Bayer, W. Schempf, and M. Krippel EX-OFFICIO PRESENT: M. Gehrke, G. Krahn, D. Norris, E. Schrader, Fire District ALSO PRESENT: Peter J. Waldock, Village Planner K. Jania, Secretary Chairman Simmons called the meeting to order at 8:01 p.m. Roll call was taken. J. Anderson, L. Kelly, D. Neir, and J. Wilson were absent. Case No. 248-122189Z Arbor of Plainfield, Inc. Requesting rezoning of 11.39 acres from Residence A, Single-Family to Residence A-2, Multi-Family. Location: South of Renwick Road 400 feet West of Howard Avenue. Mr. Waldock reported the request in this case is for rezoning from Residence A to Residence A-2 for the purpose of constructing townhouses on the subject site. The site is presently vacant, currently agricultural in area. Total site area owned by the developers is 88 acres. The rezoning area is 11.39 acres of this property. The site is surrounded by agricultural properties in all directions. A farmstead divided from the original farm is located adjacent to the site and is occupied as a single-family dwelling. Plainfield Acres Subdivision (north of Renwick) is located approximately 168 feet east of the nearest building site of the rezoning area. Lily Cache and Peerless Subdivisions are approximately 475 feet to the east of the subject site. The applicants are requesting the townhouse zoning designation as part of their total project. They anticipate this zoning would provide for 114 total townhouse units and the remainder of the site would provide for 194 single-family lots. The Comprehensive Plan projects low density residential development for the subject site. Mr. Waldock commented,in his review of the rezoning request he noted the amount of territory in the area (along Renwick) projects for moderate density development. He feels to have a well balanced community choices of housing types are necessary. It is important to have townhouses as well as duplexes and single-family homes. With this in mind, replacement of the moderate density areas provided by the Comprehensive Plan is a benefit to the Village. PLAINFIELD PLAN COMMISSION Case No. 248-1221892 Page Two Mr. Wa1dock also commented the request in this case can provide a moderate density residential development in the general area as projected by the Comprehensive Plan. The zoning provides a transition from the 60-acre B-3 Commercial District located about 300 feet to the west. Likewise, the Spires property to the west of the Arbor Place site (and adjacent to the McMullin commercial site) at 19 acres is also a potential mdoerate density residential site. No existing residential subdivision is directly adjacent to the rezoning area. The rezoning area is part of a complete development proposal which will help assure quality development of the townhouses. Development of townhouses on the subject site will not have a negative impact on surrounding properties and will be of benefit to the Village housing stock. Chairman Simmons read into the record a petition with 388 signatures protesting the rezoning of the subject site. No reason for the objection was stated. Chairman Simmons stated he is concerned with the high density of the proposed development. Mr. Howard Koop, Developer, was present. He briefly described his plan. The townhouses will be approximately 1,350 to 1,650 square feet per unit with two-car garages. Covenants will provide for no outside storage of boats, trailers, etc. Base price of the homes will range from $99,000 to $115,000. The development will be well landscaped. Attorney John Peterson was present on behalf of Norm and Ione Mueller (adjoining landowners) objecting to the proposed development. They feel this will have a negative impact on their property. They will be filing a written objection with the Village Clerk. Mr. Peterson discussed Lake Renwick preservation, and discussed family history of the Mueller property. The Muellers feel this new development will be a detriment to their future plans for their property. A large group of adjoining landowners was present and voiced their concerns regarding.drainage; density of the project; traffic and access; and maintenance of the townhouses. Regarding Park Donation, Mr. Koop stated he will do whatever the Park District requires. In a long discussion concern was expressed over the unknown future use of the Spires property adjacent to the subject site. It was felt that this use should be determined prior to rezoning of the subject site. J. Sobkoviak moved to recommend that the Village Board deny the request by Arbor of Plainfield for rezoning of 11.39 acres from Residence A to Residence A-2. Seconded by J. Anderson. Vote by roll call Mentzer, yes; Bayer, yes; Schempf, yes; Sobkoviak, yes; Krippel, no; Simmons, yes. 5 yes, 0 no. Motion carried.
