Vice Chairman Consola called the meeting to order at 7:00 p.m. Roll call was taken. Chairman
Sobkoviak was absent. The Park District, School District, Township, and Fire District
representatives were absent.
Vice Chairman Consola declared the minutes of June 15, 1993 approved as presented.
President Peterson spoke, he thanked the Plan Commission for their efforts made, their reports
are thorough and detailed, he also wanted the Plan Commission to know that they have the
support of the support of the Mayor.

Planner Waldock gave the Planning & Development report, Timberview Development
townhouses were approved at the last Village Board meeting, there is concern at the Village
Board level with regard to Anti- Monotony for Timberview, that issue was resolved at the
Develpment Committee level. The Lakelands Annexation Agreement Amendment is still in the
process at the Village Board level. This will be concluded by the end of July, as well as TOPE
Corporation and Material Service Corporation. By the end of July we expect to complete the
annexation of approximately 360 acres of land in the northeast area.

CONCEPT PLAN APPROVAL
This is a continuation of the Plan Commission's previous meeting to accomodate proper
publication of notices for the Rezoning for the nine acre commercial tract. The concensus of
the Plan Commission at the last meeting indicated that the B -3 would be a more appropriate
zoning catagory for the site, rather than B -4, which the applicant had requested. The applicant
had requested B -4, at Staff s suggestion, because of the location on Rt. 59. The Village Board
held the Public Hearing on June 21st, discussion culminated in a favorably received in terms of
annexation, logic of extension of Village Boundaries, overall Concept Plan seemed to be
acceptable to the Village Board, similar to the reaction at the Plan Commission level. Concerns

were expressed regarding the Fraser Road right-of-way, there is no further information for the
Plan Commission with regard to the status of the right-of-way, we are investigating. The
developer has been asked to provide further documentation with regard to right-of-way, we will
also contact the Township Highway Department for documentation they have regarding current
status of the Fraser Road right-of-way. In, recent discussions with the developer, Staff has
suggested that a B-3 Zoning catagory with provisions for one drive-up restaurant be permitted
in the Annexation Agreement which would satisfy the concerns that Staff had, in suggesting B-4
for that site. Staff is recommending B-3 Zoning with the Special Use of a drive-up for one site
in the nine acre tract.
Concerns of the Plan Commission included, in light of the applicant's lack of future plans for
the site, why the need for a drive-up window, the need for disclosure to new home owners of
the possible drive-up window restaurant in the vicinity.
Concerns of the adjacent land-owners included, a question of plans for a stop light at the comer
of Rt. 59 and Renwick Rd. and the expansion of Fraser Road on the easements on their
property,
Planner Waldock answered some of the concerns of the Plan Commission, by saying the Village
would rather prepare for the future re-zoning request by having the Annexation Agreement
properly worded to specify the drive-in window, the Annexation Agreement could also be
changed to require disclosure to new home owners of the possible drive-up window restaurant
in the vicinity. Planner Waldock answered the concerns of the adjacent land-owners as follows;
Yes, the Village has been in negotiation with IDOT regarding this Rt. 59 and Renwick, on
Fraser Road, the Village will annex to the far side of Fraser Road, per State statuates, the
improvements will be on the north side of the present road.
After a short discussion, L. Kachel made a motion for approval of Annexation, Zoning and
Subdivision Concept Plan for Vintage Harvest Subdivision subject to stipulations listed in the
Staff report as amended. Seconded by M. Krippel. Roll call vote: M. Krippel, yes; D. Norris,
yes; W. Schempf, yes; W. Manning, yes; L. Kachel, yes; Vice Chairman Consola, yes.
Motion carried 6 yes, 0 no.
1. Preliminary Plat designs shall meet with the requirements of the Village Engineer.
2. Provisions for utility extensions under Rt. 59 will be the responsibility of the
developer. Provisions for Village responsibility for oversizing costs should be
negotiated with the Village. .
3. Fraser Road shall be improved to a collector street status in accordance with
Village development policy. This shall include a portion of Fraser Road along
the south property line of the Plainfield Congregational Church site and Rizzi
Garden Center properties along Fraser Road.

4. Provide B -3 zoning with Special Use for one drive through restaurant, as
requested for the 9 acre tract on Route. 59.
5. All Stipulations must be in compliance before the case goes to the Village Board
6. The owners shall notify purchasers of Lots 7 through 13 at the time of sale of the
Commercial Use and potential for drive through restaurant.
