VETO
I am vetoing Ordinance 01-2 because it serves no purpose whatsoever. It is unfair to
force borough employees to live in town for five (5) years. There is no reason to furce
our employees to be indentured servants. By state law we allow police and fire to move
out of the Borough. This Council has said that there would be more loyalty if they live in
town. I guess they must feel that our police and fire are not loyal to Carteret since they
can move out. We all know that couldn't be further from the truth. I then ask the
question, "Why would they do this?" The answer is quite clear. BECAUSE THEY
CAN.
Also the Ordinance is incomplete and unclear, it does not stipulate as to whether it
applies to current employees or new employees. The Council will probably have to
waste more taxpayer money to correct it.

AN ORDINANCE AMENDING CHAPTER 38 SECTION 5 OF
THE CODE OF THE BOROUGH OF CARTERET
WHEREAS, the Code of the Borough of Carteret currently requires that
Borough of Carteret (the "Borough") employees reside within the
Borough at the time at which they are appointed and for a continuous
period of one (1) year from the date of said appointment; and
WHEREAS, the Mayor and Council have determined that it would be in
the best interest of the Borough to extend the period for required
residency after appointment.
NOW, THEREFORE, BE IT ORDAINED by the Mayor and Council
of the Borough of Carteret that Chapter 38-5 of the Code of the Borough
of Carteret is hereby amended to read in it's entirety as follows:
"Except and unless permitted or required by law, employees
of the Borough of Carteret (the "Borough") shall reside within
the Borough at the time they are appointed to their
employment position and thereafter for a continuous period of
five (5) years from the date of said appointment."
BE, IT, FURTHER ORDAINED that this Ordinance shall take effect
inunediately upon adoption.
