Call to Order: 11:06 2. Declaration of a Quorum: • Commissioner Brown, Commissioner Skidmore, Commissioner Baran via remote, Office Manager Sherry Theuret, Assistant Superintendent Alex Provos and Superintendent Paul Anderson 3. Drought status update In anticipation over the next three months the water level continues to be low. If there isn't significant amount of precipitation over the winter the water department will anticipate going into the spring or summer months with water restrictions. 6. Superintendent's Report • MA Clean Water Trust Grant $150,000 Master Plan Update The draft released indicates the water department being awarded the MA Clean Water Trust Grant The full some of $328,000 at town meeting i. The water department will need to pay the amount and then be reimbursed for the grant amount of $150,000. Still in budgeting process. i. Meet with financing team ii. Look at revenues coming into the water department iii. Retained earnings iv. Anticipate for FY25 Budget v. Make sure rates will support budget vi. Master Plan will forecast future capital and implementing a rate study. WATER COMMISSIONERS JANUARY 3, 24;4. • Pumps Performance Testing • Maher Services completed pump performance testing i. Well 3 lost a little bit of compacity due to a higher iron level. Lost about 18% from original compacity. May need to look into some form of filtrations system. 1. The Master Plan will evaluate. • Competency Based Safety Training Update • Working with Barnstable County Round Table i. Reviewing current safety program 1. Confined Space Program a. Confirmed the water department is on task but, there are things that can be improved upon. ii. Roadside Safety to be investigated • FY25 Budget Preparation Status • Meeting with Finance Team, Town Manager and Assistance Town Manager I. Reviewing Operating Budget for FY25 and Capital ii. Main focus besides the Master Plan will be replacing a vehicle, meter replacement program, buildings, and treatment • Kenneith E. Pickard Municipal Innovation Award • Mass Municipal Association gives out this award to a few communities. i. In recognition of the Town of Brewster being innovative with the reduction of single use plastic bottles and hydration stations. 1. Initiated by Mary Chaffee 2. Brewster currently has 11 indoor hydration stations, 7 outside stations and two more to be added in the spring 7. Assistant Superintendent's Report • Red Top Road Project Update • Phase 1— Complete • Phase 2 — i. Installation of 750 feet of water main installation to start January 8th ii. A total of 3000 linear feet of water main installation when project is completed in January. iii. Total of 5 hydrants iv. The project will continue in June to tie it into Satucket roadside of Red Top Road. v. Chlorinate at the end of January, anticipate results in February. WATER COMMISSIONERS JANUARY 3, 20 - 8. Office Manager's Report • Meter Reading Update • Meter reading is complete i. Currently reviewing accounts flagged for high usage, missed and re -reads • Vadar and Utility Cloud Update • Exporting information that wasn't a part of the first software integration from Bill Master to Vadar. i. Service Installation Date ii. Service addresses with swimming pools and irrigation • Exporting data from Utility Cloud and Vadar into Excel • Making sure current information from Vadar will be re -imported into Utility Cloud. L This will include the service installation date, current owner, phone numbers and meter information. 9. Approval of Meeting Minutes • Table approval of meeting minutes until February7th meeting. 10. Fall Town Meeting • Capital Request 11. For Your Information: N/A 12. Matters Not Reasonably Anticipated by the Chair • Commissioner Skidmore is concerned with the vote taken for the hunting policy meeting on December 6th, 2023, meeting. • Superintendent Anderson did get an exception to the policy that we have a quorum in person. Commissioner Brown was in person, Commissioner Skidmore was remote, and Commissioner Baran was absent. i. Option one would be to note indicating there was an exception to the policy or re -affirm the vote taken on December 61h to be compliant with town policy and open meeting laws. 1. Commissioner Brown did state in the meeting that it was an exception. ii. A vote on hunting needs to be approved every year. iii. First Monday in December for three weeks. 1. Motion by Commissioner Skidmore to reaffirm the vote from December 6th meeting for bow hunting in the water shed a. Commissioner Brown to 2nd the motion. b. Roll call vote: 3-0-0 13.
