Hart, Secretary Chairman Sobkoviak called the meeting to order at 7:15 p.m. Roll call was taken. The Representatives from the Park and School District were absent. Chairman Sobkoviak declared the minutes of May 18, 1993 approved as amended. On page three the last paragraph, should read, "subject to the stipulation that when development commences on the adjacent parcels ". CASE NO. 396- 052693.SSA VILLAGE VALET CLEANERS Village Valet Cleaners desire to install a 24 inch by 14 inch neon sign. This sign depicts a hanger, and includes the word OPEN. The applicant wishes to install the sign on the outside wall of the building. The sign would be flush mounted on the building wall, rather than projecting from the wall. Presently the site has four exterior wall mounted signs. The 2.3 sq. ft. as proposed would exceed ordinance requirements. No detail as to current signage has been presented by the applicant. The location of the subject site in this case is on the northern portion of the Central Business District, therefore Special Sign Approval is required by the Sign Ordinance. The building faces residential areas to the west and to the north. Presently the sign is hung on the inside of the window, and it is Staff s recommendation that that is the best place for that sign. There is no objection to the sign remaining in its location, but to mount it on the exterior of the wall would be a violation of the Sign Regulations, exceeding the number of wall mounted signs permitted. The building is presently non - conforming. Therefore, Staff recommends denial of the Special Sign Approval for Village Valet Cleaners as requested. However, the use of the neon sign inside the window of the store, is recommended by Staff. After discussion regarding neon lights, and the non conforming signs, W. Schempf made a motion to deny the Special Sign Permit for the Village Valet Cleaners. Seconded by D. Norris. Vote by roll call: M. Krippel, yes; D. Norris, yes; W. Schempf, yes; W. Manning, yes. L. PLAN COMMISSION MINUS June 1, 1993 Page 2 397- 052693.SPR WHITE ORCHID RESTAURANT The subject site in this case is Lot 15 and 16 in Sandhurst Subdivision, along Lincoln Highway south of Renwick Road along the northeast side of the highway, current zoning is B -4, Highway Business District. The applicants propose construction of a 6,100 sq. ft. restaurant. Parking and drive areas are designed with asphalt surfaces and concrete curbing. Drive aisles are generally 26 ft. in width. Parking stalls are typically 17 ft. in depth by 9 ft. in width. Parking is provided for 61 vehicles, including 4 handicap parking spaces. Parking and drive aisles are in substantial conformance with Village requirements. Parking Lot design meets standard engineering practices. The number of parking stalls provided also conform to requirements of the Zoning Code. The building is of a masonry construction and the dryvit facade is acceptable under site development regulations. The facade includes large window areas on the front and sides of the dining room areas, and is tastefully done. Architectural features added to the facade include a decorative mansard surrounding the primary facade face. Facade designs are acceptable under Village development regulations as presented. Landscape Plans call for installation of 288 plantings. Plantings are placed to provide shade for parking lot areas, and to accent the front facade. Plant materials are also provided along the north and south property lines to provide a buffer between the property perimeters for use separation. Plant materials are also designed for location around the ground sign base. Landscape Plans are acceptable as far as their plant materials, some are too small to meet ordinance requirements, and should be sized to meet the Ordinance. A trash enclosure is located at the north east side of the development area. Trash enclosures are accommodated via a board on board wooden enclosure. The enclosure is designed to provide a 100% visual screen for the dumpster area. The exterior lighting is a bit of a problem. The wall packs presented in the plans are unacceptable, in accordance with the Village Code. Additional lighting details will be required for parking lot pole mounted lighting, this information should provide detail as to the height of poles, the type of fixtures, and the wattage required. The Site Plan Ordinance provides specific detail as to wall mounted exterior lighting. Access is provided via a shared driveway located in the south east corner of the site. This driveway access is shared with Off the Press and will be utilized by all lots along U.S. Rt. 30 in Sandhurst Subdivision. Cross easements have been provided to accommodate shared access. PLAN COND41SSION NIMNUTES June 1, 1993 Page 3 Staff recommends approval of the Site Plan for the White Orchid Restaurant subject to; 1. Compliance with the requirements of the Village Engineer. 2. The elimination of the wall lights as shown on sheet one of one, by Rogina and Associates. 3. Provision of new Lighting Plans to include lighting fixtures that direct light immediately to the ground or directly onto wall surfaces. All lighting must be screened or directed to avoid glare on to near by residential areas. Additional lighting detail shall be required for pole mounted parking lot lighting and wall lights. 