Jania, Secretary Chairman Simmons called the meeting to order at 7:30 p.m. Roll call was taken. L. Kelly, G. Krahn ' D. Norris, J. Eichelberger, J. Wilson, and D. Neir were absent. Case No. 237-1017892 - Comprehensive Amendment to the Village Zoning ordinance. Location: Village-wide. Chairman Simmons stated the first districts to be covered are Agricultural, and Residence Districts (Rl, R2, R3, and R4). Mr. Waldock briefly described each subject on the summary (outline) sheet noting that several new zoning provisions are being proposed with the zoning ordinance update. Among these are a Planned Unit Development section, Agricultural District, Central Business District, and Office, Commercial and Industrial District. New numbering designations are proposed for each district. The format is intended to be concise and easy to use. In putting together each of the sections, we're trying to put into effect what the Comprehensive Plan suggests that we need to do. Mr. Waldock also stated Estate Zoning is not included in the draft. He is looking for some direction from the Plan Commission before drafting an Estate Zoning category. It may or may not be a necessary category, but the Comprehensive Plan does call for it. Some discussion is needed on this. Agricultural District Mr. Waldock summarized the following sections under the Agricultural District: Intent, Permitted Uses; Conditional Uses, Accessory Uses, Area Requirements, Lot Width Requirements, Yard Requirements, and Height Limitations/Bulk Regulations. The Agricultural District is intended to provide an environment suitable for and limited to those uses, activities, and structures related to agriculture. This zoning classification shall also serve as a development tool to preserve land prior to the availability of Village sewer and water systems. I PLAINFIELD PLAN COMMISSION February 13, 1990 Page Two In discussion, the following changes were made: Section 9-42: Permitted Uses No. 2 - Remove dairy animals, hatcheries and poultry and place under Conditional Uses. No. 3 - Remove Golf Course and place under Conditional Uses. Section 9-43: Conditional Uses Add - No. 4 Poultry Farm and Hatcheries No. 5 Golf Course with liquor Section 9-44: Accessory Uses No. 3 - Animal Husbandry (See General Provision Section) Section 9-45: Area Requirements Change 10 acres to 40 acres. Section 9-46: Lot Width Requirements Change 250 feet to 500 feet. Section 9-47: Yard Requirements Add - No. 4 250' from dwelling to livestock structures, and 100' from dwelling to other agricultural structure. Rl Low Density Single-Family Residence District The Rl District is intended to provide single-family areas of a low density character with lots containing a minimum of 12,000 square feet. This district remains primarily the same as our current Residence A zoning category. The new ordinance will provide for fewer special uses which are seen to be incompatible with low density single-family development. In discussion, the following changes were made: PLAINFIELD PLAN COMMISSION February 13, 1990 Page Three Section 9-50: Permitted Uses Remove No. 2 (Golf Courses) and place under Conditional Uses. Section 9-51: Conditional Uses: No. 2 - Add "subject to state licensing requirements". Add - Golf Courses, Non-commercial. Section 9-52: Accessory Uses Add - Garages, Sheds, Antennas, Radio, Satellite Dishes. Section 9-54: Lot Width Requirements Add - No. 2 All.other uses 100 feet. Section 9-56: Height Limitations/Bulk Regulations Add - No. 5 Surface coverage provisions: Shall not exceed 300 of gross lot area, not including pools. R2 Single- Family and Two - Family Residence District The R2 District is intended to provide transitional uses of a low density character accommodating a variety of housing types compatible with low density single-family residence district. Conditional uses are consistent with those allowed in the Rl zoning category. In discussion, the following changes were made: Section 9-59: Conditional Uses Remove item No. 2. Section 9-61: Lot Area Requirements No. 1 - Change to 12,000 sq. ft. Section 9-62: Lot Width Requirements No. 1 - Change to 85 feet. PLAINFIELD PLAN COMMISSION February 13, 1990 Page Four Section 9-63: Yard Requirements Remove No. 3, Buffer area. This public hearing is continued to the March 13, 1990 meeting.
