April 21, 1939.
A speoial meeting -of -- Council was held to- day in theCouncil Chamber
of the City of Savannah in the City Hall, at 12 :00 m., and was
attended by Mayor Righton, who preseided, Councilmen Sharpley,
Solomon, Cann, Lovell, Logan, Town Attorney Dutton, Major Wallace,
Mr. Peters, and E.H.Abrahams, and Isadore Spann.
Mayor Righton stated that the Town had voted $2,000.00 as its por-
tion toward construction of the Town Hall and wanted to .know why
it is called upon to appropriate more - than this -- amount, Major
Wallace informed the- -Mayor that Mr. D.G.Nichols -had informed him
that the Town would use the premium derived from the sale of the
bonds to cover the additional amount necessary to complete the
prQ3eot Major Wallace stated that he would take the matter up
with Mr. Nichols and verifyit, he also stated that the cost_of
building the Town-Hali would not go over $3300.00,Councilman Logan
moved that the Town purchase - materials for the Town Hall, the total
cost of which must not exceed $3300.00 Councilman Sharpley seconded
and the motion passed. Mr. Spann stated that the building would be
ready by the end of May.
Relative to the beach- protection work Major Wallace stated that the
original plan of the plan of the project would be carried to comple-
tion as far as he-knew, he stated that all work was confined to the
north side of- -Tybrisa Pavilion by orders of the War Dept.,asked if
additional funds woula be available ifthe present funds ran out
due to extra work having to be done due to unexpected events, he
stated that he believed they mid, -

paring a new project based on "rge increases - -asked what was to
be done at Lovell Station he stated nothing until the south end is
finished as the War Dept will not permit it, Major Wallace offered
his full cooperation at all times and Mayor Righton thnaked him
and stated that the Town in turn was desirous of working with him
in every way possible.

A special meeting was held to -night at 7 :q0 p.m., in the Council
Chamber, and was attended by Mayor Righton, who presided, and Coun-
cilmen Sharpley, Logan, Lovell, Cann, Solomon and Town Attorney
Dutton.
Councilman Sharpley moved that the following resolution be adopted
Councilman Solomon seconded and the motion passed;
RESOLUTION.
WHEREAS, under the provisions of the Act to Amend the Charter of the.
Town of Savannah Beach, Tybee Island, passed by the General Assembly
of Georgia, 1939 and approved by the Govenor of said State an elect-
ion was held on this May lst, 1939. to elect a Mayor and six (6(
Councilmen, thr ee (3) of whom shall be Bona fide residents and dom-
iciled within the corporate limits of t_--e Town of Savannah Beach,

Tybee Island, and three -(3) of whom shall be bona fide residents
domiciled in Chatham Count , outside of the corporate limits of the
Town of Savannah Beach, Tybee Island, and who mshall own property at
Savannah Beach, Tybee Island; and,
WHEREAS, the managers -duly named by resolution to conduct the elect
ion just concluded and held on this the 1st day of May, 1939 at
Savannah Beach, Tybee - Island, for the puftpose of electitng a Mayor
and six (6) Councilmen as aforesaid to hold office until thefftrst
Monday in April, 1940 Or until their successors have been duly
elected and qualified, have made -the consolidated returns and /or
results to the Mayor and Councilmen calling said election, which
consolidation was done in -the presence of and together with the
several mangers; and,
WHEREAS, it appears that H.Y.Righton received -the- highest number
of votes for Mayor ofathe -Town of Savannah Beach, Tybee Island,
and J.Ferris Cann, W.G.Logan, William S.Lovell,received the
highest number of votes for Councilmen-of the-Town of Savannah •
Beach,Tybee Island, who-are bona fide residents and domiciled in
Chatham County outside of the corporate limits of the Town of
Savannah Beach, T--bee Island, and own property at Savannah Beach,
Tybee Island, and W.H.Haar, Lazar May, Mitchell R.Young, received
the highest number of votes as Councilmen who are bona fide residents
ma domiciled within the corpoarte limite of the Town of Savannah
Beach, Tybee Island
NOW THEREFORE BE IT RESOLVED by the Mayor and Councilmen of the
Town of Savannah Beach, Tybee Island, in Council assembldd and it is
hereby resolved by the authority of the same- that the rest3at of
said - election be and the same is hereby declared electing;
H.Y.Righton as Ma:ror;-_J Ferris - -Cann as Councilman; W.G.Logan, as
Couneilman;William S.Lavell, as Councilmen; W.H.Haar, as Councilman;
Lazar May, as Councilman; Mitchell R.Young, as Councilman, for
Savannah Beach, Tybee Island, to hold•office until the first Monday
in April, 190, --or until their successors are elected and duly
qualified, said results appearing from the returns of the said elec-
tion managers, which said returns are hereby adopted and made apart
hereof.
It was the sense of the meeting that the new board take office
at regular meeting of Council to be held Friday, May 5th, 1939 at
4:30 p.m., .
Councilman Sharpley moved that thanks be extended to the managers
for their splendid handling of the election.