4. Provide "No Parking" signs as requested by the Plainfield Fire Protection District. Chairman Sobkoviak, asked that all stipulations from this time forth, end with "All stipulations must be in compliance before the case goes to the Village Board ". After discussion regarding, the hours of operation; and the hours of exterior lighting; the comparison with Diamands in regard to seating and parking stalls; and the size and types of plants required. The Commission added the following stipulations: 5. Sidewalks shall be required to be provided across the frontage of the subject site. 6. The size of plants must comply with Village Ordinances. 7. All stipulations must be in compliance before the case goes to the Village Board. A. Consola made a motion to approve the Site Plan for White Orchid Restaurant, subject to the seven stipulations of the Planner and Plan Commission. Seconded by M. Krippel. Vote by roll call: M. Krippel, yes; D. Norris, yes; W. Schempf, yes; W. Manning, yes. L. Kachel, yes; A. Consola, yes; J. Sobkoviak, yes. Motion carried. 7 yes 0 no. DISCUSSION: Site Plans for Walker Grove Elementary and Plainfield High School were approved by the Village, in October 1991. These plans were approved subject to submission of satisfactory Landscaping Plans within two years of the original Site Plan approval. The School District is at this time submitting Landscape Plans for the stipulated approvals. It is the school district's desire to commence installation of the landscaping materials this spring. PLAN COMN USSION MIlVUTrS June 1, 1993 Page 4 The Landscaping requirements were for over 1000 plants, current Landscape Plans for Plainfield High School provide 602 plants at locations surrounding the building, parking lot and practice field areas. Building plantings are concentrated along the front yard areas including ornamental trees and shrubbery as the primary features. Shade trees are also provided along the parkway adjoining the staff parking lot at the south west side of the building. Substantial parkway trees placements are shown in front of the main structure. Plant materials range from 11 /z inch caliper shade trees to 18 inch bushes and 8 ft. multi stemmed tree species. Also provided are several thousand winter creeper ground cover plantings placed 8 inches on center in 3 inch pots. Landscaping is provided along the east property line adjoining the neighboring residential structures. Plant materials there include 8 sugar maples and 8 white ash shade trees, as well as 9 arborvitae bushes. The plant materials as planned are intended to provide shade to the east access drive as well as a buffering and screening effect for the High School from adjoining residential areas. Plantings shown along the north edge of the parking area and west side of the practice field are not planned for planting immediately. However, the plant materials may be installed at a future date. Generally the Plainfield High School Landscaping Plan provides sufficient buffering from adjoining residential areas as well as public streets. The plan will provide for parking lot shading for the main parking area north of the High School building as well as provide parkway shading for Ft. Beggs Drive frontage. Quantities and species as proposed are sufficient to meet ordinance standards. The plan focuses plantings to maximize their benefit. For these reasons, Staff is recommending approval of the Landscape Plan for the Plainfield High school as presented. WALKERS GROVE ELEMENTARY: The Landscaping Plan for Walkers Grove Elementary provides 165 large plant materials. Additionally, the plans call for up to 2800 winter creeper ground cover plants, placed 8 inches on center in 3 inch pots. Landscaping is concentrated along the court yard areas surrounding the building. The focus of the landscaping plantings are along the east side of the structure along U. S. Route 30. The plan also provides for the preservation of 15 mature trees along U. S. Route 30 as well. The front facade area is landscaped with Bun Oak varieties as well as White Ash and Red Maple species. Sugar Maple trees are planted along the U.S. Rt. 30 frontage to buffer the parking lot area from view of the highway. No plantings are provided along the west property line. Likewise, no parkway trees are provided along Pilcher Road. The placement of materials as planned is found to be acceptable under Village regulations. However, it is suggested that additional landscape materials be considered for buffering the drive area along the west side of the building as well as the north west corner of the development site to further screen the parking and drive areas surrounding the school. With these additions, Staff has no objection to the Landscaping Plan. PLAN COMMISSION AlUiU IBS June 1, 1993 Page 5 1. Staff recommends approval of the Plainfield High School Landscaping Plan as presented. 