Krippel, H. Bayer, R. Mentzer, J. Anderson. EX-OFFICIO PRESENT: M. Gehrke, G. Krahn, D. Norris, E. Schrader, Fire District. ALSO PRESENT: P.J. Waldock, Village Planner K. Jania, Secretary Chairman Simmons called the meeting to order at 7:30 p.m. Roll call was taken. L. Kelly, J. Wilson, and D. Neir were absent. There being no additions or corrections, Chairman Simmons declared the.minutes of the February 6, 1990 meeting approved as presented. Chairman Simmons directed staff to draft an ordinance for new setback requirements (buffer provision) in commercial and industrial districts when adjacent to residential districts. Case No. 252-2590S - Commander's Restaurant, Bobbie Perry, Owner. Requesting special sign approval for property at 704 N. Division. Mr. Waldock reported requested is a 20 sq. ft. sign which appears as a projecting sign located on the east building wall facing Division St. Sign is mounted on the second level of the building. In looking at the diagram the sign appears to be above 13' from ground level for the highest point. The sign dimension is 4 x 5. Also included is two wall mounted signs. One on the north wall, and the other is on the west building wall. A 16.25 sq. ft. sign with flood light illumination is located on the north wall. An 8 sq. ft. sign is mounted on the west wall without illumination. It is staff's finding the sign on the west wall is exempt from the Sign Ordinance provisions since it is not intended for view off of the property. Regarding ordinance compliance, in this case it would appear the 20 sq. ft. hanging sign exceeds ordinance limits for projecting sign area. The ordinance defines a "Projecting Sign" as "Any sign other than a wall sign, which is suspended or supported by a building or wall, and which projects." The Plan Commission in this case is asked to determine by its interpretation of this definition if a sign which does not project beyond the furthest wall is considered a projecting sign limited to an area of 12 sq. ft. and a height of 13 ft. above ground level. PLAINFIELD PLAN COMMISSION February 20, 1990 Page Two Due to a clerical error, a sign permit was issued for the projecting sign. Therefore, the applicant has had the sign constructed. It is the applicant's request to seek an interpretation that the 20 sq. ft. hanging sign is something other than a projecting sign since it does not extend beyond the furthest east face of the building. It does not overhang or project a front yard area or a public walk. Staff feels the signage is tasteful and fits well with the character of the area. Staff recommends special sign approval for the north wall mounted sign and a finding that the west wall sign is intended for on-site viewing therefore is exempt in accordance with Section 6-19 of the Sign Ordinance, and seeks the Plan Commission's interpretation on the hanging sign in this case. In discussion the Board agreed there is some hardship due to the traffic and the stoplight - sign could be missed. Also, the sign would only be viewable from the south. It was the consensus of the Board that the applicant apply for a variance on the hanging sign and that application fees be waived. J. Sobkoviak moved to recommend to the Village Board that the hanging sign is indeed a projecting sign and must meet ordinance requirements or apply for a variance; the north facing sign is approved as a special sign; and that the west facing sign is exempt from ordinance requirements. Seconded by R. Mentzer. Vote by roll call. Schempf, yes; Sobkoviak, yes; Krippel, yes; Bayer, yes; Mentzer, yes; Anderson, yes; Simmons, yes. 7 yes, 0 no. Motion carried. The Plan Commission Board recommends that variance fees be waived if applicant applies for variance. Case No. 251-1990SPR - Naper Lawn Works, Inc. Mark Soave, Owner. Site Plan Review for an office/warehouse .0 facility located on the west side of Naperville/Plainfield Road at Mill Street. Mr. Waldock reported applicant is proposing the construction of an 8400 sq. ft. office/warehouse facility. The office portion is a two-story with brick facade. The warehouse and shop space portion is steel and wood frame construction. Parking is proposed for 14 cars located in the rear of the site. The rear is a gravel maneuvering area intended for maneuvering of trucks and crawler tractors, therefore the need to maintain the gravel area in the rear. The building PLAINFIELD PLAN COMMISSION February 20, 1990 Page Three setback from front is 55 feet, north side is 50 feet (to the zoning boundary nearby 1,000 feet ' to property line), south side is 94 feet, rear is about 346 feet. At this time the site is vacant agricultural. The project is impacted slightly by flood plain. The curb and landscape area at the southwest corner of the site enters the flood fringe. The rear yard is in the flood fringe. The Village Engineer, John Djerf, has review this in his letter of 2-8-90. Mr. Waldock then summarized his review of the site plan pertaining to ordinance compliance for parking, setbacks, facade, utilities, access, trash