Chairman Sobkoviak called the meeting to order at 7:00 p.m. Roll call was taken. A. Consola,
G. Bott, G. Krahn and the School District Representative were absent.
Chairman Sobkoviak declared the minutes of the last meeting, March 2, 1993 accepted as
presented, as amended.

APPLICANT: Timberview Development
REQUEST: Site Plan Review for Four Unit Townhouse
Subject site is Lot 50 of the Winding Creek Subdivision, proposed is the construction of a four
unit townhouse building. The structure fronts on Judith Drive, each dwelling will have a two
car garage, and a private driveway, the setbacks for the front facades will be staggered, to add
diversity and character. The building will be of wood frame construction, and will be two
stories, each unit is 1775 sq. ft. in floor area.
Parking is provided both in the garage, and in the driveways, so there is a minimum of four cars
for each unit. The facade is a combination of brick and vinyl siding, the brick is located along
the garage facade, and the balance of the structure is vinyl siding. The rear facade includes a
deck on each unit. The plans do not indicate exterior lighting for the site. The plans do call
for pedestrian scale fixtures, which would be coach lights on the garage and at the entry.
Stormwater detention is not proposed for the individual sites, the property is 20,000 sq. ft. The
Subdivision itself is designed to accommodate stormwater management. Trash enclosures will
not be required for the site, each of the homeowners will place their trash at the curb on pickup
day.

There are no major issues with this Site Plan, the buildings are tastefully done, they are
considered two stories because at the front they are two stories above grade, but they are a tri-
level design. Staff is recommending approval of the Site Plan for Timberview Development
subject to stipulations with regard to exterior lighting, no trash enclosures required, a berm shall
be provided along the rear easement line of those lots that front on I -55.
There was a short discussion regarding exterior lighting. After questions regarding, the
separation of the garage from the living area, the fact that the masonry is less than 25 % of the
overall facade, the Plan Commission decided to allow less coverage, to allow for continuity of
all of the four unit buildings. A. Consola made a motion to recommend to the Village Board
the approval of the Site Plan for Timberview Development Corporation for the Four Unit
Townhouse, subject to the three stipulations of the Planner. Roll call vote. H. Bayer, yes; E.
Fortin, yes; A. Consola, yes; M. Krippel, yes; D. Norris, yes; Chairman Sobkoviak, yes.
Motion carried 6 yes, 0 no.
The Plan Commission decided that they would hold a Site Plan Review process in conjunction
with each of the Final Plat Phases.
379- 021893.FP GOLDEN MEADOW UNIT FOUR
APPLICANT: Golden Development Inc. /Neumann Construction, Inc.
REQUEST: Final Plat for Golden Development Unit 4
The Final Plat for Golden Meadows Estates Unit Four is the next phase of development for the
Golden Meadows Project on Route 59, north of 135th Street. This phase will extend Golden
Meadow Drive to Route 59 and includes Water Lily Court, and a small portion of Primrose
Circle. There were nine stipulations on the Preliminary Plat, relating to; Illinois Department
of Transportation application permits for Route 59; water looping between Phase three and four;
compliance with requirements of Village Engineer, and the Fire Protection District; complete
annexation of the Plainfield Park District and Library District (we have received documentation
that that has been accomplished); submit a draft of the Private Covenants for the subdivision
(have been submitted); storm sewers are being extended to access all lots; Park District has
approved the Park area and monetary donation; and the developer has negotiated an agreement
with Herschel Peterson by rearranging the Golden Meadow and Golden Sunset Drive intersection
to allow for a potential extension of Golden Sunset Drive for access via Lot 90 to the Peterson
property. Mr. Peterson will have first refusal of Lot 90 which he can use as a street extension.
The Illinois Department of Transportation is requiring a right in and right out access from Route
59 into the subject site. The Engineering Plans provide for this design, the applicants are
conforming with the Fire Prevention District design approval for the cul -de -sac using the tear
drop design. Staff feels that Construction access signs to prohibit construction traffic from
Golden Meadow Drive through previous units, with existing occupied houses should be installed.
Private covenants are acceptable as presented, in accordance with Staff's review. The Final Plat
is in conformance with the Concept Plan and the Preliminary Plat, the developers engineer and
staff have discussed some concerns with stormwater elevations during periods of peak rain.

There are five stipulations on the Staff report; comply with provision of the Village Engineer;
provide a water main loop to Unit 4; comply with the permitting process requirements of the
Illinois Department of Transportation; installation of construction access signs; and provide
berming along lots 109 and 107.
Mr. Djerf was concerned about the water level of the 100 year storm condition, concerns were
over the amount of storage, the percentage of inundated areas on this development during the
100 year storm, the water on the adjacent property and the parks as well. All of the stormwater
flow is not in the detention areas, it is throughout the site, streets, rear yards, side yards, and
easements.
There was a short discussion by Mr. Neumann and his engineer, Andrew Ballestra regarding,
Stormwater Management. The fact that a lot of water comes on to their property from the
adjoining property to the north, the three previous parcels also had the same water problems and
solutions, this unit is a continuation of the three previous parcels. The water will pass through
their parcels, to the detention ponds that have been designed to handle the runoff water. The
Engineer will do whatever is necessary to be sure that his plans are followed regarding
stormwater management on the site.
After a short discussion by the Plan Commission regarding; the possible effect on Pheasant
Chase; the houses themselves are 30 inches or more above the curb on the streets; the necessity
to have the finished project follow the grading plans; the Plan Commission decided to add
another stipulation stating that the Village Engineer must be satisfied with the Stormwater
Management, prior to Village Board meeting. A. Consola made a motion that the Plan
Commission recommend to the Village Board, the approval of the Final Plat for Golden Meadow
Unit 4, subject to the recommendation and the five stipulations of the Planner and including the
adding the stipulation that the Village Engineer must ' be satisfied with the Stormwater
Management, prior to Village Board meeting. Seconded by W. Schempf.