2. Staff recommends approval of the Walker's Grove Elementary School Landscaping Plan, with the following stipulations: a. Provision of additional shrubs and moderately sized landscaping plantings along the west property line to buffer the drive area adjoining the west side of the structure. b. Provision of additional landscape plantings along the north west corner of the paved parking and play areas to further screen these pavement surfaces from future residential development. C. These plantings may be installed at the School District discretion over the next two years. 3. All Stipulations must be in compliance before the case goes to the Village Board After discussion regarding, need for screening for the east side of the High School, where the cooling towers are, and the dumpster's are (the dumpsters are not enclosed); and the need for more trees along the north edge of the property, and the west property line; A. Consola made a motion to approve the Landscape Plan for Plainfield School District, subject to the recommendations of the Planner. Seconded by L. Kachel. Vote by roll call: M. Krippel, yes; D. M 01 Do RVUV 1:' Charles and Judy Swierz have proposed the renovation of the Gee Lumber site for use as a Country Western Dance Hall, Tavern, Restaurant, and Gift Shop. Zoning for the subject site is I -1, Light Industrial. This zoning category also allows uses permitted in the B -1, B -2, and B -3 zoning districts. Taverns and Restaurants and Retail areas are permitted uses within the B -3 zoning district. For this reason, the land use is not a question with this application. At issue, in this case is strictly the Site Plan. In light of the additional detail yet to be submitted in this case, with regard to flood plain, lighting, and stormwater detention, no recommendation can be made at the present time. For this reason, Staff is recommending that the matter be tabled to allow the applicants sufficient time to complete the site plan in accordance with the items discussed in this report and required by Site Development Codes.  PLAN COADMSION AIDW ES June 1, 1993 Page 6 The remote parking, is impacted by flood plain, in the back portion of the site. It is not inappropriate to park in the flood plain, the question we have is whether there will be fill, and therefore the need for compensatory storage. Since the area will be paved there will be need for stormwater detention. It is estimated that the floor area of the structure will be approximately 30,000 sq. ft. In that case, 324 parking spaces will be sufficient to meet ordinance requirements. The remote parking lot, located within 300 ft. of the primary use is also acceptable under ordinance standards. Lighting details will also be necessary. Exterior lighting plans will also be needed. Exterior lighting plans should be provided for the remote parking area as well the onsite parking areas. 100 % visual screens are required. A sidewalk connecting the primary structure and the remote parking lot will also be necessary. Currently the area is not served by sidewalks. Staff feels however, that in this case a sidewalk is necessary to provide a connection for pedestrian traffic between the remote parking area and the subject site. Sanitary sewer presently is not utilized at the subject site. Village sanitary systems should be extended to service this structure. Ultimately this extension will be available from the terminus point of the sewer extension for River View Subdivision at Mill Street. After discussion regarding lighting, the late hours of the patrons in the area, the hours that the Country Music Bar would be open, the crossing of Naperville Plainfield Road late at night, paving of the parking areas, and provisions for sound proofing. Also discussed was the fact that this use would not be conforming in the new Zoning Ordinance. Concerns of the neighbors included; the people will walk through a residential neighborhood to get to the remote parking, the eco- system of the river, the lighting, the traffic, the location of the 120 ft. long sidewalk, the planned use of the property across 126 from Gee Lumber. W. Manning made a motion to table this discussion, until the Village Board has ruled on the liquor license approval will make this a legal use. Seconded W. Schempf. Roll call vote. M. This item will be tabled until the applicant has his full Site Plan, and a safety analysis of the off site parking has been completed. WALKER GROVE SUBDIVISION, ANNEXATION ALLEN FRY, DEVELOPER This plan has been improved per the requests of the Village Board, the lots are 10,000 sq. ft. minimum, average 11,700 sq. ft., there are 485 lots, the density is 2.47 building units per acre. there is 21 acres of open land, combination of park, dry bottom detention area and wet bottom detention area. The Land Plan has been revised the lots are a minimum of 80 ft. frontage, an increase of 5 ft. frontage per lot. The previous number of cul -de -sacs were 17, there are now only _. The request of the Village Board to have a through street from the south property line to the north property line has been fulfilled. They will meet the Northeastern Illinois Planning Commission model Storm Water Ordinance. The consensus of the board, was A. Consola, positive; M. Krippel, OK; L. Kachel, OK; W. Schempf, OK; W.
