At your request, on July 15, 2014, SouthEast Building Science initiated a limited air
quality assessment at the above referenced buildings in accordance with our proposal
dated June 20, 2014. The purpose was to assess certain indoor air quality parameters
in response to complaints of allergic type reactions while in the buildings.
Partial assessment of the Town Hall building was performed however, this was not
completed because Gulfstream police chief, Garrett Ward, would not allow reasonable
access to the Town Hall and, no access was permitted to the Police or Maintenance
buildings. Nonetheless, our partial assessment of the Town Hall building revealed
certain indicators that are consistent with water intrusion through the building envelope
and subsequent fungal growth within those wall systems. These preliminary findings
demonstrate that addition assessment of the buildings is warranted.
Notable Preliminary Results - Gulfstream Town Hall Building:
Observations:
Observations of the exterior wall system indicates water intrusion is occurring, at certain
locations, through the exterior wall system (e.g. primarily through cracks in the exterior
wall system and compromised sealant). This is further evidenced by paint discoloration
(i.e. alkali burn /efflorescence) at stucco bands, below windows, and at crack locations.
Air samples were procured indoors (7 locations) and outdoors (1 location for
comparison purposes) using a Buck BioAire pumps and Allergenco D cassettes.
Air Sampling Results: Overall airborne fungal spores were higher in five (5) indoor
locations when compared to outdoors. In addition, a number of fungal species were
identified indoors and not outdoors. This suggests that fungal reservoirs exist indoors
that are making a contribution of spores to the indoor ambient air. We recommend all
fungal reservoirs be identified and properly remediated.
Note that air sampling was performed to assess factors associated with reported
occupant allergy symptoms and to determine if additional destructive testing of
interstitial spaces (i.e. wall cavities, behind baseboards, etc.) was warranted. In our
opinion, the results of our visual observations of the exterior wall system in conjunction
with the results of air sampling indicate that further assessment is warranted.

Preliminary Conclusion:
Our preliminary data indicates that additional assessment of the Town Hall building is
warranted. In addition, we recommend that the Police Department building and
Maintenance building be properly assessed

recommendations /suggestions listed herein.
