 were
single family, 97 were Cluster, and 139 Townhouse. They are proposing at this time to add two
family units to their product mix, they are asking for a change to read 97 Cluster or Duplex
units.