enclosure, landscaping and lighting. Regarding utilities, Village water is not shown on the plans for connection to this site. A well is located north of the building. Sanitary sewer is not yet accessible to the site. However, sanitary sewer extension for Lakelands will cross this property and become accessible at that time. Therefore, a temporary septic tank is proposed for interim use. Since the site is accessible to Village water, a connection should be made at Naperville/Plainfield Road. No well should be installed. The applicant has explored the use of river water for irrigation of landscape plantings stored on site with approval of federal, state, and local authorities. The applicant is concerned about contamination from herbicides and would rather use his own well. Applicant does not wish to hook up to Village water because of the volume of water he will need. He plans to hook up to sewer when it becomes available. Staff recommends approval of the site plan for Naper Lawn Works subject to the following stipulations: 1. Upgrade the landscaping along building foundation in front and by berming and additional plantings along the north boundary. Do not locate plantings in right-of-way. 2. Screen or direct all lighting to avoid glare onto surrounding residential properties. 3. Connect to Village water mains and Village sanitary sewer when it becomes available. 4. Install a trash enclosure for dumpsters on site (rear or side lot location) 5. Fill material to be taken from flood fringe areas to provide compensatory storage. Applicant presented a new drawing showing stipulations 1 and 4 as being accomplished. PLAINFIELD PLAN COMMISSION February 20, 1990 Page Four Mr. Waldock reported the Village Board at their meeting Monday night passed an ordinance regarding cross connections and wells on property. The ordinance does not require hooking up to Village water. You can use a well, but cannot hook up to Village water at the same time. In discussion the Board asked that the parking and maneuvering area not extend beyond 1001 from the rear of the building; that the trash enclosure have a concrete pad leading up to the enclosure so grass is not trampled; and if applicant would be agreeable to granting public access along the river (river walk). W. Schempf moved to recommend to the Village Board approval of the site plan with the stipulations of the Planner except for Item No. 3 unless the Village Board so dictates; meet with the Park District regarding river walk along the river; and the parking and maneuvering area not extend beyond 1001 from the rear of the building. Informal Discussion - Amli Realty Mr. Waldock reported representatives of Amli Realty were present to discuss a sketch plan for the proposed industrial park located south of 143rd St. between Van Dyke and Route 30 (Library Farm property). The site is approximately 163 acres in area. The sketch plan shows a potential division of the property and layout for the streets. The plan shows two parallel streets running north and south off of 143rd. The easternmost street is aligned with the entrance to Somerset Distillers, the other is west of Coilplus Drive, and a road connecting Route 30 with Van Dyke is proposed in the southern portion of the site. Unique features of the sketch plan include provisions for reduction of the pavement area, and setback areas are also reduced from setback requirements of the zoning ordinance. Mr. Eric Friedler, Vice President of Amli Realty and Project Manager of the Plainfield Industrial Park; Dave Lambert, Executive Vice President of Amli in charge of development; and Sheldon Johnson from Metro Transportation, traffic consultant on this project, were present. Mr. Friedler explained that his company is a full service real estate developer. The focus of their business is in the acquisition of income producing property. The plan for Plainfield is to develop a quality industrial park which will include warehousing and light industrial. Amli will develop and build facilities for lease or sale. There will be covenants requiring all tenants and owners to meet regulations of the industrial park. PLAINFIELD PLAN COMMISSION February 20, 1990 Page Five - Discussion focused on the reduction of pavement area and right-of-way widths, and setbacks. Amli proposes 66' right-of-way with 36' pavement. Village ordinance requires 801 right-of-ways in industrial areas and 441 pavement. Proposed setbacks are required 501 along the building fronts and 301 to the sides and rear. There will be 7' easements on each side of the roads. The industrial park covenants will ban parking on the streets. The Fire Department had no objection to the proposal. The effect of reduced right-of-ways and setbacks would place the buildings closer to each other and reduce green spaces. Van Dyke Road improvements are to occur as lots are developed along the frontage. Details regarding the road will be worked out before final platting. Amli hopes to begin construction of the park this summer.
